City Manager Direct
Review
City Council Agenda Item
Submitted By: Jolene Arredondo, Deputy City Manager
Action Date: July 15, 2026
Subject: Consider Resolution No. 26-6556, approving and authorizing the fourth modification to the Position Classification Schedule of the Memorandum of Understanding with the Administrative Bargaining Unit
Presented By: Chandra Jabbs, Acting City Manager/Finance Director Summary: The Administrative Bargaining Unit (UNIT) has met and conferred in good faith and the City Council of the City of Susanville has approved and adopted the Memorandum of Understanding (MOU) between the City of Susanville and the UNIT for the period of July 1, 2024, through and including June 30, 2027, at a regular City Council meeting held on November 6, 2024. This Side Letter No. 4 to the Unit MOU serves as an agreement that when the Deputy City Manager is appointed as the Executive Officer by the Honey Lake Valley Recreation Authority (HLVRA) that position base compensation range shall increase from Range 156 to Range 158 in the MOU Salary Matrix. Additional modification to the MOU's Position Classification Schedule is being presented to incorporate the intent of the Building Official's base range to be Range 154-157 as presented and bargained for in the dissolution of the Professional Technical Bargaining Unit in 2023. There is not salary increase, this is an administrative correction.

Through this grant application, the Susanville Police Department has been awarded $220,595.39. This award will go to fund enforcement activities, training and equipment for the department. Schedule A
Susanville Police Department
The Grantor determined awards and adjustments based on the Project’s merit, operational scale, compliance with the Request for Application (RFA), and program regulations. Certain activities or budget items proposed in Schedule A may have been deemed ineligible for funding. The final, binding list of authorized activities and expenses is set forth in Schedule B - Detailed Budget Estimate.

Project Description
The Susanville Police Department would like to utilize a two prong approach regarding the Cannabis DUI enforcement. The first approach is to get all personnel to appropriate training related to driving under the influence investigations and enforcement. We currently do not have any DUI/SFST Instructors or DRE Instructors for our agency which is a hinderance to us. We have a required training matrix for our department where personnel are required to attend certain trainings within their first 3 years of employment. This training matrix for our personnel includes a NHTSA DUI/SFST course and an ARIDE course as required trainings.

Currently all of our personnel have attended a NHTSA DUI/SFST course and all of our personnel except 1 officer have attended ARIDE. We have made great strides in getting personnel to DUI/SFST and ARIDE trainings the past year. We are currently encouraging staff to gain additional experience in driving under the influence investigations for them to attend DRE courses. The second prong of this approach would be to utilize any sworn personnel (officers, corporals, sergeants and lieutenants) in our department to come in on overtime to conduct DUI Saturation Patrols. A concerted effort would focus these DUI Saturation Patrols on major holidays and events that happen within the City of Susanville. Overtime DUI Saturation Patrols would allow our personnel to have a concentrated effort in enforcing impaired driving.

Problem Statement
Impaired driving continues to pose a significant traffic safety problem within the City of Susanville and remains a primary contributing factor in injury collisions. Data from the Susanville Police Department (SPD) demonstrates a sustained and elevated level of DUI enforcement activity, indicating the ongoing presence of alcohol and drug impaired drivers on city roadways.

SPD investigated 16 DUI cases in 2021, 19 in 2022, and 25 in 2023. In 2024, DUI investigations increased sharply to 66 cases, representing a 164% increase from 2023. In 2025, SPD investigated 60 DUI cases, reflecting continued high levels of impaired driving enforcement. This sustained increase demonstrates a persistent impaired driving problem that threatens public safety.

Traffic collision data further reinforces the need for continued enforcement efforts. In 2024, SPD documented 26 injury collisions. While injury collisions decreased to 14 in 2025, which is a 46% reduction. Driving under the influence and unsafe speed remain the top two primary collision factors in injury crashes. Impaired driving continues to directly contribute to roadway injuries within the community.

SPD has adopted a proactive and data-driven approach to traffic safety enforcement by increasing officer training and emphasizing high-visibility DUI enforcement. The department implemented a training matrix in 2024 requiring officers to complete DUI/Standardized Field Sobriety Testing (SFST) and Advanced Roadside Impaired Driving Enforcement (ARIDE) training within their first three years of employment. Currently, all 15 sworn personnel are trained in DUI/SFST and 14 are trained in ARIDE. These efforts have enhanced the department’s ability to detect and apprehend impaired drivers.

Despite this progress, resource gaps remain that limit SPD’s ability to fully address the impaired driving problem. The department currently has only one certified Drug Recognition Expert (DRE), restricting its capacity to effectively identify and investigate drug-impaired drivers, which is an increasing concern statewide. Expanding DRE capacity is critical to addressing drug-impaired driving to reduce alcohol- and drug-related crashes.

