Subject: Consider Resolution No. 26-6553, approving the Unrepresented Employee List with associated salaries and the amended
Approved Position List
Presented By: Heidi Whitlock, City Clerk
Summary: Pursuant to Section 2.08.090 of the City's Municipal Code, the City Manager's duty is to appoint and remove or promote or demote any and all officers and employees of the City with the approval of the City Council. The approved position list is a mechanism used to demonstrate City Council approval for the positions that the City Manager can fill as well as the associated ranges. At this time, staff would like to recommend adding a part-time City Engineer to the City's Approved Position List.
The need also exists to update the Unrepresented Employee List/Salary Schedule, by resolution, to add the part-time City Engineer as well as a previously approved Head Swim Instructor position, and to adopt the Unrepresented Employee Salary Schedule associated with the Approved Position List.
Fiscal Impact: TBD
Action Requested: Motion to approve Resolution No. 26-6553, approving the updated Part-Time/Temporary/Unrepresented Position List and associated salary matrix as well as the City's Approved Position List.

Subject: Consider Resolution No. 26-6554, Approving a budget increase for payment of completed insurance-reimbursable restoration work related to the Memorial Ballpark Grandstand Fire Claim
Presented By: Jolene Arredondo, Deputy City Manager
Summary: On July 5, 2025, a fire engulfed the grandstands located in the ballpark at Memorial Park, commonly known as Frank Ernaga Field; intense heat caused damage to the field's light poles, LMUD power poles and lines near the grandstands, park restrooms, surrounding grandstand structures, field/turf, and various City and Lassen Community College Baseball pieces of equipment were lost. In July 2025 Per the City of Susanville Municipal Code (section 3.08.200) an emergency is a situation where the public interest and necessity demand the immediate expenditure of public money to safeguard life, health, and/or property. The City Manager is authorized pursuant to Government Code section 22050 to order any action to repair or replace a public facility, take any directly related and immediate action required by that emergency, and procure the necessary equipment, services, and supplies for those purposes without giving notice for bids or to let contracts; therefore the City entered into a contract with BELFOR Property Restoration to make necessary repairs to restore the ballpark and park areas affected by the fire, not including the grandstands rebuild.
The City of Susanville continues to maintain an open insurance claim related to the fire damage sustained at Memorial Ballpark and restoration and recovery efforts remain ongoing as some additional electrical work is still required to be completed. The City has determined that BELFOR Property Restoration will no longer be utilized to complete the remaining phases of the project and staff has pursued alternative methods and contractors to complete the outstanding restoration work. Prior to this determination, BELFOR completed a portion of the restoration and recovery work associated with the insurance claim. The completed work has been reviewed by City staff and the City's insurance representatives and has been determined to be reimbursable under the terms of the insurance claim.
To properly close out BELFOR's involvement in the project, the
City must compensate BELFOR for the approved and completed scope of work. The requested budget increase will provide sufficient appropriations to process payment for the eligible work completed. The proposed budget amendment does not represent additional costs beyond those associated with the approved insurance claim. Staff has coordinated with the City's insurance carrier and confirmed that the work identified for payment qualifies as a reimbursable expense under the claim. Reimbursement is anticipated through the insurance recovery process in accordance with policy provisions and claim procedures. Once the City has received approved reimbursement from our insurance payment will then be processed to BELFOR Property Restoration.
Fiscal Impact: Increase Memorial Park Grandstand Fire Recovery Fund by $375,000 all reimbursable costs through insurance

Presented By: Chandra Jabbs, Finance Director
Summary: On May 16, 2026, the Variable Frequency Drive (VFD) at Well 3 located on Johnstonville Road failed. During implementation of a manual bypass to maintain operation of the City's largest production well, an over-pressurization event occurred within the 14-inch water main, resulting in a significant leak and creating an immediate threat to the reliability of the City's water distribution system.
Emergency repairs to the 14-inch water main have been
completed and the leak has been repaired. Work associated with replacement of the Well 3 VFD remains ongoing to restore normal operations and ensure the continued reliability of the City's water system.
Per the City of Susanville Municipal Code (section 3.08.200), an emergency is a situation where the public interest and necessity demand the immediate expenditure of public money to safeguard life, health, and/or property. The City Manager is authorized pursuant to Government Code section 22050 to order any action to repair or replace a public facility, take any directly related and immediate action required by that emergency, and procure the necessary equipment, services, and supplies for those purposes without giving notice for bids or to let contracts. The City Manager must report the action to the City Council for review within seven (7) days after the action or at the next regularly scheduled meeting if that meeting will occur not later than fourteen (14) days after the action.
Further updates will be provided to the Council at the meeting regarding the status of the VFD replacement efforts.
Fiscal Impact: To be determined upon completion of the emergency work.
