COUNCIL REPORTS
MEETING DATE: JULY AGENDA SECTION: AIRPORT
APPROVED
DEPARTMENT
CITY MANAGE
TO HONORABLE MAYOR SMITH AND COUNCIL MEMBERS
FROM: ASHLEY WHITMORE, GENERAL SERVICES DIRECTOR
DATE: tuLY L7,2O23
SUBJECT: TEHACHAPIAIRPORTDUSTMITIGATIONPROJECT
BACKGROUND
As the Council will recall, since 2020 the Tehachapi Airport has partnered with and received a grant from the Eastern Kern Air Pollution Control district to mitigate dust being pushed into neighborhoods adjacent to the airport from incoming aircraft and the often strong Tehachapi winds.
Staff has applied the product to approximately 20 acres of property annually with great success and has applied for the grant again. This area is closest to the Ashe Tract homes and the most commonly used area for rotorcraft.
ABOUT THE PRODUCT
Soil Works produces an eco-safe, biodegradable, liquid copolymer used to provide erosion control and dust suppression.
The application provides long-term effectiveness; keeping soil, aggregate and particles where they belong; on the ground. The product creates a clear three-dimensional cap or surface crust by linking and cross-linking particles together. lt is designed to penetrate the ground creating a strong and resilient, yet flexible, surface wear course that can withstand the intense abuse of vehicle traffic and environmental conditions.
FISCAL IMPACT
The Eastern Kern Air Pollution Control District receives annual AB2766 "air quality impact" funds collected through the DMV from each vehicle registered in Eastern Kern County. The District uses these funds for projects related to reducing mobile source emissions necessary to comply with the California Clean Air Act. This includes mitigating mobile source generated fugitive dust. Agreement 07-009-2023 will provide AB 2766 funds for 100 percent of eligible costs, up to a maximum of 542,LL4.25

SUBJECT: ADDITIONAL ALLOCATION FOR CHAMBER OF COMMERCE
The Greater Tehachapi Chamber of Commerce, one of the many community partner organizations in the City of Tehachapi, recently announced staffing additions to assist with several efforts to support local businesses, increase tourism and grow our economy.
ln a meeting with the Chamber of Commerce leadership, the cost details of that additional staff along with some of the financial challenges and benefits that will come as a result of the new staff were discussed.
DETAILS
When the voters in the City of Tehachapi passed Measure S in November of 2022, one of their funding priorities was "protecting local businesses and jobs," a broad statement with a targeted outcome. \A/trile the City of Tehachapi serves an important role in economic development efforts, mostly in the recruitment, expansion and development of small and large businesses, the Chamber of Commerce plays a critical support role in assisting with business retention, resources for business owners, promotion and regulatory compliance.
To meet the will of the voters and address the need to "protect local businesses and jobs" the City of Tehachapi could hire additional staff, but that would come at considerable costs and potentially infringe on the great work being done by other organizations like the Chamber of Commerce.
lnstead, the city staff has decided in order to meet the goals of the voters while not hiring additional staff, we should expand our partnership with the Chamber of Commerce and allocate additional funding to help offset their costs for new staff. This allocation will allow Chamber of Commerce leaders to focus more on supporting local businesses, building our economy and promoting what Tehachapi has to offer without spending time worried about fundraising and payroll expenses.
This is a similar arrangement to the former Main Street Tehachapi organization in which the City of Tehachapi funded an executive director position at $50,000 ayeat.
BACKGROUND
FISCAL IMPACT
The City of Tehachapi proposes allocating $35,000 from general fund reserves to the Greater Tehachapi Chamber of Commerce to assist in the salary expenses of Chamber staff and allow for more time to focus on businesses and the economy.
This new $35,000 allocation is in addition to the $10,000 "Chairman's Circle Gold" membership the City of Tehachapi holds and the $5000 provided this year to assist with the "Green Street Get Down" concert during Mountain Festival.
Arrangements like this are common within municipalities and county governments to assist the efforts of the Chamber of Commerce. Should this arrangement prove to be a success, the City plans to budget this allocation for the next few years as necessary to support the mission of the Chamber of Commerce and maintain our strong economy in the City of Tehachapi.
REGOMMENDATION
APPROVE THE $35,OOO ALLOCATION TO THE GREATER TEHACHAPI CHAMBER OF COMMERCE TO ASSIST IN BUSINESS RETENTION AND PROMOTION EFFORTS.