Additionally, SPD lacks in-house DUI/SFST and DRE instructors, limiting sustainable training capacity and regional collaboration. Developing instructor-level personnel would allow the department to maintain compliance with evolving impaired driving enforcement standards and strengthen partnerships with allied agencies. SPD typically has to send personnel out of the area to receive training in DUI/SFST and ARIDE courses.

Page 58 of 71 ends

Schedule A
Equipment limitations also impact enforcement effectiveness. SPD currently relies on a single Draeger Alcotest 7510 for preliminary and evidentiary breath testing. This Draeger Alcotest 7510 is currently owned by the California Department of Justice and is used for preliminary and evidentiary breath tests. The lack of additional preliminary alcohol screening (PAS) devices limits field efficiency and proactive enforcement capability. SPD currently utilizes Narcotics Identification Kit (NIK) systems to test suspected controlled substances presumptively. NIK systems put personnel at risk especially when testing suspected fentanyl. Updated technology like a TruNarc Delta would allow our personnel to test suspected controlled substances without exposing themselves to dangerous controlled substances.

To address these identified traffic safety concerns, SPD requires funding to support high-visibility DUI Saturation Patrols during identified high-risk periods, including major holidays and community events.

Overtime enforcement operations, combined with advanced training and equipment enhancements, will support OTS performance measures aimed at reducing alcohol- and drug-impaired driving fatalities and injuries.

The continued presence of DUI-related injury collisions, sustained high levels of DUI investigations, and limited specialized personnel and equipment demonstrate a clear and ongoing need for funding to enhance enforcement, improve roadway safety, and reduce impaired driving-related injuries within the City of Susanville.

Performance Measures/Scope of Work (Proposed Solution)
12 DUI Saturation Patrols (Q1=3, Q2=3, Q3=3, Q4=3): aim to reduce Driving Under the Influence traffic collisions by 10% which will improve roadway safety in the community. 2 DUI Enforcement Patrol Vehicles: purchase vehicles in the Q1 and have them at the outfitter by Q2 and have them on the roadway completing DUI Saturation Patrols by Q3. 1 TruNarc Delta equipment purchase: purchase the equipment in Q1 and hold a train the trainer course with personnel in Q1. This would ensure that equipment is purchased and ready to be utilized by Q2 for DUI Saturation Patrols.

6 Sotoxa Oral Fluid Mobile Analyzer purchase: purchase equipment in Q1 and have this equipment ready to be utilized by Q2 for DUI Saturation Patrols.
12 Alco-Sensor VXL General Screener Preliminary Alcohol Screening (PAS) device: purchase equipment in Q1 and have this equipment ready to be utilized by Q2 for DUI Saturation Patrols.

Project Performance Evaluation
The Susanville Police Department would report statistics in each quarter for the number of DUI arrests made, alcohol versus drug versus combined DUI arrests, number of vehicle stops conducted on each operation and the number of people injured in traffic collisions within our jurisdiction. The Susanville Police Department would share monthly statistics within the department itself to its internal stakeholders. The Susanville Police Department would provide periodic updates on this grant as part of our departmental update that is done each quarter at our City Council meetings to inform the public about our efforts in making roadways safer.

Program Sustainability
By having personnel adequately trained, confident and competent in DUI investigations involving drugs or combined DUI we could continue this proactive enforcement measures. By having personnel trained this could have a cultural shift within our department where personnel are not afraid to conduct DUI investigations and they are confident in their decision making and their abilities. A cultural shift would ensure that when new personnel are hired they are taught the importance of DUI investigations and trained by competent field training officers who provide excellent training. By having a group of instructors who are able to provide training locally we are able to provide training that historically we would have to send personnel to out of the county. The City of Susanville has possible economic development activities that could occur within the next 5 years with possible new businesses coming and possibly annexations from the county. A large population and tax base would have the city receiving more tax revenue and possibly expanding the police department with more personnel. Additional officers could mean that the department could restructure to possibly include a traffic division.

Schedule A
Administrative Support
The Susanville Police Department currently has 17 full time sworn law enforcement positions and the department currently has 15 of those positions filled. The department has 1 Interim Public Safety Chief, 1 Lieutenant, 3 Sergeants, 1 Corporal, and 9 Patrol Officers. The Susanville Police Department has been awarded a California Office of Traffic Safety (OTS) Grant for the past 5 years and currently has been awarded a California Highway Patrol (CHP) Cannabis Tax Fund Grant Program (CTFGP) this fiscal year. The Susanville Police Department has actively worked on grant objectives for the CHP CTFGP grant and works on maintaining a good standing. The Susanville Police Department has maintained a close relationship these past 5 years with OTS and shows how our department has institutional knowledge of completing grant objectives and goals. The Susanville Police Department works closely with our City's Finance Director who oversees reimbursements for awarded grants.

Agenda Item No. 9.C.

