AMADOR COUNTY COMMUNITY DEVELOPMENT AGENCY

WASTE MANAGEMENT & RECYCLING
COUNTY ADMINISTRATION CENTER ♦ 810 COURT STREET ♦ JACKSON, CA 95642-2132

MEMORANDUM
TO: Sutter Creek City Council
FROM: Jeff Gardner, Amador County Director of Solid Waste/Safety Coordinator DATE: February 2, 2022
SUBJECT: Letter SB 1383 Regional Grant Application Information Background:

This memo provides information on the CalRecycle SB 1383 Regional Grant requirements.

SB 1383 was signed by Governor Jerry Brown on September 16, 2016 and requires the state to reduce organic waste disposal by 50 percent by 2020 and 75 percent by 2025 from 2014 levels. SB 1383 requires organic waste collection service to all commercial and residential generators. The law also requires the state to increase edible food recovery for human consumption by 20 percent by 2025. Additionally, the law grants CalRecycle the regulatory authority required to achieve the organic waste disposal reduction targets.

SB 1383 required CalRecycle to adopt regulations specific to addressing the issues of diverting organic waste from the landfills in California. Over the last several years, CalRecycle has been developing regulations for the implementation of SB 1383, the most significant waste reduction mandate to be adopted in California in the last 30 years.

While we were able to get waivers from implementing the organics collection, we still have to adopt enforcement ordinances and we have compliance and reporting requirements for each jurisdiction.

The County and incorporated Cities can join together for a regional grant. The money will be used for helping the Interfaith Food Bank with capacity planning and storage needs. Additionally, money will be used for administrative help in developing the reporting and compliance requirements for the Cities and County.

The County has hired a consultant to take the lead on this. Additional funds from the grant will be used to supplement this. A framework for reporting and compliance will be developed for the Cities and County to facilitate meeting the annual reporting requirements. A portion of the grant funding has been allocated to each jurisdiction for administrative time as well. By joining together we get some economy of scale and the Cities benefit from the County taking the lead position and preparing the annual reporting for the whole group.

Recommendation: Approve the Letter of Authorization for the City of Sutter Creek to be a part of the SB1383 Regional Grant Application.
