California Government Code Section 65400 requires each governing body (City Council or Board of Supervisors) to prepare an annual progress report (APR) on the status and progress in implementing the jurisdiction's Housing Element of the General Plan per the Department of Housing and Community Development (HCD). Housing Element reports are due for each calendar year on the following April 1 and must be sent to HCD and the Governor’s Office of Planning and Research (OPR).

The Planning Commission reviewed and accepted the report at their meeting on February 5, 2025.

Staff is recommending that the City Council review and file the Annual Housing Element Progress Report for the 2023 calendar year. Once accepted, the Planning Director will electronically submit the report to HCD and mail a copy of the report to the OPR.
