Treasure/s Report Analysis - Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reporting period:
As of April 30, 2026, the City is not in compliance with its investment policy. The largest portion of the City's investment portfolio includes negotiable certificates of deposit (38.88%) when the limit on this type of investment is 30%. The investments are held in the City's Wells Fargo Advisors Certificate of Deposits account and UBS Financial Services account.
The city's cash and investment balances experienced an overall increase from July 2025 to April 2026 (Exhibit E -
The City's United Security Bank checking account had a deficit of 5234,420.71 in october 2025. This was attributed to outstanding checks of over 5700,000 (Exhibit E - Page 21). The deficit has since been corrected.
This account also increased by S2,317,729.27 from March 2026 to April 2026 (Exhibit E - Page 21). This is attributed to the receipt of previously withheld TDA funding for fiscal years 2021 and 2022.
Some of the City's investment accounts have been omatted from Exhibit D, pages 20 and 21. This section was added at the request ofthe Finance committee in February 2026. After calculating the ROI over several periods, we determined that this metric is not suitable for some of the City's investment accounts. These omitted accounts are tailored towards liquidity of funds over those held for long-term investment, resulting in volatility with investment balances.
As ofApril 30, 2026, the City's bank statements have been fully reconciled to the general ledger. We acknowledge City staff for their support in providing the documentation necessary to complete this analysis.
The United Security Bank balance of 53,176,594.99 represents the larBest share (34.98%) of operating cash and investments compared to other tinancial institutions.
The PARS balance of 52,044,915.21 represents the largest share (75.99%) of restricted cash and investments relative to other institutions holding restricted funds. lnterest rates increased sharply in 2023, followed by a gradual decline that has continued through April 2026 LAIF interest rates increased from February 2022 to August 2024, followed by a gradual decline that has continued through April 2026.
1 The "lnvestment Trend Analysis as of April 30, 2026" (Exhibit A - Page 12) indicates that total investments have gradually declined over the past 12 months.

Variations in returns across 3-month, 6-month, and 12-month intervals are primarily driven by cash flow fluctuations affecting investment balances.

Treasurer's Report Analysis - Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reporting period:
As of May 31, 2026, the City is not in compliance with its investment policy. The CiVs investment portfolio includes negotiable certificates of deposit (37.29%) when the limit on this type of investment is 30%. The investments are held in the City's Wells Fargo Advisors Certificate of Deposits account and UBS Financial Services account.
The City has 40.77% of its funds with United Security Bank. While below the 50% threshold listed in the City's investment policy, the City should look to spread these funds out across other financial institutions.
The City's cash and investment balances experienced an overall increase from July 2025 to May 2026 (Exhibit E -
The City's United Security Bank checking account had a deficit of 5234,420.71 in October 2025. This was attributed to outstanding checks of over 5700,000 (Exhibit E - Page 21). The deficit has since been corrected This account also increased by S2,317,729.27 from March 2026 to April 2026 (Exhibit E - Page 21). Thas is attributed to the receipt of previously withheld TDA funding for fiscal years 2021 and 2022.
Some of the City's investment accounts have been omitted from Exhibit D, pages 20 and 21. This section was added at the request of the Finance Committee in February 2026. After calculating the ROI over several periods, we determined that this metric is not suitable for some ofthe City's investment accounts. These omitted accounts are tailored towards liquidity of funds over those held for long-term investment, resulting in volatility with investment balances.
As of May 31, 2026, the City's bank statements have been fully reconciled to the general ledger. we acknowledge City staff for their support in providing the documentation necessary to complete this analysis The United Security Bank balance of 53,521,021.18 represents the largest share (37.51%) of operating cash and investments compared to other financial institutions.
The PARS balance of 52,076,0&.20 represents the largest share 176.42oAl of rcstricted cash and investments relative to other institutions holding restricted funds.
The "lnvestment Trend Analysis as of May 31, 2026" (Exhibit A - Page 12) indicates that total investments have gradually declined over the past 12 months.
lnterest rates increased sharply in 2023, followed by a gradual decline that continued through March 2026. ln April 2026 interest rates began to rise, which has continued through May 2026. 1 CITY OF TAFT I fOR THE MOI{TH ENDED FEBRUARY 28, 2026 Treasurer's Report

LAIF interest rates increased from February 2022 to August 2024, followed by a gradual decline that continued through May 2026.
Variations in returns across 3-month, 5-month, and 12-month intervals are primarily driven by cash flow f luctuations affecting investment balances.

