This is a brief overview of the final budget for FY2023-2024 and the Proposed Budget for FY2024- 2025. This is meant to be an overview of porons of the budget for discussion and does not go into full detail of every aspect of the budget.

Revenues – Revenue for General Fund for FY2023-24 had an original estimate amount of $8,262,099 and a final budget of $8,246,447, a decrease of $15,652. The proposed balanced budget for FY2024- 25 is $8,609,633. This is an increase of $378,186.

Property Tax revenue, current and current unsecured, remains relatively flat within the budget but will more likely be increased by the accessor’s office. The reason to keep the budget estimate flat is to continue the city’s conservative views and to take into account for property tax defaults and reassessments. It is proposed that for FY2024-25 Property Tax, current and current unsecured are budgeted at $783,419 compared to Final FY2023-24 at $782,643. This is something to note that it is a misunderstanding that property tax within our community is not the main source of revenue, not to discount it, because it is a very important source of revenue.

Sales tax revenue, for FY2024-25 has a proposed budget equal to FY2023-24 original budget at $1,450,600.

City district sales tax ”Measure A” is estimated at $2,056,690 for FY2024-25 compared to the prior year $2,164,497. These funds are additional revenue source to fund and to ensure we have sufficient funding to be able to continue our level of safety services, fire, and police, which these estimated budgets are shown below. Sales tax from this measure are estimated at $2.1 million, higher than the $1.6 million that was originally estimated when the voters approved the tax measure.

Property Tax in-Lieu of VLF amount that was received in FY2023-24 was higher than expected, $143,290 more than budgeted. The budgeted amount for FY2024-25 will remain at $907,099, the same as FY2023-24 original budget to remain conservate.

Service Fees & Charges are internal charges that are charged to other funds for overhead charges such as Payroll, Accounts Payable and invoicing through Accounts Receivable. The amount calculated has increased in revenue due to the opening of the correctional facility.

Planning Department revenue has had a decrease in building permits, in FY2023-24 it was estimated that they would generate $82,500 in revenue but that amount was adjusted in the final budget number to $57,091. That is a decrease from FY2022-23 with actual revenue collected of $91,752. For FY2024-25 building permit revenue is budgeted at $82,500, with the possibility of having to adjusted it midyear if needed. Also included in the proposed budget is reimbursement for grant funding of $225,000, SB2 Planning Grant and LEAP Grant.

FY 2023-24 FY2024-25
Police Services $3,276,576 $3,472,064
Fire Services $846,166 $1,012,627
Community Service Officers $263,805 $289,234
$4,386,547 $4,773,925
There are many other types of revenue sources of revenue, but in smaller amounts, but no less important. Property and sales tax, including the new Measure A, generate 50%+ of the city’s revenue sources for each fiscal year. The chart below

The fire service agreement is increasing by $119,878 to an annual amount of $825,442 for FY2024-

25. This is the 3rd year of the 6-year agreement. With the scheduled increase of $127,814 for FY2025- 26, $135,914 for FY2026-27, & $144,398 for FY2027-28.

The remaining General Fund operating expenses, excluding salary and benefits, in each department remain similar to previous year’s budget.

The proposed budget includes $350,000 for road maintenance and $50,000 for the annual street stripping. There are a few smaller capital purchase items included in this budget, Lawn mower $15,000, computer workstations est. at $25,000 for City Hall (we have delayed this due to funding) and the remaining amount of $163,500 has been requested by the police department for various items including $55,000 server upgrades required by DOJ, $65,000 for building improvements, and $15,000 for additional items needed for the radio repeater, and $25,000 for upgrades to outfit new vehicles with cradle points, modems, stands and wiring.

The City of Taft’s Final and Proposed budget contains several other funds, these funds could be funds that are required to be separate from the General Fund, these funds for example are Gas Tax Monies, TDA funding, SB1 funding and the Community Service Officers. A new fund that has been created was Fund 13, it was created for transparency on the city’s new Tax Measure A. Other funds are separate because they are being treated like a business, these have charges for services and their related expenses to provide these services. We will discuss a few of these more in detail below.

