Submitted By: Chandra Jabbs, Finance Director
Action Date: February 4, 2026
Subject: Consider Resolution No. 26-6507, Amending the Fiscal Year 2025- 2026 City of Susanville Budget
Presented By: Chandra Jabbs, Finance Director
Summary: Each year the City adopts a budget that sets the appropriations for the coming fiscal year. Revenues are based on projections that are received from Lassen County and the State of California.
Expenses are projected to fund critical operations, meeting with Department Heads and the City Council to establish the priorities for the upcoming year. The City again reviews the budget at midyear and adjusts these projections based on more up-to date revenue allocations from the County and State, and any expense changes that were not predicted or occurred during the first six months.
Additionally, we have included the report that would have been presented to the Sales Tax Oversight Board (STOB); however, the STOB currently does not have enough members to meet quorum, and thus could not be presented and accepted, but it is attached for your review and consideration.
Fiscal Impact: General Fund expenditures budget of $13,194,139, all other funds budget $19,691,983 for a total City budget of $32,866,122.
Action Requested: Motion to approve Resolution No. 26-6507, Amending the Fiscal Year 2025-2026 City of Susanville Budget

Local Sales Tax Oversight Board
Susanville, California
Mid-Year Report for FY 2025-2026
Background
At the general election held on June 7, 2022, the voters of Susanville passed Measure P, a local one-cent Transaction and Use Tax (i.e. sales tax). On June 29, 2022, the City Council certified the election results, confirming the passage of Measure P, and, as called for in Measure P, established the Sales Tax Oversight Board. Although Measure P tax revenues are legally general purpose funds, the City Council is committed to using the funds in accordance with the Advisory Measure Q, which states that revenues should be used to balance the budget to maintain and enhance existing public safety services (police and fire), and provide funding to support street infrastructure improvements, and provide funding to support economic development efforts designed to increase businesses, jobs, and visitors.
Introduction
The Sales Tax Oversight Board (STOB) consists of five members, all residents of the City of Susanville, appointed by the City Council. The STOB is charged with the responsibility to report to the City Council on the revenue and expenditures of the Local Sales Tax (also referred to as “Transaction and Use Tax”).
The STOB will review the city’s proposed budget/finance documents at three points throughout the year as follows:
1) Annual Budget Proposal to City Council
2) Mid-Year Budget Review Proposal to City Council
3) Year End Final Expenditure review
The STOB’s function is strictly that of oversight. It is not within the purview of the STOB to direct staff, recommend any particular contracts or define the scope of a project. These responsibilities remain under the authority of the City Council, City Administrator, and City professional staff.
Summary of FY 2025-2026 Measure P Budgeted Revenues and Expenditures The City of Susanville budgeted $2,283,000 in revenues for the FY 25/26 year of the Measure P sales tax.
This projection was provided by a contracted sales tax consultant to provide in-depth analysis of local sales tax receipts for the City of Susanville. The City Council prioritized providing competitive wages to our public safety personnel as a method to maintain and enhance public safety services in the initial years of Measure P receipts. To meet these obligations, the intent for the budgeting of expenditures was to balance the Police & Fire expenditures. Budget policy allows for the funds allocated to public safety to remain in the public safety funds. Any savings realized by public safety remains in the funds cash balance to be used for capital expenditures in future years. Allocating Measure P funding based upon a formula was well-received by City Council, Public Safety staff, and the public, and this methodology is continued into FY 25/26.
Proposed FY25-26 Measure P Revenue Allocations
Projected Measure P Revenue $2,283,000
Economic Development $191,951 50% of ED budget
Streets $140,000 MOE Match
Remaining Measure P Revenue $1,951,049
Police Transfer $1,268,182 65%
Fire Transfer $682,867 35%
Unbudgeted Measure P Funding $0.00
FY 2025-2026 Measure P Revenues To Date
For FY 25/26, the City has currently received five months of sales tax allocations with a total received amount of $835,256 over this period (36% of budgeted). Revenues are projected to increase by approximately $117,000 than initially projected when the budget was adopted.
