SUBJECT: SHOP TO A TEE

HONORABLE MAYOR POGON-CORD AND COUNCIT MEMBERS
Key Budge, Community Engagement Director
February L2,2025
The Community Engagement Department would like to create an opportunity to encourage Tehachapi residents to shop at our local small individually owned businesses during the month of March and reward them with a Tehachapit-shirt.
"Shop to a Tee" is an idea based on having excess inventory of Tehachapi branded t-shirts from past years Farmer's Markets. These t-shirts have also been available to the public to purchase in our lobby. We felt it was time to update the images on the shirts for the 2025 Farmer's Market and found approximately 400 t-shirts with older images on our shelf.

We thought if we rewarded the public with a free t-shirt for every SSO in receipts from City of Tehachapi small businesses it would generate sales to our local shops. The "Shop to a Tee" program would run through the month of March while t-shirt supplies last. The shirts given away would be from the inventory on hand while sizes and supplies last.
lf at the end of March there are any t-shirts that remain, we would like to donate them to Friends of the Depot, Tehachapi Heritage League, & Visitor's Center for them to sell as a fundraiser for that group.

Fiscal impact would be the cost of the t-shirts from the original purchases in 2022-2024 which would average approximately S10 per shirt or approximately 54,000 for the entire t-shirt inventory.

FROM: JOHN (JAY) SCHLOSSER, P.E., DEVELOPMENT SERVICES DIRECTOR DATE: FEBRUARY LL,2025
SUBJECT: RODEO GROUNDS ENTRANCE FENCING AND LANDSCAPING PROJECT AWARD BACKGROUND:

The Tehachapi Event Center entrance has undergone a tremendous transformation in recent years including the construction of the event center monument entrance. The monument entrance was funded through a private donation from the Milano family. The City plans to continue the entrance improvements with the addition of landscaping and fencing along Dennison Road in front of the event center property. All of this work is consistent with the previously developed Event Center Master Plan.

The existing fencing consists of a combination of chain link and barbed wire fencing that is in poor condition (see photo below).

The new fencing will include 1,017 feet of 3-rail wood fencing from the VIP entrance north to the Dennison Road overpass. Advertising began on January Lt,2025 for the fencing portion of the project and staff opened bids on February 11,2025. The results of the bid opening are listed in the following table:

SUBJECT: 2025 FORD EXPLORER - PURCHASE
FROM:

BACKGROUND:

The Community Engagement Department plays a vital role in fostering strong relationships between the City of Tehachapi and its residents, businesses, and visitors. As the department continues to expand its outreach efforts, participation in community events, and interdepartmental collaboration, reliable transportation is essential for ensuring efficiency and accessibility. The department is currently staffed with three employees who share a single vehicle, which is also used by City Hall staff as needed. The addition of a 2025 Ford Explorer will provide the necessary versatility, safety, and cargo capacity to support staff in attending events, transporting equipment, and engaging with the public more effectively. This vehicle will enhance the department's ability to operate seamlessly across the City while also aligning with our commitment to maintaining a modern and reliable fleet.

To comply with the City's purchasing policy, staff is utilizing the National Auto Fleet Group, a subsidiary of the Sourcewell program, which streamlines the procurement process by providing access to pre-negotiated contracts and ensuring competitive bidding. After careful evaluation, City staff has determined that the 2025 Ford Explorer best meets the operational needs of the Community Engagement Department. The total cost for this vehicle is 544,403.14 and will be funded from the General Fund.

League of California Cities City Attorney's Spring Conference TO
FROM :

SUBJECT:

The League of California Cities City Attorney's Spring Conference will be held on May 7-9,2025 in Burlingame. The registration fee is $650.00 and a two-night stay in the hotel is $229.00 per night. During the conference, there will be three days of presentations devoted solely to legal issues facing cities and updates on cases recently decided. This is a critical learning session for city attorneys and reduces the time and effort needed by the City Attorney to research these matters on his or her own.

My other city is being asked to contribute equally to the cost for the registration fee and one night's lodging. The City's share of the expenses would be $554. I would request permission to represent the City of Tehachapi at the City Attorney's Spring League Conference and for the City to pay up to $554 for my expenses.
