CITY CLERK FINANCE DIRECTOR CITY MANAGER
City of Taft Agenda Report
DATE: MAY 17, 2022
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:
2022-2023 APPROPRIATIONS LIMIT
SUMMARY STATEMENT:

The City Council must annually establish a spending limit for the coming fiscal year as a requirement of Proposition 4, which was adopted in 1979 and modified June 5, 1990, when voters approved Proposition 111.

Beginning with the 1990-91 appropriations limit, the annual adjustment factors changed. Instead of using the lesser of California Per Capita Income or U.S.C.P.I. to measure inflation, each city may choose:

1. The growth in the California Per Capita Income, or the growth in the non-residential assessed valuation due to new construction within the city.

2. Instead of using only the population growth of the city, each city may choose to use the population growth within its county.

These are both annual elections.

The decision as to which of the options to select must be done by a recorded vote of the City Council.

The data necessary to calculate the increase in the non-residential assessed valuation for FY 2022- 2023 is not available from the County Assessor's Office until late July or August 2022; however, the valuation for FY 2022-2023 is available.

It is recommended that the City adopt its 2022-2023 appropriations limit using the alternative factor of non-residential assessed valuation for the inflationary adjustment. The computation shows that the City's inflationary adjustment factor is 1.001648% and the appropriation limit for 2022-2023 fiscal year is $6,600,418 (see attached worksheet).

RECOMMENDED ACTION
Motion to adopt a resolution entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TAFT ESTABLISHING APPROPRIATIONS LIMIT FOR 2022-2023.

IMPACT ON BUDGET (Y/N): Yes, setting 2022-2023 operating expenditure level.

RESOLUTION NO. ____________

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TAFT ESTABLISHING APPROPRIATIONS LIMIT FOR 2022-2023
WHEREAS, cities are required to establish appropriations limits pursuant to Proposition 111 each fiscal year; and
WHEREAS, appropriations limits are developed based upon base year 1986-87 appropriations; and
WHEREAS, the 1986-87 appropriations for the City of Taft have been set at $2,308,812; and WHEREAS, the City chooses the percentage change in California non-residential assessed valuation as a basis for computing the appropriation limit; and WHEREAS, the City chooses as an adjustment factor the growth in the County population; and WHEREAS, based upon state formulas, the 2022-2023 appropriation limit is 1.001648% above the 2021-2022 limit.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Taft that the City Council hereby establishes the appropriation limit for the 2022-2023 fiscal year at $6,600,418.

The current Franchise Agreement between the City of Taft and Westside Waste Management Co., may request an increase in compensation for collection services for Residential Customers, detailed in Section 11.2 Annual Adjustments with the current rate outlined in Section 11.1(A) Compensation for Basic Residential Service. The rate increase is needed due to the increase in rising cost of fuel, maintenance cost and the price of new trash cans. The rate increase will become effective on July 1, 2022 and is measured by CPI and no greater than the net percentage change not to exceed 5%.

The current monthly amount paid is $28,998 and will increased by 5% to $30,448 per month beginning July 1 2022 and this increase will be included in the FY2022-23 proposed budget.

Attached is the Amendment #1 to Section 11.1(A) Compensation for Basic Residential Service to the Franchise Agreement between the City of Taft and Westside Waste with the new monthly amount.
