AGENDA MATTER:

REQUEST FOR DONATION OF TWO GEM ELECTRIC VEHICLES BY THE WEST KERN OIL MUSEUM
SUMMARY STATEMENT:

The City purchased four GEM electric vehicles in 2019 with money received from a 2018 San Joaquin Valley Air Pollution Control District (SJVAPCD) Public Benefit New Alternative Fuel Vehicle Grant. The GEM vehicles have served their useful life to our public works department, are considered depreciated and the life cycle of the grant has closed. The batteries and maintenance for these GEM’s has proven them not cost worthy for the city to continue to try to maintain them.

The City has just received a new SJVAPCD grant to replace these GEM vehicles and the 2019 GEMs are now considered disposable. The West Kern Oil Museum, as a local non-profit, active and serving to improve the 93268 area, has reached out and requested that the city consider donating two of these GEMs to them for their use in accessing and maintaining their grounds.

Donation of these GEMs will prove a public benefit in assisting the Museum with all that they do for our community.

RECOMMENDED ACTION
Motion to adopt a resolution entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TAFT APPROVING DONATION OF TWO (2) 2019 GEM ELECTRIC VEHICLES TO THE WEST KERN OIL MUSEUM AND ESTABLISHING PUBLIC BENEFIT and find that the activity is not a project per the California Environmental Quality Act (CEQA) as set forth in Section 15060(c)(3) and Section 15378 of the CEQA Guidelines.

WHEREAS, the West Kern Oil Museum, a local 501C3 nonprofit, has requested that the city consider donating the vehicles to the museum for their use accessing and maintaining their grounds; and
WHEREAS, assisting the museum with the donation of these vehicles can be proven a public benefit, as the museum is consistently active and working in the community, holding public events, and educating all those that visit on importance of oil and its history in Taft.

The current Franchise Agreement between the City of Taft and Westside Waste Management Co., may request an increase in both compensation for collection services for Residential Customers and an increase in commercial rates, detailed in Section 11.2 Annual Adjustments with the current rate outlined in Section 11.1(A) Compensation for Basic Residential Service. DATE: MARCH 19, 2024
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:

FUNDING TO THE TAFT CHAMBER OF COMMERCE FOR THE QUARTER OF JULY 2023 TO SEPTEMBER 2023
SUMMARY STATEMENT:

The City of Taft and the Taft Chamber of Commerce (“Chamber”) entered into an agreement on September 16, 2008 where the City Council recognized the best interest of the City to financially support the Chamber. The City Council agreed to fund the Chamber in the amount of 25% of the actual Transient Occupancy Tax (“TOT”) received and paid quarterly to the Chamber.

The total amount of TOT received by the October 31, 2023, deadline for the quarter of July 2023 through September 2023 were $41,354.50 and the amount to be allocated to the Chamber will be $10,338.63.

RECOMMENDED ACTION
Motion to approve the 25% allocation of the Transient Occupancy tax to the Taft Chamber of Commerce for the quarter of July 2023 through September 2023, and find that the activity is not a project per the California Environmental Quality Act (CEQA) as set forth in Section 15060(c)(3) and Section 15378 of the CEQA Guidelines.

City of Taft Agenda Report
DATE: MARCH 19, 2024
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:

MEASURE A CITIZENS’ OVERSIGHT COMMITTEE APPOINTMENTS
SUMMARY STATEMENT:

In December 2021, the City Council adopted and ratified Ordinance No. 845-21 enacting a transactions and use tax approved by the voters of the City as Measure A. The Ordinance, as adopted, in Section 4-21- 15, requires that the City Council form a citizens’ oversight committee to review revenue and expenditure of funds from the tax. On May 16, 2023 Resolution No. 4186-23 establishing the formation and setting forth guidelines and duties of the Committee was adopted.

Per the guidelines, recruitment for the Committee started at the end of October with applications for appointment being accepted by the Clerk’s office through December 1st. Unfortunately, at that time only one qualified applicant, Greg Mudge, applied and was appointed. The City Clerk was instructed and opened another application period for the committee which just closed March 1st. Applications were received from the following qualified applicants: Emmanual “Manny” Campos, Brian Finn and Scottie Gee, which will still leave one seat open on the committee. The City Clerk requests direction from the Council to authorize an open-ended recruitment period until such time as another qualified applicant applies.

At this time, it is recommended that Emmanuel “Manny” Campos, Brian Finn and Scottie Gee be appointed to serve on the Measure A Citizens Oversight Committee.

RECOMMENDED ACTION
Motion to appoint Emmanuel “Manny” Campos, Brian Finn and Scottie Gee, to positions on the Measure A Citizens Oversight Committee effective March 19, 2024, authorize the City Clerk to keep an open-ended recruitment until such time as one more qualified applicant is received and find that the activity is not a project per the California Environmental Quality Act (CEQA) as set forth in Section 15060(c)(3) and Section 15378 of the CEQA Guidelines.
