1 Treasurer’s Report Analysis – Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reporting period:
• As of April 30, 2026, the City is not in compliance with its investment policy. The largest portion of the City’s investment portfolio includes negotiable certificates of deposit (38.88%) when the limit on this type of investment is 30%. The investments are held in the City’s Wells Fargo Advisors Certificate of Deposits account and UBS Financial Services account.
• The City’s cash and investment balances experienced an overall increase from July 2025 to April 2026 (Exhibit E –

Page 21 ends

• The City’s United Security Bank checking account had a deficit of $234,420.71 in October 2025. This was attributed to outstanding checks of over $700,000 (Exhibit E – Page 21). The deficit has since been corrected.

This account also increased by $2,317,729.27 from March 2026 to April 2026 (Exhibit E – Page 21). This is attributed to the receipt of previously withheld TDA funding for fiscal years 2021 and 2022. • As of April 30, 2026, the City’s bank statements have been fully reconciled to the general ledger. We acknowledge City staff for their support in providing the documentation necessary to complete this analysis. • The United Security Bank balance of $3,176,594.99 represents the largest share (34.98%) of operating cash and investments compared to other financial institutions.
• The PARS balance of $2,044,915.21 represents the largest share (75.99%) of restricted cash and investments relative to other institutions holding restricted funds. • The “Investment Trend Analysis as of April 30, 2026” (Exhibit A - Page 12) indicates that total investments have gradually declined over the past 12 months.
• Interest rates increased sharply in 2023, followed by a gradual decline that has continued through April 2026. • LAIF interest rates increased from February 2022 to August 2024, followed by a gradual decline that has continued through April 2026.
• Variations in returns across 3-month, 6-month, and 12-month intervals are primarily driven by cash flow fluctuations affecting investment balances.

1 Treasurer’s Report Analysis – Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reporting period:
• As of May 31, 2026, the City is not in compliance with its investment policy. The City’s investment portfolio includes negotiable certificates of deposit (37.29%) when the limit on this type of investment is 30%. The investments are held in the City’s Wells Fargo Advisors Certificate of Deposits account and UBS Financial Services account.
• The City has 40.77% of its funds with United Security Bank. While below the 50% threshold listed in the City’s investment policy, the City should look to spread these funds out across other financial institutions. • The City’s cash and investment balances experienced an overall increase from July 2025 to May 2026 (Exhibit E –

• As of May 31, 2026, the City’s bank statements have been fully reconciled to the general ledger. We acknowledge City staff for their support in providing the documentation necessary to complete this analysis. • The United Security Bank balance of $3,521,021.18 represents the largest share (37.51%) of operating cash and investments compared to other financial institutions.
• The PARS balance of $2,076,064.20 represents the largest share (76.42%) of restricted cash and investments relative to other institutions holding restricted funds. • The “Investment Trend Analysis as of May 31, 2026” (Exhibit A - Page 12) indicates that total investments have gradually declined over the past 12 months.
• Interest rates increased sharply in 2023, followed by a gradual decline that continued through March 2026. In April 2026 interest rates began to rise, which has continued through May 2026. • LAIF interest rates increased from February 2022 to August 2024, followed by a gradual decline that continued through May 2026.
• Variations in returns across 3-month, 6-month, and 12-month intervals are primarily driven by cash flow fluctuations affecting investment balances.

Treasurer’s Investment Analysis – Key Highlights

1 Treasurer’s Report Analysis – Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reporting period:
• As of June 30, 2026, the City is not in compliance with its investment policy. The City’s investment portfolio includes negotiable certificates of deposit (43.60%) when the limit on this type of investment is 30%. The investments are held in the City’s Wells Fargo Advisors Certificate of Deposits account and UBS Financial Services account.
• The City’s cash and investment balances experienced an overall increase from July 2025 to June 2026 (Exhibit E –

Page 21 ends

April 2026.

• The City’s United Security bank account decreased by $1,349,359.87 from the previous month. This can be attributed to outstanding checks made of $1.03 million made to the City and Model 1 Commercial Vehicles, Inc. • As of June 30, 2026, the City’s bank statements have been fully reconciled to the general ledger. We acknowledge City staff for their support in providing the documentation necessary to complete this analysis. • As of August 7, 2026, the City determined that payments were made from the wrong inmate accounts. These changes are currently being reviewed, and corrections will be made in August 2026. The current estimated adjustment to each account is as follows: a decrease in the Inmate Welfare Fund by $2,942.73, and an increase in the Inmate Trust Fund by $2,942.73.
• The Wells Fargo Advisors account ending in 4813 represents the largest share (29.01%) of operating cash and investments compared to other financial institutions.
• The PARS balance of $2,076,175.59 represents the largest share (81.56%) of restricted cash and investments relative to other institutions holding restricted funds. • The “Investment Trend Analysis as of June 30, 2026” (Exhibit A - Page 12) indicates that total investments have gradually declined over the past 12 months.
• Interest rates increased sharply in 2023, followed by a gradual decline that continued through March 2026. In April 2026 interest rates began to rise, which has continued through June 2026.
