COUNCIL REPORTS
MEETING DATE: September 6,2022 AGENDA SECTION: Assistant City Manager

TO HONORABLE MAYOR SMITH AND COUNCIL MEMBERS
FROM: COREY COSTELLOE, ASSISTANT CITY MANAGER
DATE: SEPTEMBER6,2022
SUBJECT: Contract with Zambelli Fireworks Manufacturing Co. for 4th of July Fireworks Display

BACKGROUND
Each year the City of Tehachapi prides itself on a community fireworks display honoring lndependence Day.

For the last three years, the City has worked with Zambelli Fireworks of Shafter, California to host our annual display with great reviews from the community. This past July Zambelli put on the largest and most memorable show in city history.

Taking cost increases and supply issues into consideration, Zambelli has already created a proposalfor July 4, 20231o ensure the City of Tehachapi will have adequate supply and a competitive price for next year's show.

We are pleased to present a new agreement for our 2023 show, concluding a full day of events as part of our 4th of July celebration.

FISCAL IMPACT
As anticipated, record inflation and supply issues have resulted in a significant increase in costs for our show over the last two years. The cost of the 2023 display is $48,000 which represents a 4o/o increase from 2022 due to materials, labor and permitting costs associated with the fireworks display. Since this item is not paid until the start of the 2023-24 fiscal year budget, this cost will be programmed into next year's budget. Savings from other aspects of the All-American 4th of July Festival along with sponsorships from local businesses assist with offsetting the fireworks costs with minimal impact to the General Fund.

RECOMMENDAT!ON
Staff recommends that the City of Tehachapi enter into an agreement with Zambelli Fireworks Manufacturing Co. for the 4th of July Fireworks Display on Tuesday, July 4th, 2023 for $48,000 and authorizing the City Manager to spend up to 15o/o of the proposed budget ($7,200) in postponement fees should unforeseen circumstances (weather, natural disaster), force the show from its original date and time.