FY 2025-2026 Measure P Expenditures To Date
The Police Department has expended approximately 52% of their operating budget as of December 31, 2025. This is currently on pace with expending their full budget by the end of the fiscal year.
The Fire Department has expended approximately 41% of their operating budget as of December 31, 2025.
While some savings were recognized in the first half of the fiscal year, the Fire MOU was approved in November. It is anticipated with the employee cost increases driven by the MOU, the Fire Department will expend their full budget by the end of the fiscal year.
The Streets Department is anticipating the need for a $140,000 transfer from the general fund to meet the MOE requirements of the RMRA funds and cash shortfalls from Highway User Taxes. Traditionally, this transfer is booked at the end of the fiscal year.
Proposed Midyear FY25-26 Budget Adjustments
Measure P Revenue Adjustments
Receipts from the Measure P tax measure are projected to exceed initial estimates for FY 25/26. Based upon 1st and 2nd Quarter receipts, our sales tax consultant recommends increasing our estimates by $117,000, for a total of $2,400,000.
Measure P Expenditure Adjustments
The Fire and Streets allocations have no proposed changes to their anticipated cash needs to support budgeted expenditures. Budget adjustments include increasing staff costs due to finalized contract negotiations since the adoption of the budget. However, cash needs are not anticipated to increase as these increases are offset by vacancies within these divisions and other operational savings.
The Economic Development needs are anticipated to be less than budgeted, as the position has been vacant since July 2025. Additionally, the position was restructured into a different bargaining unit, and will have a reduced salary than originally budgeted.
The Police Department mid-year budget includes $225,218 in additional operational costs to cover the remainder of the fiscal year. Additionally, the loss of the School Resource Officer contract with Lassen
Union High School, decreased their projected revenues by $83,930. These items increase their cash needs from the General Fund by $309,148. The Budget Process and Policies, adopted by Resolution 25-6448 stipulates that any mid-year budget increase will come from that fund’s available cash balance. However, the Police Department’s available cash balance is $162,493, as cash funds were spent for other capital projects in FY 25/26. This $146,655 shortfall is anticipated to be transferred from available Measure P funds which includes any funds not used for economic development and the additional receipts that are received.
Original Projected Measure P Receipts $2,283,000
Streets $(140,000)
Economic Development $(191,951)
Police Department 65% Allocation $(1,268,182)
Fire Department 35% Allocation $(682,867)
$0.00
Midyear Changes
Increased Revenues Based Upon Receipts $117,000
Reduction of Economic Development Needs $29,655
Police Department Shortfall $(146,655)
$0.00
The adjusted FY 25/26 budget allocates all available Measure P funds for eligible purposes as described in Advisory Measure Q. Measure P provides the funding for 27% of the overall Police budget and 22% of the overall Fire budget.
Final percentage distribution of the Measure P funding is 58% Police, 28% Fire, 6% Economic Development, and 5% Streets.
In the event that a budget is not fully expended by year end, budget policy also includes that any unexpended funds in the Fire and Police funds will remain in their respective funds. This will allow these departments to build a cash balance that could be used to support capital purchases that may be necessary in future budget years. The police and fire department have identified capital needs such as SCBA radios, body cameras, and security systems as future projects that may be budgeted in future years with any remaining cash balance.
Conclusions
Upon review of the proposed adjustments to the FY 2025-26 budget, the STOB has concluded:
The proposed expenditures for police and fire were found to be consistent with and in support of Measure P and Advisory Measure Q, as funds are being used to balance the budget to maintain and enhance existing public safety services.
The proposed expenditures for streets were found to be consistent with and in support of Measure P and Advisory Measure Q, as funds are being used to support street infrastructure improvements. The proposed expenditures for economic development were found to be consistent and in support of Measure P and Advisory Measure Q as funds are being used to support the economic development program.
This report has been researched, assembled and present in a manner the STOB believes is consistent with the stated objectives of the City of Susanville Transaction and Use Tax Ordinance, Ordinance No. 22- 1035. The figures provided in the report were provided to the STOB by City staff and have not been independently verified.
