Treasure/s Report Analysis - Highlights
The following bullet points summarize the most significant financial results, trends, and variances for the reporting period:
As of luly 31, 2026, the City is not in compliance with its investment policy. The City's investment portfolio includes negotiable certificates of deposit (52.86%) when the limit on this type of investment is 30%. The investments are held in the City's Wells Fargo Advisors Certificates of Deposit account and UBS Financial Services account.
The ciq/s cash and investment balances experienced an overall decline from August 2025 to July 2025 (Exhibit E - Page 22). This can be attributed to maior increases in expenditures and disbursements in the CiVs operating accounts in June 2026 and July 2026.
United Security Bank merged into Community West Bank in April 2026, and the accounts from United Security carried over to Community West in luly 2026. This change did not have an impact on cash activity during the period. Any references to United Security Bank in this report have been updated to Community West Bank to reflect the result of the acquisition.
The Cit/s Community West Bank general ledger cash account increased by 52,377,729.27 l(om March 2025 to April 2026 (Exhibit E - Page 22). This is attributed to the receipt of previously withheld TDA funding for fiscal years 2021 and 2022.
The Ciq/s community West operating cash account decreased by S1,067,095.82 from the previous month. This can be attributed to over S1.16 million in disbursements made in July 2026.
The City's West America general ledger cash account has a deficit ot 52,973.O4 as of July 31, 2026. This is attributed to a disbursement made to the City's Community west operating account for 5325,000 in July 2026 and outstanding checks of 54,478.57 from FY23, FY24, and FY25. The City no longer uses the West America account as the main operating account. The related bank account has not been overdrawn, and we do not expect any overdraw to occur in the future.
The CiVs unrestricted Wells Fargo Advisors Certificate of Deposit account has decreased by 5654,426.68 over the last year. This decrease is attributed to proceeds from investment maturities being transferred to the City's Community West Bank operating account to cover expenditures. This investment account's primary purpose is to serve the City's Iiquidity needs, and was not meant for reliance on income generation or to be maintained as a long-term investment.
Ihe subaccount for the CiVs Wells Fargo Advisiors - COP USDA account increased by S400,fi)0. This is attributed to a deposit received from the CiVs Community West operating account. This deposit has subsequently reversed the deficit from lune 2026.

Some of the City's investment accounts have been omitted from Exhibit D, pages 20 and 21. This section was added at the request of the Finance Committee in February 2026. After calculating the ROI over several periods, we determined that this metric is not suitable for some of the CiVs investment accounts. These omitted accounts are tailored towards liquidity of funds over those held for long-term investment resulting in volatility with investment balancesOn August 7, the City determined that payments were made from the wrong inmate accounts. After review, the necessary changes have been made. This resulted in an increase to the lnmate Trust Fund accountby 52,942,73, and a decrease to the lnmate Welfare Fund account by 52,942.73. A transfer was recorded to reflect the updated balances.
As of July 31, 2026, the Cit/s bank statements have been fully reconciled to the general ledger. We acknowledge City staff for their support in providing the documentation necessary to complete this analysis.
The Wells Fargo Advisors account ending in 4813 represents the largest share (35.15%) of operating cash and investments compared to other financial institutions.
The PARS balance of 52,057,122.41 represents the largest share (68.95%) of restricted cash and investments relative to other institutions holding restricted funds. lnterest rates increased sharply in 2023, followed by a gradual decline that continued through March 2026. ln April 2025 interest rates began to rise, which has continued through July 2025.
LAIF interest rates increased from February 2022 to August 2024, followed by a gradual decline that continued through May 2026. Since then, rates have stagnated as of .,uly 2026. 2 The "lnvestment Trend Analysis as of July 37,2026" (Exhibit A - Page 12) indicates that total investments have gradually declined over the past 12 months.

DATE: OCTOBER 6, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
AGENDA MATTER:
UPDATE OF DESIGNATION OF CONFLICT-OF-INTEREST STATEMENT FILERS AND
ASSIGNMENT OF DISCLOSURE CATEGORIES PURSUANT TO THE POLITICAL REFORM ACT OF 1974
SUMMARY STATEMENT:
The Political Reform Act requires every local government agency to review its conflict-of-interest code biennially, as the code tells public officials, governmental employees and consultants what financial interests they must disclose on their Statement of Economic Interests Form 700. The Act also requires the City to enumerate specific City positions, other than those specified in Government Code §87200, which involve making or participating in making decisions which have a reasonable material effect on an economic interest, and to designate for each position the specific types of investments, business positions, interests in real property and sources of income which are reportable based on the scope of the decision-making authority of the position.
Staff have now reviewed current positions held within the city, designated the categories of reporting based on the duties of each position and updated the policy to remove the contract auditor position because it falls under the disclosure 2, 3, 4 category under consultants and add an Assistant Finance Director position to the disclosure 1 categories. The attached resolution is now being brought forth to the Council for review and adoption.
