COUNCIL REPORTS
MEETING DATE: JUNE 19, 2023 AGENDA SECTION: DEVELOPMENT SERVICES

APPROVED

DEPARTMENT

CITY MANAGE

TO HONORABLE MAYOR DAVIES AND COUNCIL MEMBERS
FROM: JAY SCHLOSSER, P.E., DEVELOPMENT SERVICES DIRECTOR JUNE 7,2023
SUBJECT: CONSTDER A THREE.YEAR COOPERATIVE AGREEMENT WITH THE COUNW OF KERN RELATIVE

TO PURSUING AND MANAGING COMMUNITY DEVELOPMENT BTOCK GRANTS (CDBG) AND

RELATED FUNDING
DATE:

BACKGROUND:

The attached Resolution and associated cooperative agreement between the City of Tehachapiand the County of Kern will renew our participation with the Kern County Community Program Department for three (3) years commencing July !,2024 and continuing through June 30,2027. Our existing agreement is due to expire June 30,2024 and if the City desires to continue pursuing our CDBG and other related funding through Kern County we need to adopt a Resolution to that end and execute the associated agreement and return same to the Community Development Program Department by July 7,2023. HUD requires that cooperative agreement renewals be completed and executed one (1) year in advance of the actual expiration. By entering into this agreement the City will be prohibited from pursuing CDBG funding directly from the State until our agreement expires and the City elects not to renew the agreement.

FISCAL IMPACT:

By entering into an agreement with the County of Kern, the City will maintain the status quo funding pipeline.

Based on the County's entitlement formula, the City typically receives approximately 550,000 per fiscal year, which we can apply towards projects that eliminate blight and blighting influences and benefit families, individuals, and neighborhoods within the low to moderate-income range and neighborhoods dominated by families within the low to medium range as defined by HUD. The County of Kern possesses Staff with the expertise to navigate the system and they (the Kern County Community Development Department) have represented the City well in the past. City Staff expects that this level of service will continue over the course of this three (3) year agreement.

RECOMMENDATIO N:

ADOPT A RESOLUTION TO COOPERATE WITH THE COUNTY OF KERN; APPROVE THE AGREEMENT BETWEEN

THE COUNTY OF KERN AND THE CITY OF TEHACHAPI AND AUTHORIZE THE MAYOR TO SIGN CITYOF

DEPARTMENT

CITY MANAGE
TO: HONORABLE MAYOR DAVIES AND COUNC!L MEMBERS
FROM: COREY COSTELLOE, ASSISTANT CITY MANAGER
DATE: June 19,2023
SUBJECT: APPROVAT OF THE SPECIAI EVENT APPLICATION FOR THE GREEN STREET GET DOWN

BACKGROUND
As the council is aware, the Greater Tehachapi Chamber of Commerce hosts the annual Mountain Festival, schedule this year for August 18th-20th in the City of Tehachapi
City staff has had lengthy conversations over the last 18 months with the President of the Chamber of Commerce Jeannette Pauer about exploring ways to expand the offerings during Mountain Festival weekend and providing additional entertain ment opportu n ities for festival goers.
\Mth the continued Downtown improvements, and specifically the public and private investments on and near Green Street, staff and the Chamber felt providing an event on Green Street would be a great addition to this festival.

As with any successful event in Tehachapi, public-private partnerships are critical. For that reason, Derrick Davis, owner of Westlane Brewing approached the City with an opportunity to book three bands to create a free, all-ages concert on Saturday, August 19th from 6-10 PM.

The Chamber of Commerce has graciously agreed to include this event as part of their promotional materials for Mountain Festival weekend.

DETA!LS
Following a series of meetings, this smallfestivalwas named "The Green Street Get Down" and features three bands, The Soda Crackers, Muleskinner Revival and Three Bad Jacks. Each band has played in Tehachapi in the past and is excited to be part of this inaugural event.

Waste Management has also partnered for this event and will be donating all port-o-let sanitation and trash services for the event. Details are listed in the application. They will also be servicing these units on Sunday morning to ensure they are clean for the Thunder on the Mountain Car Show on Sunday.

This event will provide an additional opportuni$ for families to enjoy Mountain Festival following the events at Central Park.

It also will be a casual opportunity to enjoy music under the lights on Green Street, purchasing food from a local restaurant or food vendor and beer from City-based breweries. The City of Tehachapi will be following allABC requirements for beer sales and 21 and older verification.

FISCAL IMPAGT
The City of Tehachapi will be providing a $5000 donation to the Chamber of Commerce to assist with payment to the bands, additional stage and insurance needs.

The City of Tehachapi will be providing four public works employees during the evening for both setup and cleanup and will be providing police services during the event. Some of these employees will be eligible for overtime pay.

RECOMMENDATION
APPROVE THE SPECIAL EVENT APPLICATION FOR THE GREEN STREET GET DOWN.
