ADJOURNMENT
10 March 2023
To the City of Tehachapi,
This letter is to express outrage over the slow response of the fire department to East D Street in town on the evening of 3/8/2023.
The house that burned was the next house from our neighbors. The fire started with what sounded like bombs going off at about 8:15pm. Even though everyone in the neighborhood had called, I called 911 sometime around 9pm, because the westerly wind was blowing sparks toward our home, the fire was growing, and I could not believe the fire trucks were still not here! One of the considerations in purchasing our home in Tehachapi in 2003 was that there was a fire hydrant across the street and a fire department right across the field. It was a large consideration in buying a wooden house in this area! As a homeowner and tax payer, the other night made me realize that I had a genuinely false sense of security.
Although the firemen did a great job when they did get here a few minutes later, I am left with some serious questions:
• Why was Keene the first to arrive?
• Why were the trucks unavailable in the city, as the 911 dispatcher stated “they were coming from Sand Canyon,” which is county?
• How often is the city left vulnerable while the county is receiving services? • While all the fire trucks and policemen were here for a few hours, did someone else in our city go without services?
I’m deeply grateful for our police and firemen; however, I no longer feel safe, and it seems that some kind of reorganization of services is definitely in order.
Sincerely,
Sue Page

CITY OF TEHACHAPI HOUSING ETEMENT UPDATE TO THE GENERAL PLAN, CONTRACT WITH LISA WISE CONSULTING, INC.
FROM:
DATE:
SUBJECT
BACKGROUND
The City's General Plan includes numerous component 'elements' that frame the overall plan for the City's future. One such component is the Housing Element. Unlike other components of the General Plan, the Housing Element, by State law, must be updated on a regular basis. The Housing and Community Development Department (HCD) of the State of California monitors this activity and acts to enforce compliance of this requirement. Considering the current State emphasis on housing, HCD has and continues to be very active in this regard.
The City's most recent update to our Housing Element was adopted in late 2015 in accordance with State law. ln so doing, the City was able to take advantage of a State policy allowing for an 8-year lifespan to this document. An updated Housing Element is now due and HCD is highly involved with the numerous cities to that end. City Staff advises that, in our judgment, compliance with the State is important to maintain local control over housing decisions to the greatest degree possible. With our 8-year window closing at the end of this year, we suggest immediate action on an update to our Housing Element.
PROJECT DESCRIPTION:
City Staff approached Lisa Wise Consulting (who prepared our 2OL4 Zoning Code, the 2015 Housing Element, and our 2021 Sign Code Update) to solicit a scope of work for the desired planning effort. That scope of work proposes to update the Housing Element in accordance with State guidelines. We propose to produce an updated Element for consideration first by the Tehachapi Planning Commission and second by the Tehachapi City Council. We will ultimately ask the Council to adopt the necessary changes by ordinance following the appropriate public hearings.
We note that the City's procurement policy generally expects that staff will seek multiple proposals for work of this value. ln this case, considering the importance of detailed compliance with the State, with producing a Housing Element that retains local control, and LWC's familiarity with City documents, Staff suggests that we forgo our regular procedure both to save time and to ensure a high-quality product.
FISCAL IMPACT:
The work budget with Lisa Wise Consulting is S178,035 which includes a LO% contingency. Staff proposes to fundthefiscalyear22123portionofthisworkfromtheLong-RangePlanningFeeFund(Fund302). Thisfund receives revenue from Development Department fees specifically to pay for long-range planning activities like this one. Unfortunately, this fund has only about 590,000 at this time. As such, Staff proposes to fund the remainder of the project with a loan from the General Fund to Fund 302 that will be repaid in approximately 5 years through fee collection.

HONORABLE MAYOR DAVIES AND COUNCIL MEMBERS
JOHN (JAY) SCHLOSSER, P.E., DEVELOPMENT SERVTCES DTRECTOR MARCH L4,2023
FOURTH AMENDMENT TO ENGINEERING SERVICES AGREEMENT WITH AECOM TECHNICAL
SERVICES, INCORPORATED
BACKGROUND
As the Council is aware, AECOM Technical Services, lnc. has been providing engineering consultant services to the City of Tehachapi for many years. Council approved an agreement for on-call services with AECOM Technical Services, lncorporated in 2018. This agreement pertains to engineering services not encumbered by specific grant-related obligations. Three previous amendments have facilitated two extensions to the original contract as well as an increase in allowable engineering rates.
PROPOSED AMENDMENT
The proposed amendment updates the type and nature of the engineering plan check services AECOM provides to the City as well as capturing an increase in the cost of those services. The proposed fees from AECOM match the fees proposed in the recently adopted Development Department Fee Study approved by the Council in January.
RECOMMENDATION
APPROVE AND AUTHORIZE THE MAYOR TO SIGN THE AMENDMENT TO THE ENGINEERING SERVICES AGREEMENT BETWEEN THE CITY OF TEHACHAPI AND AECOM TECHNICAL SERVICES, INCORPORATED.