Treasure/s Report Analysis - Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reportin8 period:
The CiVs cash and investment balances experienced an overall increase from July 2025 to June 2026 (Exhibit E -
April2026.
The city's United Security Bank checking account had a deficit of 5234,420.77 in October 2025. This was attributed to outstanding checks of over 5700,000 (Exhibit E - Page 21). The deficit has since been corrected.
This account also increased bv 52,317,729.27 from March 2026 to April 2026 (Exhibit E - Page 21). This is attributed to the receipt of previously withheld TDA funding for fiscal years 2021 and 2022.
The CiVs United Security bank account decreased by 51,349,359.87 from the previous month. This can be attributed to outstanding checks made of S1.03 million made to the City and Model 1 Commercial Vehicles, lnc.
Some of the City's investment accounts have been omitted from Exhibit D, pages 20 and 21. This section was added at the request of the Finance committee in February 2026. After calculating the ROI over several periods, we determined that this metric is not suitable for some of the Citr/s investment accounts. These omitted accounts are tailored towards liquidity of funds over those held for long-term investment, resulting in volatility with investment balances.
The subaccount for the Citys wells Fargo Advisiors - COP USDA account, has a cash deficit of 52,630.46. This amount is related to a timing difference between the payment and receipt of funds. Despite this, there are sufficient funds in the related umbrella account to cover the deficit.
As of June 30, 2026, the City's bank statements have been fully reconciled to the general ledger. We acknowledge City staff for their support in providing the documentation necessary to complete this analysis.
As of August 1, 2026, the City determined that payments were made from the wrong inmate accounts. These changes are currently being reviewed, and corrections will be made in August 2025. The current estimated adjustment to each account is as follows: a decrease in the lnmate Welfare Fund by 52,942.73, and an increase in the lnmate Trust Fund by 52,942.73.
1. As of June 30, 2026, the City is not in compliance with its investment policy. The City's investment portfolio includes negotiable certificates of deposit (43.60%) when the limit on this type of investment is 3O%. The investments are held in the City's Wells Fargo Advisors Certificate of Deposits account and UBS Financial Services account.
On July 27, 2026, the City became aware of an instance where a payroll check cleared the United Security Operating Account four times. After further investigation, this was determined to be a bank error and has since been resolved.
CITY OF TAFT I FOR THE MONTH ENDED FEBRUARY 28, 2026

The "lnvestment Trend Analysis as of lune 30, 2026" (Exhibit A - Page 12) indicates that total investments have gradually declined over the past 12 months.
lnterest rates increased sharply in 2023, followed by a gradual decline that continued through March 2026. ln April 2026 interest rates began to rise, which has continued through lune 2026.
LAIF interest rates increased from February 2022 to August 2024, followed by a gradual decline that continued through May 2026. Since then, rates have stagnated as ofJune 2025. 2 CIW OF TAFT I FOR THE MONTH ENDED lune 30, 2025

AB 481 requires that the law enforcement agency with the approved Military Equipment Use Policy submit to the governing body an annual military equipment report for each type of military equipment approved by the governing body annually for review, as long as the equipment is available for use.
The attached report has been completed to meet the requirements of AB 481 and is now being submitted to the Council for review.

2026 Annual Military Equipment Report
Assembly Bill 481 (“AB 481”), codified at Sections 7070 through 7075 of the California Government Code, requires law enforcement agencies to obtain approval from their governing bodies of military equipment use policies before purchasing, raising funds for, or acquiring military equipment. This initial policy must be passed via ordinance, then reviewed and renewed by the governing body each year. AB 481 provides an expansive definition of “military equipment” that includes many items which law enforcement agencies use, deploy, and obtain on a regular basis. The law enforcement agency is required to return annually to provide a military equipment report (“Annual Report”) to the governing body and the public at large. The law enforcement agency is also required to host a community engagement meeting for members of the public to attend.
A Military Equipment Use Policy (“Policy”) governing the use of items that are deemed “military equipment” is required under AB 481. On July 19, 2022, the Taft City Council adopted a military equipment use policy, by Ordinance 847-22. Since then, the Taft Police Department has successfully maintained the military equipment in accordance with the policy. This Annual Report has been prepared in accordance with Government Code Section 7072(a). The Taft City Council will provide an open forum for the public on October 20, 2026, in the City Council Chambers, located at 209 E. Kern, Taft, CA.
