SUBJECT: ADVERTISING POLICY FOR CITY OWNED FACILITIES AND SPECIAL EVENTS
BACKGROUND
The City of Tehachapi is nearing completion on a pair of new recreational facilities, the Tehachapi Police Pickleball Courts and the Valley Park Five-A-Side Soccer Field. These facilities will have space available for advertising and promotion that will assist in funding the ongoing maintenance of these facilities once operational. ln addition, the City of Tehachapi continues to expand our special event offerings with events such as Farmers Market, All-American 4th of July Festival, Hometown Christmas and more. These events too offer opportunities for local businesses and organizations to sponsor these events with the funds used to pay for the operational costs of these events. The City of Tehachapi also owns several billboards at the northern edge of the Tehachapi Municipal Airport that are leased regularly to local businesses as they seek the eyes of those traveling both eastbound and westbound on Highway 58.
As these offerings expand, staff believes it would be prudent to draft an advertising policy to ensure that advertisers for events, facilities and billboards adhere to specific guidelines and understand the prioritization of advertisers for advertising inventory offered by the Ci$.
ADVERTISING POLICY
The attached policy (Exhibit A) includes several recognitions, guidelines explanation of which businesses will be considered and those that will be prohibited for advertising based on the nature of their business. The policy also addresses prioritization of advertising space, with businesses located within the Ci$ of Tehachapi receiving priority prior to those located in the Greater Tehachapi Area or those located completely outside of Tehachapi with local customers.
This priority is inclusive of businesses outside of the City but allows for special consideration for those located within the City
ln addition, the duration of advertising for each facility or event is included, along with advertising standards, prohibitions against using the City of Tehachapi logo for promotional purposes and prohibition against the appearance that any commercial product of service is endorsed or recommended by the City, its agencies, departments, officers or employees.
This policy also authorizes the City Manager or designee, to have the final say on approvals or removals of advertising for violations of this policy.
As noted in the policy, there will be little to no advertising at the new Tehachapi Police Pickleball Courts due to their visibility within a residential neighborhood as to not upset the aesthetics of the nearby homes. However, on occasion, special events at the facility may warrant a temporary advertising display during the duration.