In accordance with those directives, the Mid-Year Report for FY 2025-2026 of the Sales Tax Oversight Committee is respectfully submitted:

ANALYSIS:
The applicant is proposing the installation of an approximately 180-foot-long, four-foot-tall solid wood fence with a 1.5-foot lattice addition in the front and side yards of the property at 705 Court St. The proposed fence would have a total height of 5.5 feet, which exceeds the standard fence height permitted in the UBD Uptown Business District and therefore requires approval of a Use Permit and Architectural and Site Plan Review by the Planning Commission. The subject property has a land use designation of Mixed Use and is located in the UBD Uptown Business District zoning district. The parcel is approximately 7,440 square feet in size and is identified as Assessor’s Parcel Number 103-411-008-000.
The project site is located adjacent to a public facilities use and is situated on a corner lot. The proposed fence has been evaluated to ensure it does not encroach into the required vision clearance area or create a traffic safety hazard at the intersection, consistent with Susanville Municipal Code §12.24.050. Maintaining adequate sight distance at the intersection is particularly important due to the presence of small children and potential pedestrian activity in the surrounding area.
The proposed fence is intended to provide security, define property boundaries, and enhance the aesthetic character of the property. The design, consisting of solid wood with an open lattice top, maintains visual permeability while providing functional screening and a finished appearance. The project has been evaluated to determine whether it would be detrimental to or contrary to the health, safety, peace, morals, comfort, or general welfare of persons residing or working in the neighborhood, or detrimental or injurious to property or improvements in the neighborhood or to the general welfare of the City. Staff found no evidence that the project will result in adverse effects on traffic, pedestrian safety, or neighborhood character. Therefore, it can be found that the project satisfies the required findings for Use Permit approval.
Further, the fence is compatible with the scale, design, and character of nearby development. The combination of solid wood and lattice maintains visual interest, complements surrounding structures, and does not create a visually intrusive element and the project can be found to satisfy the required findings for Architectural and Site Plan Review. To ensure compliance with the findings, the Commission may wish to consider adding a condition of approval requiring that the fence be maintained in good physical condition to preserve its appearance and ensure continued compatibility with the neighborhood.
COMMUNITY CORRESPONDENCE:
Property owners were notified within 300 feet of the proposed project and no comments were received in favor or against.
ENVIRONMENTAL REVIEW:
The proposed project is eligible for an exemption from the California Environmental Quality Act (CEQA) pursuant to section 15301 which provides an exemption for minor alterations, additions, or maintenance of existing structures where there is negligible or no expansion of use beyond that previously existing. The project involves the construction of an approximately 180-foot-long, 5.5-foot-tall fence (four-foot solid wood with a 1.5-foot lattice top) in the front and side yards of an existing residential property.
The proposed fence does not alter the primary residential use of the property, does not require significant grading or removal of vegetation, and will not result in adverse environmental impacts such as increased traffic, noise, or land use incompatibility.
Because the project is limited in scope and maintains the existing residential function of the property, it qualifies for a categorical exemption under CEQA §15301.
STAFF RECOMMENDATION:
Consider approval of a resolution approving the site plan and use permit for the 2.5ft height extension on fencing at 705 Court St along with a condition of approval and finding the project exempt from CEQA.

WHEREAS, Steffano and Tiffany Richichi submitted a complete application for a Use Permit to allow an approximately 180 foot-long 4-foot solid wood fence with 1.5 Ft Lattice addition in the front and side yards of the residential property WHEREAS, The fence is proposed to be a total of 5.5 feet in height at APN 103-411- 008-000 (705 Court St.); and
WHEREAS, the City of Susanville Zoning Code allows for a fence to exceed three feet in height with the approval of a Use permit; and
WHEREAS, the City of Susanville Zoning Code requires a project that requires a Use Permit to undergo Architectural and Site Plan Review; and WHEREAS, property owners were notified in a 300 ft. radius of the proposed project via USPS mail service, and a legal publication was submitted to the Intermountain News on January 15, 2026 and subsequently published January 21, 2026 and; WHEREAS, the Susanville Planning Commission at a duly noticed public hearing held during its regular meeting on February 4, 2026, considered both written and oral comments presented concerning the proposed project as required by City Code Section 17.112.20 E.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission makes the following findings:
1. That the proposed project is consistent with the General Plan and the Zoning Ordinance because the property is designated Mixed Use and located in the UBD Zoning District, which allows for accessory structures such as fences. The project maintains the residential character of the property, does not alter the primary use, and complies with all applicable development standards other than height, which is authorized through this Use Permit.
