TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:

PUBLIC HEARING – PERFORMANCE REPORT OUT OF CLOSEOUT OF CDBG GRANT 20-CDBG-CV2-3- 00222
SUMMARY STATEMENT:

Recipients of Community Development Block Grant (CDBG) grant funds are required to hold public hearings regarding grant performance in order to provide information to citizens regarding the performance of grant activities. This is an opportunity to share whether activities were completed in a timely fashion, are within budget and are in accordance with overall CDBG program goals and objectives.

The public is encouraged to ask questions and express viewpoints on the grant.

The CDBG Program is a program in which federal Housing and Urban Development (HUD) funds are provided to small cities and counties through, and administered by, the California Department of Housing and Community Development (HCD). The CDBG Program is designed to meet the following national objectives: 1)to benefit targeted income group households, 2) to eliminate slums and blight, and 3) to meet urgent community development needs.

The NEEDS Center is a local nonprofit 501c3 and is completely volunteer run. The primary goal of the Center is to provide food to low-income families and individuals receiving some type of public assistance, families in crisis, homeless individuals, seniors and immigrant farm workers. The Purpose of the City’s 2020 CDBG CV grant was to improve the delivery of NEEDS Center services during the pandemic and beyond. The renovation improved efficiency and safety of the distribution of food, ensuring less physical contact between clients and center volunteers and also improved the facility for the onsite storage of commodities received by the Center.