Standard Workflow
City Council Agenda Item
Submitted By: Jolene Arredondo, Deputy City Manager
Action Date: July 15, 2026
Subject: Consider Resolution No. 26-6559, Approving a budget amendment for the replacement of the Diamond Mountain Golf Course Irrigation Well Pump
Presented By: Jolene Arredondo, Deputy City Manager
Summary: The irrigation well serving the back nine of Diamond Mountain Golf Course supplies water to the irrigation pond located near the 16th hole. This pond is the primary water source for the golf course irrigation system. The existing well pump, which is approximately 20 years old, has experienced a significant decline in performance and is currently operating at approximately 75% of its original capacity. As a result, the irrigation system is unable to supply sufficient water to the entire golf course. Currently, only the greens are receiving adequate irrigation, while the remainder of the course is being watered at approximately 65% of the required level. To evaluate the issue, the Golf Course Manager requested an inspection by Tri County Pumps, a contractor familiar with the golf course irrigation infrastructure and its maintenance history. On July 8, 2026, Tri County Pumps inspected the well and confirmed that the well pump is failing. Based on the pump's age, operating condition, and rate of decline, they advised that the pump will continue to lose capacity and is expected to fail completely if not replaced.

Staff recommends that the City Council approve the budget amendment in the amount of $20,000 to replace the Diamond Mountain Golf Course irrigation well pump. Replacing the pump is necessary to restore the irrigation system's capacity and maintain the condition and long-term viability of the golf course. To complete the replacement, a budget increase of $20,000 is being requested to fund the replacement of the irrigation well pump and execute an agreement with Tri County Pumps to not exceed $20,000.

Pursuant to the City's Procurement Policy, the City Manager is authorized to execute agreements up to $25,000 without further City Council approval.

Fiscal Impact: Increase of golf course budget by $20,000 Action Requested: Motion to approve Resolution No. 26-6559, Approving a budget amendment for the replacement of the Diamond Mountain Golf

RESOLUTION NO. 26-6559

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUSANVILLE

APPROVING A BUDGET AMENDMENT FOR THE REPLACEMENT OF THE

DIAMOND MOUNTAIN GOLF COURSE IRRIGATION WELL PUMP
WHEREAS, the City of Susanville owns and operates the Diamond Mountain Golf Course; and
WHEREAS, the irrigation well located on the back nine of the Diamond Mountain Golf Course supplies water to the irrigation pond near the 16th hole, which serves as the primary water source for irrigating the entire golf course; and WHEREAS, the irrigation well pump is approximately twenty (20) years old and has experienced a significant decline in production, currently operating at approximately seventyfive percent (75%) capacity; and WHEREAS, due to the reduced output of the irrigation well pump, the golf course is presently able to adequately irrigate only the putting greens, while the remaining areas of the course are receiving approximately sixty-five percent (65%) of the water necessary to maintain acceptable playing conditions; and
WHEREAS, the Golf Course Manager requested an assessment of the irrigation well pump by Tri County Pumps, a contractor with extensive knowledge of the golf course irrigation infrastructure and experience performing repairs and maintenance to the system; and WHEREAS, on July 8, 2026, Tri County Pumps evaluated the irrigation well pump and confirmed that the pump is failing and will continue to deteriorate based on its age, usage, and current rate of decline, ultimately resulting in complete failure if not replaced; and WHEREAS, replacement of the irrigation well pump is necessary to maintain irrigation operations essential to preserving the condition, playability, and long-term health of the Diamond Mountain Golf Course; and
WHEREAS, sufficient budget authority is not currently available within the adopted Fiscal Year 2026-2027 budget to complete the replacement, and a budget amendment is therefore required; and
WHEREAS, the estimated cost of the replacement is not to exceed Twenty Thousand Dollars ($20,000), and pursuant to the City's Procurement Policy, the City Manager is authorized to execute agreements up to Twenty-Five Thousand Dollars ($25,000) without further City Council approval.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Susanville that:

1. The Fiscal Year 2026-2027 Budget is hereby amended to increase the Diamond Mountain Golf Course budget in an amount not to exceed Twenty Thousand Dollars ($20,000) for the replacement of the irrigation well pump.

2. The City Manager, or designee, is authorized to execute all documents necessary to complete the replacement of the irrigation well pump with Tri County Pumps in an amount not to exceed $20,000, in accordance with the City's Procurement Policy.

Presented By: Erik Edholm, Acting Public Works Director Summary: On May 16, 2026, the Variable Frequency Drive (VFD) at Well 3 located on Johnstonville Road failed. During implementation of a manual bypass to maintain operation of the City's largest production well, an over-pressurization event occurred within the 14-inch water main, resulting in a significant leak and creating an immediate threat to the reliability of the City's water distribution system.

Emergency repairs to the 14-inch water main have been
completed and the leak has been repaired. Work associated with replacement of the Well 3 VFD remains ongoing to restore normal operations and ensure the continued reliability of the City's water system.

The City Manager must report the action to the City Council for review within seven (7) days after the action or at the next regularly scheduled meeting if that meeting will occur not later than fourteen (14) days after the action.

Further updates will be provided to the Council at the meeting regarding the status of the VFD replacement efforts.