2. That the establishment, maintenance, or operation of the subject use, building or facilities applied for will not, under the circumstances of the particular use, with the conditions imposed thereon, be detrimental to or contrary to the health, safety, peace, morals, comfort and general welfare of persons residing or working in the neighborhood of the proposed use and will not be injurious or detrimental to property or improvements in the neighborhood or the general welfare of the city because the proposed fence will not negatively affect line of sight safety for the school, neighboring residences, or pedestrian and vehicular traffic; and
3. The architectural and general appearance of the project is in keeping with the character of the neighborhood and will not be detrimental to the orderly and harmonious development of the city because the proposed fence utilizes materials, design, and scale that are compatible with surrounding residential development. The lattice addition

reduces the visual mass of the fence, maintains openness, and preserves sight lines, while the uniform alignment, color, and style are consistent with fencing found elsewhere in the neighborhood. The fence complements the existing streetscape, does not obstruct views or traffic, and, with required maintenance, will remain visually and functionally harmonious with the surrounding properties.
4. The project is Categorically Exempt under Section 15301 of the CEQA Guidelines pursuant to section 15301 which provides an exemption for minor alterations, additions, or maintenance of existing structures where there is negligible or no expansion of use beyond that previously existing.
5. The conditions imposed upon approval of this use are necessary to further the public health, safety, peace comfort and general welfare of the city.
NOW THEREFORE BE IT FURTHER RESOLVED that the Planning Commission hereby approves the Site Plan and Use Permit (UP#25-003) with condition of approval for 705 Court St. in accordance with the site layout plan received on October 17, 2025, and included in the attached staff report, except as modified by the following terms, agreements and conditions contained in this Resolution:

ANALYSIS:
The applicant proposes the installation of an approximately 208-foot-long, two-foot lattice addition to the top of an existing six-foot perimeter fence located within the rear and side yards of the residential property, resulting in a total fence height of eight feet. A fence exceeding six feet in height requires approval of a Use Permit and Architectural and Site Plan Review and, if approved, issuance of a building permit. The subject property is zoned R-1 (Single-Family Residential District) with a General Plan land use designation of Single Family Residential. The parcel is approximately 8,410 square feet in area and is located at 457 Prospect Avenue, Susanville, California (APN 107-073-019).
The proposed fence modification has been reviewed to determine whether, under the circumstances of the particular use, it would be detrimental to or contrary to the public health, safety, peace, morals, comfort, or general welfare of persons residing or working in the neighborhood, or detrimental or injurious to nearby properties or improvements, or to the general welfare of the City. The applicant has indicated that the existing six-foot fence has been insufficient to contain a household dog, resulting in repeated attempts by the animal to jump the fence. The addition of the two-foot lattice increases the effective height of the fence while maintaining an open and visually permeable design. The proposed improvement is intended to enhance on-site safety and animal control and does not introduce impacts such as noise, traffic, or land use incompatibility. Therefore, the proposal will not be detrimental to, or contrary to, the health, safety, peace, morals, comfort, or general welfare of the surrounding neighborhood or the City, consistent with required findings.
The fence height, design, and materials are consistent with residential fencing found within the neighborhood and are compatible with the character of surrounding development. The lattice component provides a lighter visual appearance at the upper portion of the fence and reduces the massing typically associated with solid fencing of comparable height. The fence will not impede orderly or harmonious development of the neighborhood or the City and the project can be found to satisfy the required findings for Architectural and Site Plan Review. A condition of approval requiring the fence to be maintained in good physical condition may be imposed to ensure long-term compatibility and neighborhood aesthetics.