Sewer Fund, Fund 60 – Charges for this service are collected on residential property taxes and in most cases, businesses are billed bi-monthly. Monies from this fund pay for the expense to maintain the Cities WWTP (Fund 70). The rates that are charged were set by a rate study and protest vote by the citizens, these fees for services should be able to cover the cost of providing the service and a small amount for reserves for capital improvements. The city contracts with Kern County to provide service for Sewer and WWTP maintenance. FY2024-25 is the last year of the approved rate increase, the city will be evaluating the need to continue another 5-year rate increase schedule. Below is a summary of Revenue and expenses from the budget.

Businesses/Commercial properties are handled through the Franchise agreement with WestSide Waste Management and are billed by Westside Waste. Rates for both and set by the city. Just like sewer fund charges for the residential service is to be able to cover the cost to provide the service.

The city also receives funding for alley clean-up crew, which provides funding for 2 part-time employees, fuel and maintenance for a pickup truck and trailer. With the mandatory separation rules that have been set by the State of California, the cost for providing this service has increased, unfortunately the city does not have a choice and must comply with these requirements. FY2024-25 is the last year of the approved rate increase, the city will be evaluating the need to continue another 5-year rate increase schedule. Below is a summary of Revenue and expenses for the budget.

WWTP Fund, Fund 70 –The WWTP is operated jointly between the City of Taft and County of Kern.

With the City of Taft paying 52% of the actual expense and the County of Kern paying 48%. Every year we send the County of Kern an invoice for 48% of the actual expenses which includes principal and interest payments on the USDA loan. This loan was taken out to make needed improvements to meet air quality standards and modernization upgrades. The city portion of funding is generated from the Sewer Fund, Fund 60, and is transferred to this fund to pay the 52% expenses to operate the WWTP.

There are expenditure items that increase operating cost that are out of the city’s control, for example water cost, electricity, insurance and employees benefits.

City of Taft Agenda Report
DATE: JUNE 4, 2024
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:

TAFT CCF EMERGENCY RESPONSE EQUIPMENT PURCHASE
SUMMARY STATEMENT:

The city recently entered into an Intergovernmental Agreement to provide custody and care of United States Marshals inmates. Following a full inventory and inspection of our emergency response equipment, it has been determined a portion of the inventory did not meet the current standards and is either expired, outdated, and/or non-functional.

Special response equipment is crucial for the safety of our staff, the community, and the prisoners in our care. The total cost of the purchase was $22,901.76.

Please see attached quote for the itemized equipment list.

RECOMMENDED ACTION: A motion to ratify the purchase of emergency response equipment in the amount of $22,901 and find that the activity is not a project per the California Environmental Quality Act (CEQA) as set forth in Section 15060(c)(3) and Section 15378 of the CEQA Guidelines.

City of Taft Agenda Report
DATE: JUNE 4, 2024
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:

CITY OF TAFT CONTRIBUTION TO THE 4TH OF JULY FIREWORKS SHOW SUMMARY STATEMENT:

The Taft Chamber of Commerce is requesting assistance from the City of Taft to support the annual 4th of July Fireworks Show. The Chamber has asked the City Council to consider a financial contribution be made to the show since the show will serve a public benefit to city residents. They also asked the Council to consider waiving any city fees including in-kind support. In-kind support would include the use of Taft Police and City Public Works Department’s personnel and equipment for traffic control before, during and after the event to ensure a safe event for all.

Last year, Council approved a donation to the Taft Chamber of Commerce in the amount of $5,000 for the 2023 community fireworks display and voted unanimously to waive any fees including in-kind support.

RECOMMENDED ACTION
1) Motion to authorize a financial contribution of $5,000 to be made to the Taft Chamber of Commerce to assist in funding the “Taft Fireworks Show”. 2) Motion to authorize the waiver of all fees, the use of city employees and equipment associated with the event.
3) Find that the activity is not a project per the California Environmental Quality Act (CEQA) as set forth in Section 15060(c)(3) and Section 15378 of the CEQA Guidelines IMPACT ON BUDGET (Y/N): From General Fund Reserves
