1 Treasurer’s Report Analysis – Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reporting period:
As of February 28, 2026, the City’s bank statements have been fully reconciled to the general ledger. We acknowledge City staff for their support in providing the documentation necessary to complete this analysis. The Wells Fargo balance of $2,355,579.01 represents the largest share (34.36%) of operating cash and investments compared to other financial institutions.
The PARS balance of $2,051,549.39 represents the largest share (73.25%) of restricted cash and investments relative to other institutions holding restricted funds. The “Investment Trend Analysis as of February 28, 2026” (Exhibit A - Page 11) indicates that total cash and investments have gradually declined over the past 12 months. Interest rates increased sharply in 2023, followed by a gradual decline that has continued through February 2026.
Variations in returns across 3-month, 6-month, and 12-month intervals are primarily driven by cash flow fluctuations affecting investment balances.

City of Taft Agenda Report

TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:
PURCHASE OF UPGRADED PORTALOGIC HAULER ACCESS STATION LOCATED AT THE
WASTEWATER TREATMENT FACILITY
SUMMARY STATEMENT:
The existing Portalogic Hauler Access Station equipment currently in use at our Wastewater Treatment Facility has begun to show reliability issues. Customers report that their access cards do not consistently function correctly and are generating error messages. While temporarily resolved through system reboots, these disruptions indicate a broader decline in system performance and dependability.
Upgrading to modern equipment will enhance operational efficiency while ensuring uninterrupted service, with no impact on existing customers’ access cards and usage.
The City will recongize a cost savings from the equipment upgrade, as the annual service fee for technical support and equipment assistance will be reduced by transitioning from a server-based system to a cloud-hosted system.
RECOMMENDED ACTION
Motion to authorize the City Manager to sign the quote to authorize the purchase of the upgraded equipment and find that the activity is not a project per the California Environmental Quality Act (CEQA) as set forth in Section 15060(c)(3) and Section 15378 of the CEQA Guidelines.