COMMUNITY CORRESPONDENCE:
Property owners were notified within 300 feet of the proposed project and no comments

ENVIRONMENTAL REVIEW:
The proposed project is eligible for an exemption from the California Environmental Quality Act (CEQA) pursuant to section 15301 which provides an exemption for the minor alteration, addition, or maintenance of existing structures or facilities where there is negligible or no expansion of use beyond that previously existing. The proposed project involves the addition of a two-foot lattice to the top of an existing six-foot residential fence, increasing the fence height to eight feet. This improvement does not expand the use of the property, alter its primary residential function, or result in any significant environmental impacts. The project is limited in scope, maintains the current footprint of the fence, and does not involve new grading, removal of significant vegetation, or changes to traffic, noise, or land use.
STAFF RECOMMENDATION:
Consider adopting resolution approving the site plan and Use Permit 25-004 to allow a six foot fence with a two foot lattice at 457 Prospect with conditions of approval and finding the project exempt from CEQA.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SUSANVILLE APPROVING USE PERMIT APPLICATION #25-004 TO ALLOW A 208 FOOT-LONG 2 FT.
LATTICE ADDITION TO THE TOP OF THE EXISTING 6 FT PERIMETER FENCE IN THE REAR AND SIDE YARDS OF THE RESIDENTIAL PROPERTY ON APN 107-073-019 (457 PROSPECT AVE.)
WHEREAS, Travis Krause submitted a complete application for a Use Permit to allow a 208 foot-long 2 ft. lattice addition to the top of the existing 6 ft perimeter fence in the rear and side yards of the residential property on October 17, 2025; and WHEREAS, the fence is proposed to be a total of 8 feet in height at APN 107-073-019 (457 Prospect Ave.); and
WHEREAS, the City of Susanville Zoning Code allows for a fence to exceed 6 feet in height with the approval of a Use permit; and
WHEREAS, the City of Susanville Zoning Code requires a project that requires a Use Permit to undergo Architectural and Site Plan Review; and WHEREAS, property owners were notified in a 300 ft. radius of the proposed project via USPS mail service, and a legal publication was submitted to the Intermountain News on January 15, 2026, and subsequently published January 21, 2026, and; WHEREAS, the Susanville Planning Commission at a duly noticed public hearing held during its regular meeting on February 4, 2026, considered both written and oral comments presented concerning the proposed project as required by City Code Section 17.112.20 E.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission makes the following findings:
1. That the proposed project is consistent with the General Plan and the Zoning Ordinance because the property is designated Single Family Residential and located in the R-1 Zoning District, which allows for accessory structures such as fences. The project maintains the residential character of the property, does not alter the primary use, and complies with all applicable development standards other than height, which is authorized through this Use Permit.
2. That the establishment, maintenance, or operation of the subject use, building or facilities applied for will not, under the circumstances of the particular use, with the conditions imposed thereon, be detrimental to or contrary to the health, safety, peace, morals, comfort and general welfare of persons residing or working in the neighborhood of the proposed use and will not be injurious or detrimental to property or improvements in the neighborhood or the general welfare of the city because the proposed fence will not negatively affect line of sight safety for the school, neighboring residences, or pedestrian and vehicular traffic; and
3. The architectural and general appearance of such buildings or structures and grounds are in keeping with the character of the neighborhood and will not be detrimental to the orderly and harmonious development of the city because the proposed fence utilizes materials, design, and scale that are compatible with surrounding residential

development. The lattice addition reduces the visual mass of the fence, maintains openness, and preserves sight lines, while the uniform alignment, color, and style are consistent with fencing found elsewhere in the neighborhood. The fence complements the existing streetscape, does not obstruct views or traffic, and, with required maintenance, will remain visually and functionally harmonious with the surrounding properties.
