Agenda Item No. 9.B.

Standard Workflow
City Council Agenda Item
Submitted By: Erik Edholm, Acting Public Works Director Action Date: April 1, 2026
Subject: Consider Resolution No. 26-6522, authorizing the Finance Director to increase various fund budgets to facilitate airport, street, park, and water system improvements and operational needs Presented By: Erik Edholm, Acting Public Works Director Summary: The Public Works Department is requesting a series of budget amendments across multiple funds to address operational needs, infrastructure maintenance, and previously incurred project costs. • Within the Airport Fund, an amendment is required to
facilitate payment of prior invoices for construction
management services performed by C&S Engineers, Inc.
associated with the Taxiway A and Taxiway B projects.
• In the Street Fund, staff is proposing a budget increase for the purchase of a crack sealer to begin an in-house
pavement preservation program, as well as the purchase of a dump truck to support street maintenance and snow
removal operations. The City’s existing fleet is aging and increasingly difficult to maintain, and the purchase of a used truck will allow the City to maintain service reliability ahead of upcoming regulatory requirements related to fleet electrification. A portion of the Street Fund increase will be offset by the transfer of available street mitigation funds, including accrued interest.
• Additional amendments are proposed to address
maintenance needs within other City facilities and
infrastructure. At the tennis and pickleball courts, funding is needed to repair and restore the lighting system, which has been rendered inoperable due to vandalism of the existing coin operated controls. Staff is proposing to install a timer based system and retrofit fixtures with LED lighting to improve reliability and reduce energy usage.
• Within the water system, funding is needed to replace a failed valve actuator at Cady Springs. The actuator is
critical for remote operation of the system through SCADA and helps regulate flows, reduce chlorine usage, and
prevent overflow conditions. Replacement of this
component will restore operational efficiency and reduce

Page 51 of 80 ends

the need for manual site visits.

Collectively, these budget amendments support the City’s ability to maintain critical infrastructure, improve operational efficiency, and address both immediate and long term service needs.

Fiscal Impact: Approval of this item will increase expenditures in the Airport Fund (7202) by $21,000, Water Fund (7114) by $12,000, Parks Fund (1011) by $5,200, and Street Fund (2005) by $165,000. A portion of the Street Fund increase will be offset by the transfer of the available street mitigation fund balance of $71,471.88, plus any accrued interest.

Action Requested: Motion to approve Resolution No. 26-6522, authorizing the Finance Director to increase various fund budgets to facilitate airport, street, park, and water system improvements and operational needs Attachments:

Agenda Item No. 9.C.

Standard Workflow
City Council Agenda Item
Submitted By: Erik Edholm, Acting Public Works Director Action Date: April 1, 2026
Subject: Discussion regarding sign regulations (SMC Chapter 17.128) Presented By: Erik Edholm, Acting Public Works Director Summary: At the March 18, 2026 City Council meeting, staff was directed to bring forward information regarding commercial sign permitting requirements within the city of Susanivlle. Chapter 17.128 of the Susanville Municipal Code regulates signage within the city. The intent of the ordinance is to allow businesses to identify themselves while maintaining a consistent and orderly visual environment. A key objective is to establish uniform standards that apply equally to all businesses, ensuring a level playing field. Another goal of the City is to ensure applicants understand requirements prior to purchasing or installing signage, so businesses do not incur costs for signs that do not comply with City standards.

Recently, code enforcement courtesy notices were issued for unpermitted signs, including banners and other signage types to local businesses. This has raised concerns and highlighted the need for clearer guidance.

Under the current code:
• Sign permits are required unless a sign is specifically exempt (SMC §17.128.140).
• Exempt signs include interior or painted window signs and incidental signs (e.g., “no parking,” “entrance”) without commercial messaging (SMC §17.128.130(B)).
• Commercial banners are defined as a sign and require a permit. (SMC §17.128.040)
• The code regulates permanent signs but does not clearly address temporary commercial signs.

Typical size limits include:

Wall signs:
• C-1: 1 sq ft per lineal foot of building frontage
• C-2/C-3/M: 1.5 sq ft per lineal foot of building frontage

Page 55 of 80 ends

Freestanding signs:
• Up to 100 sq ft (C-1) or 150 sq ft (C-2/C-3/M), 15 ft height Ground signs (small frontage lots):
• Up to 50 sq ft, typically 42 inches in height
Projecting signs:
• Up to 36 sq ft (C-1) or 30 sq ft (C-2/C-3/M)
Sandwich boards (exempt):
• Max 2 ft by 3 ft
The code also allows temporary noncommercial signs (e.g., political signage), which:
• Do not require a permit.
• Require permission from the property owner or tenant in possession.
• Are limited to 32 sq ft on private property.
• In the public right-of-way, are limited to 4 sq ft in size, 3 ft in height, no more than one sign per candidate per 50 feet of roadway frontage.
• Must not obstruct pedestrian or traffic visibility.
• Must be removed within 90 days or after the event.

The code does not currently provide clear standards for temporary commercial signage, such as promotional banners. As a result, businesses may rely on existing signage they see in the community, which may be permitted, nonconforming, or
noncompliant, leading to confusion and the perception of inconsistent enforcement.

Staff is available to assist any business owner or property owner with questions regarding signage requirements prior to installation.

Fiscal Impact: None.

Action Requested: Direction to staff.

Presented By: Erik Edholm, Acting Public Works Director Summary:

The Transportation Development Act provides funding to local agencies through the Local Transportation Fund, which is derived from a portion of statewide sales tax revenues. These funds are administered locally by the Lassen County Transportation Commission and are available to support eligible transportation related activities, including maintenance and rehabilitation of local streets and roads.

These funds are typically used to offset costs associated with street maintenance activities such as pavement repair, materials, and related operational expenses.

Approval of this item authorizes the Acting Public Works Director to submit the funding request to the Lassen County Transportation Commission in accordance with program requirements. The requested funds will supplement existing street maintenance efforts and assist the City in maintaining and preserving its roadway network.

City Council Agenda Item
Submitted By: Chandra Jabbs, Finance Director
Action Date: April 1, 2026
Subject: Consider Resolution No. 26-6524, Approving and authorizing the mayor to execute Addendum #2 to the Agreement for Professional Auditing Services with Van Lant & Fankhanel, LLP
Presented By: Chandra Jabbs, Finance Director
Summary: The City entered into an agreement in 2019 with Van Lant & Fankhanel, LLP to complete the annual audit of the City's financial statements to remain in compliance with State and Federal reporting, with an extension of 2 years approved in 2024. This extension expires with completing the FY 24/25 audit, after 7 years of services. City staff would like to extend the contract for an additional two years, with an option of a 3rd year in order to keep progressing toward the goal of completing each year's annual audit within 180 days of fiscal year end. GFOA recommends having multi-year contracts with auditing firms for at least 5 years, and remaining with the same audit firm reduces time and costs to continue with the same firm. Audit expenses are increasing by less than 3% annually.

Fiscal Impact: No fiscal impact for FY 25/26. Audit and other report expenses for the following 3 fiscal years will be budgeted at $43,950, $45,175, and $46,360, respectively.

Action Requested: Motion to approve Resolution No. 26-6524, Approving and authorizing the mayor to execute Addendum #2 to the Agreement for Professional Auditing Services with Van Lant & Fankhanel, LLP Attachments:
