1. lntroduction
Aspect Engineering has been developing industrial control systems in California for over seventeen years. During this period, we have served many of the major oil & gas exploration and production companies around the United States, and more recently water and wastewater treatment districts. Aspect has worked with multiple SCADA and HMI platforms for over seventeen years (FactoryTalk, lgnition, Wonderware, ClearSCADA, GE iFix,etc.). We have been an important lead in developing standards for system architecture for our clients.

We have developed a rich and flexible standard PLC library and the ideology of using it to model a process and equipment. This included designing a fully functional example facility, with PLC/SCADA applications, educational materials, designing and holding a series of formal training classes for the integrators, etc.
Our team members have many years of experience in the fields of oil and gas production and municipal wastewater treatment, chemical production, food and beverage, project management, electrical and construction codes, process analysis and optimization, implemented on a wide variety of platforms and architectures.
Our competitive advantage and how we can add value beyond what others can provide is Aspect Engineering is a very flat organization with low overhead, enabling us to keep the cost and bureaucracy to a minimum. Our leadership is on the front lines daily, and we believe in a hands-on approach. ln our seventeen plus years of experience in industrial control systems design and implementation, we have developed excellent working relationships with our clients, which allows us to address specific needs, while providing individualized attention and response to a client's project requirements. The client relationships we have developed have transcended decades, career changes, and new technologies. !f *rAspect Engineering G roup Page 4 of 10

2. Executive Summary
The City of Tehachapi is looking to upgrade their PCs for the SCADA system, in this effort they have asked to provide a quote for the hardware as well as newer software.
The City's SCADA system is currently running on a PC with the following specs:
o Memory 4GB
o HDD 1TB
o Software: Wonderare System Platform 2014
o OS Windows Server 2008 R2
There is a secondary PC that runs similar specs, and the purpose of this PC is to host the historian.
Aspect is suggesting an upgrade to the SCADA system from Wonderware to lgnition. This will leave the City in a good position for future upgrades and expansions' Aspect Engineering GrouP Page 5 of 10
3. Project Scope
As mentioned above, Aspect is suggesting lgnition as a replacement for Wonderware. The advantages of ignition over Wonderware is the lightweight backups and ease of configuration if a failure were to happen.
Clients within lgnition are as easy as connecting a PC and going to a webpage. Other platforms require extra installations/licensing. We suggest the following scope to complete the project:
1. Procure Materials
2. Screen Design
3. Tag Creation
4. Screen Creation
5. lnstall lgnition Gateway
6. Alarm Notification Configuration
7. Historian Configuration
8. Reporting
9. RFID Login Security
10. FAT
11. Remote Access Configuration
12. Commissioning
3.1 Procure Materials
Aspect will design and procure the necessary hardware and software to ensure proper compatibility.
3.2 Screen Design
Before building screens based on the current screens Aspect will get with the City's managers and operators to use this upgrade as an opportunity to improve the graphic layout and helpful data that could be added to the screen.
3.3 Tag Creation
Aspect will need to configure the lgnition Tag database and convert it from Wonderware to ensure that we are looking at the same tags that Wonderware was looking at.

3.4 Screen Creation
Once Aspect has approved screen layout design and created tags, we can create the screens using high quality graphics and best practices.
3.5 lnstall lgnition Gateway
lgnition uses a "Gateway" to host the SCADA System. This "Gateway" acts as a server to host all of the screens and scripts OPC server etc. This will be installed on a heavy duty PC with a RAID as to ensure data is kept safe.
3.6 Alarm Notification Configuration
With this upgrade, Wingll will no longer be used. lnstead ignition's notifier module will be used. However, the Wingll grandstream and SMS RavenRV50 will be reused.
3.7 Historian Configuration
lgnition uses a SQL based historian. SQL server will need to be installed and configured. Tags will need to be set to a time based data collection. And the Gateway will need to be pointed to the SQL server.
3.8 Reporting
Ease of reporting is a major advantage in lgnition. Daily reporting can be automatically created in PDF or excelformat and saved to a file or printed. lf this is not a concern, this can be removed from the project.
3.9 RFID Login Security
Within the scope of this project, Aspect in Configure and install RFID logins into the SCADA for an added layer of security to automatically login users who swipe their badge and are approved users. After a set idle time, the user will be locked out.
3.10 Factory Acceptance Test
After all of the development steps above, Aspect will perform a "FAF" test where we would set up the PCs and download the City's PLC programs into a "test rack" to ensure proper operations of the project.
3.11 Remote Access Configuration
The Remote access module need to be configured tested and user accounts set up. This task will assist the City in getting system support quicker and remote access for the City's use also.
3.12 Commissioning
On site commissioning consist of installing the hardware within the city and connecting it to the network and testing the functionality to the satisfaction of the Operators as to prior conversations.

This is a Time and Material Not to Exceed estimate. The estimated costs for this project are included in the table below. As the project proceeds and any additional costs become known, this cost estimate will be refined and communicated to all project stakeholders. lnstall lgnition Gateway

2024City ofTehachapi Zoning Code Update
May 6,2024
A neighborhood master plan must be prepared priorto subdividing land. The purpose of this plan isto provide a conceptualdesign of the proposed development. The plan must include the required components, including plans for a pedestrian shed network, zoning, architectural diversity, transportation, open space, parks, and other conceptual sitespecific amenities that will be detailed after submittal.
Chapters 3 Neishborhood General zones (T-4) and Single Familv Residential (R-1) An additional subcategory will be added to the Meeting Facility category in sections 3.20.060 and 3.30.040. These sections will create a caveat for religious institutions within R-1 and T-4 zones. Currently most religious institutions are located within R-1 and T-4 zones. These zones currently do not allow meeting facilities, which are how religious institutions are defined within the code. This restriction inadvertently prevents the expansion of these institutions.
Chapter 4.50.020
Additional language is being proposed for Section A relating to parking and storage of trailers and RVs on residential property. The language will serve to unify the Zoning Code with the engineering standards providing for the acceptable conditions required to park RV's and trailers in the side or rear setback of a property.
Chapter 10.30 Nonconformins Provisions
Section 10.30.020 addresses structures that have physical characteristics that are non-conforming (i.e. height, setbacks, etc.). Currently 10.30.20.C contains language that restricts the use of a nonconforming structure if left vacant for t2 or more months. This restriction is limited to preventing a non-conforming use from being employed in the nonconforming structure but does nothing to address the non-conforming structure itself. Staff recommends adding language that provides for the ability to require modification to a non-conforming structure if it is left vacant for a period exceeding 12 months.
Chapter 11 Definitions
Language will be added to the Religious lnstitution definition as well. The language will reference the requirement for religious institutions to be qualified as a non-profit organization according to the lnternal Revenue Service's classification.
