5. Business from the Floor: Any person may address the City Council at this time upon any subject on the agenda or not on the agenda within the jurisdiction of the City Council.
However, comments on items on the agenda may be reserved until the item is discussed and any matter not on the agenda that requires action will be referred to staff for a report and action at a subsequent meeting.
Presentations are subject to a three-minute limit.
Eric Perry, speaking on behalf of Lassen High School Baseball, voiced concerns that they may not be able to host baseball games at Memorial Park since the fire that occurred this summer.
He inquired about the plan for getting it completed as they need to know how to schedule and whether or not they can host games. He also inquired if there was contingency plan if it does not get to playable condition prior to their season starting.
6. Consent Calendar: All matters listed under the Consent Calendar are considered to be routine by the City Council. There will be no separate discussion on these items. Any member of the public or the City Council may request removal of an item from the Consent Calendar to be considered separately.

Mayor Schuster thanked the Lassen Community College Baseball team for their participation in putting up the uptown Christmas tree.

13.A. Consider Ordinance No. 25-1050, Amending certain Sections of Chapter 04 of Title 15 Building and Construction, of the Susanville Municipal Code to reflect the adoption of the California Building Standards Code, 2025 Title 24 edition Chapters 1-12 and referenced Appendices.
Erik Edholm, Assistant Director of Engineering, provided an explanation of the item and requested the Council waive the second reading and adopt Ordinance No. 25-1050.

13.B. Discussion regarding Memorial Ball Park Grandstand Fire Emergency Operations Dan Newton, City Manager, provided an update on the Grandstand Fire and requested approval to continue with the emergency operations in order to get the field back in operation.

Council Member Miller inquired about items that were listed as completed and if they were still being worked on.
Mr. Newton responded that they were marked off the list if discussion was requested and the discussion occurred. However, if direction was provided to staff during the discussion, staff would still be working on that task.
