RSTP VALLEY BOULEVARD ROAD RESURFACING PROJECT- PHASE II- BID AWARD BACKGROUND:
The roadway was originally a state route and is composed of numerous layers of asphalt underlain by varying soil compositions. The roadway has various forms of failures and signs of deteriorations including alligator cracking coupled with longitudinal and transverse cracking. High volumes of traffic support applying Regional Surface Transportation Programs (RSTP) funds to this area.
The Valley Boulevard Road Resurfacing Project will rehabilitate approximately 0.30 miles of AC pavement by grinding 3" and overlaying with new asphalt.
On June 5, 2023, advertising began for the project. Staff opened bids for this project on June 28, 2023. The results of the bid opening are listed in the table below:
Contractor Name Base Bid + Bid Alternate 1
Griffith Construction $607,735.00 + $93,308
RESPONSIVENESS REVIEW:
In compliance with the Public Contract Code, City Staff undertook a review of the bids received to confirm that the apparent low bidder provided a responsive bid. The bid provided by Griffith has been deemed to be responsive.
FISCAL IMPACT:
The total bid (base bid + bid alternate 1) provided by Griffith exceeds the engineers estimate. The base bid is approximately $200,000 over the currently funded amount. This project is funded through a Regional Surface Transportation Program (RSTP) grant and includes a city match of 11.47%. The project was included in the adopted budget for this fiscal year. City Staff suggests that we fund the base bid only in order to execute this important project. Additional funds could be drawn from a combination of SB1, Streets and Roads, Gas Tax and Genera! Fund at the direction of the City Manager.

Every two years (on average) the City of Tehachapi, as a member agency of the Kern Council of Governments (Kern COG), is given an allocation of Regional Surface Transportation Program (RSTP) funds. This money descends from the federal highway transportation funds allocated by Congress on a periodic basis. A recent example of the use of these funds is the contract award to repave Valley Boulevard between Curry Street and Beech Street. One of the requirements of the program is that the City adopt a resolution committing to fund and implement the project.
PROJECT DESCRIPTION:
We are proposing to rehabilitate Valley Boulevard between Beech Street and Tucker Road, which will complete much-needed renovation to vehicle facilities. Our initial estimate of this work is Ssat,OOO. The proposed resolution commits the City to support this project including the associated matching funds above the City's funding allocation of about S315,000 (match of approximately S226,000) as currently estimated.

RE: 2023 Regional Surface Transportation Program (RSTP) Dear Ms. Pacheco:
Enclosed is the RSTP application for the City of Tehachapi to be considered for the 2023 RSTP Call For Projects. The proposed project would rehabilitate asphalt concrete pavement on a portion of Valley Boulevard in the City of Tehachapi. The estimated project is $541,000.00 with $30,000.00 programmed for CE in 202412025 fiscal year and $511,000.00 programmed for Construction in 202512026 fiscal year.
Please call if you have any questions.

2023 Call for Projects
Project Description
The City of Tehachapi proposes to implement the West Valley Boulevard Rehabilitation Project in the fiscal year of 202412025 and 202512026. This project seeks to rehabilitate approximately 0.45 miles of roadway that compromise West Valley Boulevard from Beech Street to Tucker Road. This roadway was originally a state route and is composed of numerous layers of asphalt underlaid by varying soil compositions. This makes it a strong candidate for rehabilitation/ reconstruction. Road rehabilitation would be achieved through pavement grinding followed by overlaying with new asphalt and fog seal.
Project Justification
The roadway noted above has various forms of failure and signs of deterioration. Alligator cracking coupled with longitudinal and transverse cracking are present throughout the reach of pavement in question. This road is the main east/west route through the city to new developed residential housing connecting to commercial areas. This road is also the only route to the high school in Tehachapi. As such, it receives a high volume of traffic including numerous school buses. This roadway is a critical element of the city's transportation infrastructure and its high usage supports applying RTSP funds to this roadway.