4. The project is Categorically Exempt under Section 15301 of the CEQA Guidelines pursuant to section 15301 which provides an exemption for the minor alteration, addition, or maintenance of existing structures or facilities where there is negligible or no expansion of use beyond that previously existing. The proposed project involves the addition of a two-foot lattice to the top of an existing six-foot residential fence, increasing the fence height to eight feet. The project is limited in scope, maintains the current footprint of the fence, and does not involve new grading, removal of significant vegetation, or changes to traffic, noise, or land use. Because the project is limited in scope and maintains the existing use of the property, it qualifies for a categorical exemption under CEQA §15301.
5. The conditions imposed upon approval of this use are necessary to further the public health, safety, peace, comfort and general welfare of the city.
NOW THEREFORE BE IT FURTHER RESOLVED that the Planning Commission hereby approves the Site Plan and Use Permit (UP#25-004) with conditions of approval for 457 Prospect Ave. in accordance with the site layout plan received on October 17, 2025, and included in the attached staff report, except as modified by the following terms, agreements and conditions contained in this Resolution:

ANALYSIS:
The applicant is proposing a 151-foot-long, six-foot-tall black ornamental iron fence in the front yard of 1065 Campbell Rd and a 116-foot-long, six-foot-tall black ornamental iron fence in the front yard of 1070 Campbell Rd. The proposed fences are six feet in height, which exceeds the maximum height allowed by SZC Section 17.96.030(A)1.
SZC Section 17.96.030(B)4 allows fences to exceed the maximum permitted height with approval of a Conditional Use Permit by the Susanville Planning Commission.
The subject properties are zoned R-1 (Single-Family Residential District) and have a land use designation of Single Family Residential pursuant to the City of Susanville General Plan 1990–2010. The property located at 1065 Campbell Rd. is approximately
0.4 acres and the property located at 1070 Campbell Rd. is approximately 0.7 acres. (APNs 103-113-012-000 and 103-112-009-000, respectively).
The proposed fences have been reviewed to determine whether they will, under the circumstances of the particular use, be detrimental to or contrary to the health, safety, peace, morals, comfort, or general welfare of persons residing or working in the neighborhood, or detrimental or injurious to nearby properties or improvements, or to the general welfare of the City. The applicant indicates that the fences are intended to provide security, clearly define property boundaries, and enhance the visual character of the residences. The fences are open ornamental iron, which allows for visibility into and out of the properties, minimizing potential visual obstruction or neighborhood impacts. The height and design of the fences are consistent with decorative fencing found in other portions of the R-1 residential district and will not obstruct traffic sight lines or pedestrian access.
The architectural design and site layout of the fences have been reviewed for consistency with Architectural and Site Plan Review standards. The black ornamental iron design is compatible with the character of the neighborhood, maintains openness in the front yard areas, and complements the scale of the residences and lots. The fences are linear, uniform in height, and visually permeable, which preserves neighborhood aesthetics and sightlines. The project does not interfere with the orderly and harmonious development of the neighborhood or the City and the project can be found to satisfy the required findings for Architectural and Site Plan Review. A condition of approval may require that the fences be maintained in good physical condition to ensure long-term compatibility and neighborhood character.
COMMUNITY CORRESPONDENCE:
Property owners were notified within 300 feet of the proposed project and one comment was received in favor of the proposed project.
ENVIRONMENTAL REVIEW:
The Project is eligible for an exemption under the California Environmental Quality Act (CEQA) pursuant to section 15301 which provides an exemption for minor alterations, additions, or maintenance of existing structures where there is negligible or no expansion of use beyond that previously existing. The proposed project involves the construction of two six-foot-tall ornamental iron fences within the front yards of 1065 and 1070 Campbell Rd. The fences do not expand the existing residential use of the properties, do not involve significant grading or vegetation removal, and will not result in adverse environmental impacts such as increased traffic, noise, or land use incompatibility. Because the project is limited in scope and maintains the existing residential function of the properties, it qualifies for a categorical exemption under CEQA §15301.
STAFF RECOMMENDATION:
Consider resolution approving the site plan and use permit for 6-foot wrought iron fencing at 1065 and 1070 Campbell St. with a condition of approval and finding the project exempt from CEQA.
