Special Council Meeting Minutes
WEDNESDAY, AUGUST 20, 2025 – 3:00 PM
Mayor Schuster called the meeting to order at 3:00pm.
Roll Call of Councilmembers Present: Mendy Schuster, Russ Brown, Curtis Bortle, Patrick Parrish, Dawn Miller
1. APPROVAL OF AGENDA:
Moved by Curtis Bortle; seconded by Patrick Parrish to approve.
Motion Carried: 5 - 0
Voting For: Mendy Schuster, Russ Brown, Curtis Bortle, Patrick Parrish, Dawn Miller Voting Against: None
2. PUBLIC COMMENT REGARDING CLOSED SESSION ITEMS: No public comment.
3. CLOSED SESSION:
City Council convened in closed session at 3:01pm to discuss the following:
A. PUBLIC EMPLOYMENT - pursuant to Government Code Section §54957
1. City Manager evaluation
B. CONFERENCE WITH LABOR NEGOTIATORS - pursuant to Government Code Section §54957.6
1. Fire Unit
2. Miscellaneous Unit
3. SPOA Unit
4. Department Heads:
a. City Clerk
4. RETURN TO OPEN SESSION:
City Council reconvened in open session at 4:57pm.
Dan Newton, City Manager, stated that prior to convening in closed session the Council approved the agenda as presented. He continued that Council then convened in closed session; however, not all items were discussed, and Council will reconvene in the closed session meeting after the adjournment of the regularly scheduled meeting starting at 5:00pm.
The City Council reconvened in closed session at 6:15pm to continue the closed session items discussed above.
The City Council reconvened in open session at 7:18pm.
Mr. Newton then stated that the Council appointed the City Manager to serve as the interim Public Works Director, effective beginning August 30, 2025, which includes the duties of the HLVRA Executive Officer.
