CITY CLERKS CERTIFICATION THAT THERE ARE NOT MORE CANDIDATES THAN OFFICES TO BE ELECTED IN THE NOVEMBER 5, 2024 GENERAL ELECTION
SUMMARY STATEMENT:
The nomination period for the upcoming General Election ended on August 9, 2024 and only the incumbents filed papers to run in the election. Election Code §10229 specifies that when there are not more candidates than offices to be elected that the City Clerk is to bring a certification of those facts to the Council. Said certification details the available courses of action that can be taken by Council as:
1. Appoint to the office the person who was nominated.
2. Appoint to the office any eligible voter if no one has been nominated.
3. Hold the election if either no one or only one person has been nominated.
An item will be brought back to Council at the regularly scheduled August 20, 2024 meeting for action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TAFT
ACCEPTING THE CITY CLERKS CERTIFICATION THAT THERE ARE NOT
MORE CANDIDATES THAN OFFICES TO BE ELECTED FOR IN THE
UPCOMING NOVEMBER 5, 2024 GENERAL ELECTION
WHEREAS, under the provisions of the laws relating to general law cities in the State of California, a General Municipal Election shall be held on November 5, 2024, for the election of Municipal Officers; and
WHEREAS, the nomination period for the upcoming General Election ended August 9, 2024 with only incumbents pulling papers and qualifying for the ballot; and WHEREAS, §10229 of the Elections Code specifies procedures for when there are not more candidates than offices to be elected and a part of that procedure is for the City Clerk to bring a certification of these facts to the City Council (Attachment “A”).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TAFT, CALIFORNIA, DOES HEREBY:
SECTION 1. Accept the City Clerks Certification That There are Not More Candidates than Offices to be Elected pursuant to §10229 of the Elections Code.
SECTION 2. Instruct the City Clerk to bring an item before the Council at the next regular Council Meeting to discuss courses of action

CITY CLERK’S CERTIFICATION THAT THERE ARE NOT MORE
CANDIDATES THAN OFFICES TO BE ELECTED
I, Yvette Mayfield, City Clerk of the City of Taft, do hereby certify that pursuant to §10229, Elections Code of the State of California, to the following facts relating to the General Municipal Election to be held on Tuesday, November 5, 2024:
As of close of the nomination period on August 9, 2024, there are not more candidates than offices to be elected.
The persons so nominated are:
Dave Noerr City Council Member
Orchel Krier City Council Member
Charles “Ben” Mangum City Treasurer
That §10229 of the Elections Code allows one of the following courses of action to be taken by the City Council:
1. Appoint to the office the person who was nominated.
2. Appoint to the office any eligible voter if no one has been nominated.
3. Hold the election if either no one or only one person has been nominated.
Notice of these facts will be posted in three public places, placed on the city’s website and social media page on Monday August 12, 2024, and published in the August 15, 2024 edition of the Taft Midway Driller. After the posting, the City Council will address at their August 20, 2024 meeting to either make appointments or direct an election to be held. The persons appointed, if any, shall qualify and take office and serve exactly as if elected at a municipal election for the office.
If by the 75th day before the municipal election, no person has been appointed to the offices pursuant to (1) or (2) above, the election shall be held.
If the City Council makes an appointment pursuant to §10229, Elections Code, the City Clerk shall not accept for filing any statement of write-in candidacy which is submitted after the appointment is made.
