8.28.25 City of Taft Planning & Community Development Department Taft, CA 93268 Subject: Special Event Operating Statement - Taft Mini Golf 421 Kern Street Taft, CA 93268
310.564.1590
Bernard S. Herrmann
Dear City of Taft Planning Department,
This letter serves as an operating statement for our special event, a temporary 18-hole mini-golf attraction, to be held at 421 Kern St. I am writing to ensure our application fully addresses the requirements for a Special Event Permit.
Operating Plan
Days of Operation
The mini-golf attraction will be open to the public on the following dates (10 days total):
● October: 10, 11, 12, 17, 18, 19, 31
● November: 1, 2, 8
I have selected these days to coincide with Friday, Saturday and Sunday weekends during Oilderado and the weekend of halloween. My tenth operating day, Saturday November 8th Will include a tournament and closing ceremony with a preview of the permanent course being open sometime in the future.
Site Plan
See attached site plan in the application packet. The operation will be contained entirely within the proposed lot. The site will feature an 18-hole mini-golf course designed to be a family-friendly recreational activity. The existing fencing on the site will remain, minor improvements may be done to repair and damaged areas. Two gates will be added on each end of the property to provide adequate entrance and egress. A temporary pop-up tent will be used to sell tickets at the entrance. A portable chemical toilet will be located towards the back of the site. Minimum of three temporary trash cans will be placed on the site.
Construction & Site Maintenance
I intend to construct the project once the permit is issued as an owner operator. I will be doing work during daylight hours and I will respect any quiet hour restrictions the city has. I understand that there is an adjacent residential property. I have been in contact with the owner in the past and plan to inform the owner of all planned activities. I will also reach out to the current tenant and make all reasonable accommodations.
I expect once the project is complete there should be minimal maintenance. I will ensure the site is kept clean and safe for all participants. I will contract with the chemical toilet company to have it cleaned on a regular schedule.
At the conclusion of all of the operating days of my special event, I intend to restore the site to existing condition and store the mini golf equipment and supplies onsite in a secure manner.
Business Operations
I will be attaining a business licence from the City of Taft to operate the mini golf course. I will also meet all city requirements for insurance.
As I’ve noted above this will be an owner operator type operation. I will be onsite during all set up takedown and operating days. I expect relatively minimal customer flow (~40 customers a day). I will probably have some sub contracting needed such as the chemical toilet and trash service.
Permit Requirements & Conditions
In compliance with the Special Event Permit Code, I plan to meet the following conditions:
● Business License: I will have an active business license with the City of Taft. ● Liability Insurance: I will provide proof of $1,000,000 liability insurance, with the City of Taft named as the certificate holder.
● Trash & Sanitation: Sufficient trash receptacles will be placed throughout the event area, and all trash will be removed from the site at the conclusion of the special event. I will also provide a portable chemical toilet for public use.
City council approval based on the letter (sent Via Email) dated July 18, 2025 Regarding the required items for approval, I believe our event meets all criteria:
● Public Health and Safety: The mini-golf course will be operated in a manner that will not jeopardize public health or safety. The event is a low-impact recreational activity, and I will have staff on-site to monitor play and ensure a safe environment. ● Site Suitability: The proposed site is adequate in size and shape to accommodate the mini-golf course without negatively impacting adjacent properties. Our operation is quiet, and the layout will not encroach on neighboring parcels. ● Traffic & Parking: The site is well-served by existing streets. I have carefully considered the potential for traffic and parking. There is sufficient parking already available in the vicinity of the lot, including parking for the Oilderado event center. The dates and times of our event have been selected to supplement other major events during Oilderado and Halloween, and I anticipate that attendees will utilize the ample existing parking, ensuring no undue burden is placed on the surrounding area.
I am confident our special event will be a positive addition to the community and will meet all of the city’s requirements. I look forward to working with you on our permit application.
Sincerely,
Bernard S. Herrmann
