City of Taft Agenda Report
DATE: January 21, 2025
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:
AMENDING AND UPDATING THE PUBLIC WORKS COMMITTEE ADMINISTRATIVE POLICY
SUMMARY STATEMENT:
At the January 7, 2025 City Council meeting, after the failed Proposition 218 vote to increase the Lighting & Landscape Maintenance District fees, Council requested that staff look into forming an ad hoc committee as a way to look into the issues of the Lighting & Landscape Maintenance District and its deficit budget issues. City Manager Jones mentioned then that the City already has an existing Public Works Standing Committee, and that this is an issue that would actually fall under the purview of that Committee. Since there were members of the public at the city council meeting that volunteered and were willing to serve on an ad hoc committee for the purpose of this issue, staff would like to add a Member At Large to the Public Works Committee, along with the City Engineer.
All of the City’s standing committee meetings are open to the public, so all members of the public are welcome to attend but having a Member At Large actually serving on the committee will hopefully help the Committee better serve the community.
RECOMMENDED ACTION
Motion to adopt a resolution entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TAFT UPDATING AND AMENDING THE ADMINISTRATIVE POLICY FOR THE PUBLIC WORKS COMMITTEE and find that the activity is not a project per the California Environmental Quality Act (CEQA) as set forth in Section 15060(c)(3) and Section 15378 of the CEQA Guidelines.

SECTION 107
INTRODUCTION
The Public Works Committee of the City of Taft is a standing committee of the City Council.
The Public Works Committee, established by motion of the City Council in 1993, consists of two (2) City Council members with one (1) alternate member, the City Engineer and one (1) Member at Large appointed by the Public Works Director.
Technical support is provided to the Public Works Committee by the City Manager, the Public Works Director and those members of the staff assigned by the City Manager or a designated representative thereof.
As a standing committee of the City Council, the Public Works Committee is subject to provisions of the Ralph M. Brown Act, Section 54952(a) and (b) California Government Code:
As used in this chapter, “legislative body” means”
(a) The governing body of a local agency or any other local body created by state or federal statute.
(b)A commission, committee, board, or other body of a local agency, whether permanent or temporary, decision making or advisory, created by charter, ordinance, resolution, or formal action of a legislative body. However, advisory committees, composed solely of the members of the legislative body which are less than a quorum of the legislative body are not legislative bodies, except that standing committees of a legislative body, irrespective of their composition, which have a continuing subject matter jurisdiction, or a meeting schedule fixed by charter, ordinance, resolution, or formal action of a legislative body are legislative bodies for purposes of this chapter.
The Public Works Committee is advisory in nature. That is, the Committee has no authority to act on behalf of the City Council. Rather, the Public Works Committee must present its recommendations to the City Council for consideration, debate and action by the full Council.
The Public Works Committee shall meet periodically on an "as needed" basis.