DATE:
BACKGROUND:
Every two years (on average) the City of Tehachapi, as a member agency of the Kern Council of Governments (Kern COG), is given an opportunity to pursue Congestion Mitigation and Air Quality Program (CMAQ funds.
This money descends from the federal highway transportation funds allocated by Congress on a periodic basis.
The City of Tehachapi has used these available funds to make improvements to various roadways within the City as suggested by City Staff. A recent example of the use of these funds is the construction of the Pinon Road Extension.
While Tehachapi has consistently executed our projects without fail over the last 10+ years, other member agencies of the Kern COG have, at times, failed to follow through on commitments to execute similar work. As such, the Kern COG has asked all its member agencies to execute resolutions in support of funding applications to help ensure the timely use of the available funds.
PROJECT DESCRIPTION:
City Staff, with Council approval, is proposing to partner with the County of Kern to construct a roundabout at the intersection of Highline Road and Tucker Road. This intersection lies within the County at the City limits with a 4-way stop. During peak traffic times, this intersection sees congestion. Furthermore, the City is aware of numerous accidents of variable severity at this location. Additional traffic control is warranted but a traditional traffic signal would likely exacerbate both congestion and accident severity. By contrast, a roundabout, while more expensive, helps to alleviate these problems. The County agrees with this proposed solution as both agencies see the importance of Highline Road as a commuter route. This means that keeping the east-west traffic flowing is of value. Our initial estimate of this work is 53,770,572. The County has agreed to partner with us for this endeavor and split the match requirement based upon traffic volume. ln this case, the match would be approximately 5432,500. The proposed split is 35% City I 65% County (5L5L,375 I 5281,125) and the final application will include a letter of commitment from the County. Both agencies 1 m: I E-/
MEETING DATE: JUNE 29,2023 AGENDA SECTION: DEVELOPMENT SERVICES propose to use our Traffic lmpact Fee funds to meet the match requirement. The proposed resolution commits the City to support this project including the associated matching funds should the grant application be successful.

SUBJECT: VAttEY PARK PROJECT- PURCHASE OF OWNER FURNISHED ITEMS
BACKGROUND
After a conversation in Fall of 2022 with Caltrans District 9, the city was advised to follow internal purchasing policies for owner furnished items on the Valley Park Project. Since Clean California Cycle 1 funding was state-only it did not require PIF (LAPM 12-F) form but merely compliance with internal purchasing policies. The reason to owner furnish items is uniformity in maintenance, parts and appearance.
Bike Racks, Trash Cans, Park Benches, Bollards, Decorative Street Lights are all City Standard items. The reason for standardized items around town are twofold: They present a uniform look and feel for a distinct City, and City Staff will have the parts needed to maintain and service the above-mentioned items. These items fall within the "less than thirty thousand dollars" range within our purchasing policy and will be purchased utilizing our invoicing system.
The City also wishes to owner furnish the S-Aside Soccer Field due to long lead times. S-aside soccer is a niche market with few vendors and frequently has lead times longer than typical construction contracts. 4-Creeks, the design consultant, procured 3 proposals from Urban Soccer Park, Courts & Greens, and SoccerGround USA. Prices ranged from 595,750 to 5212,105 moving the purchase into the greater than "seventy thousand dollars" purchasing category within our purchasing policy.

CONSTRUCTION PROJECT PHASE II -AWARD BID
BACKGROUND:
The City of Tehachapi is anticipating the award of funding from the Federal Aviation Administration (FAA) and Caltrans for the Tehachapi Municipal Airport - Taxiway Relocation/Reconstruction Project, Phase II. In February 2023, advertising began for the project. Staff opened bids for this project on March 8, 2023. The results of the bid opening are listed in the table below:
Contractor Name Total Bid Amount
Miller Equipment Company $5,847,365.00
Griffith Company $7,649,252.00
RESPONSIVENESS REVIEW:
In compliance with the Public Contract Code, John Smith with Tartaglia Engineering undertook a review of the bids received to confirm that the apparent low bidder provided a responsive bid. The bid provided by Miller Equipment Company Construction has been deemed responsive.
FISCAL IMPACT:
The estimated total budget for this project is $6,775,088, which includes funding for all components of the project. This project is 94.5% funded through FAA and state funding, which includes construction, construction administration, and construction observation expenses. Should the Council choose to award this project, it is expected that the City's total match component, including construction, construction administration and construction observation would total approximately 5372,631. The FAA/Caltrans grant funds coupled with the City match funds are anticipated to be sufficient for this project.
