SUBJECT:

BACKGROUND
The existing communication facility at the rockpile is aging and not large enough to support our growing needs for lT, Public Works and the Police Department. As part of this project, we will include back power and upgrade the networking capabilities including a new tower.

The City intends to owner-furnish an 8'x8'x8' Precast Building due to challenges in securing responses from vendors, as well as a general lack of interest from the market. The procurement of entire precast buildings is somewhat specialized, with a limited number of vendors capable of providing such structures. Many vendors either do not engage in the construction of complete buildings or are located in areas that renderthe project unfeasible. A single proposalwas received from Structure Cast, with a quoted price of S126,110.

The improvements include a new sidewalk, ADA compliant curb ramps, and a class ll bike lane. This project is beneficial to neighborhood school children attending Tehachapi High School that currently must walk on the dirt shoulder to attend school.

COUNCIL REPORTS
MEETING DATE: MAY 5, 2025 AGENDA SECTION: PUBLIC WORKS

APPROVED

DEPARTMENT
CITY
TO:

FROM:

DATE:

HONORABLE MAYOR POGON-CORD AND COUNCIL MEMBERS

DON MARSH, PUBLIC WORKS DIRECTOR
MAY 5, 2025
SUBJECT: WATER SERVICE RATES
BACKGROUND:

Over the past five years, the Public Works Department, Water Division has encountered a number of large maintenance expense items which have drawn down the water fund financial reserves. ln addition, the Water Division has a number of large expense maintenance projects and system improvement projects planned for the next five to ten years. ln response to this and in preparation for these maintenance expenses, City staff initiated a review of existing water service rates.

The City last conducted a water rate study in 2015 at which time a new rate structure with new rates had been adopted. That current rate structure includes a base water rate by meter size for the first 4,000 gallons used andaquantitychargepergallonofwaterusedoverthe4,000gallonbaseamount. Thecurrentstructurealso segregates customers into two distinct zones (Zone A and Zone B) for customer connections. Zone A was established to represent the areas within the City that could be served by the groundwater rights allocated to the City as a part of the Tehachapi Groundwater Basin Adjudication. Zone B was established to cover purchases of imported surface water supplies for demands from new development that would exceed the City's water rights to pump groundwater. The monthly service charges for both zones include an initial monthly usage allotment of 4,000 gallons.
ln 2024, the City contracted with AECOM to review the existing water service rates in relation to the expected expenses and revenues over the next five fiscal years. Factors contributing to the need to re-evaluate the City's water rates include the following:
o Changes in water usage over time relative to the City's groundwater rights o Unfunded state mandates
o lncreasing operations, maintenance and replacement costs o Lack of available State Water Project Water (SWP) supplies for purchase o lnflation that has occurred since the last rate adjustment R

PROPOSED CHANGES
The study prepared by AECOM concludes that current water service revenues are insufficient to support the anticipated expenses associated with the ongoing operation and improvements of the City's water infrastructure. The AECOM study also concludes that the need for two customer rate zones no longer exists since the current water demand is less than the quantity of owned native water rights. As a result, there is no longer a need for Zone B to cover the costs of water leases or SWP water purchases.

The results of the 2024 water rate study include the following changes:
o Combine Zone A and B into a single service area
o lncrease the base and quantity service rates for Zone A customers o lncrease the base and quantity service rates for Zone B customers o lncremental rate increases for all customers over the next 5 years A table showing current and future water service rates for single family residences (meters less than 1") is shown below:

Purpose and Need
The purpose of this report is to review the existing water service charges for the City of Tehachapi (City)and to propose new rates based upon the anticipated budget expenditures. Revised water service charges have been recommended based on the City's projected budget expenditures and assumptions relative to future growth and water usage in the City.

The City last conducted a water rate study in 2015. Water rates have been adopted by the City in accordance with recommendations from that study and include an annual increase in accordance with the Consumer Price lndex (CPl). The current rates have an effective date of July 1,2024, and were adopted for the 2024-25 fiscal year.

The City has authorized AECOM to review the existing rates in relation to the expected expenses and revenues over the next five fiscal years. Factors contributing to the need to re-evaluate the City's water rates are primarily:
o State mandated water usage restrictions and conservation policies, and o lncreasing operations, maintenance, and replacement costs.

The reduction in water usage over time relative to the City's groundwater rights has resulted in the City's desire to consider eliminating its existing zone-based system for allocating expenses associated with water right mitigation and groundwater banking.

Existing Water Service Rates
Existing water service charges f or 2024-25 are based on a minimum monthly service charge as well as a quantity rate component which varies by Zone. Zone A was established to represent the areas within the City that could be served by the groundwater rights allocated to the City as a part of the Tehachapi Groundwater Basin adjudication. Zone B was established to cover purchases of imported surface water supplies for demands from new development that would exceed the City's rights to pump groundwater. The monthly service charges for both zones include an initial monthly usage allotment of 4,000 gallons. The City's existing water rates are provided in the following tables.

3 The City obtains its water supply from groundwater pumped by City wells. Since the last water rate study was completed, total water usage in the City has decreased due to water use restrictions and water conservation policies adopted by the State of California. According to the Tehachapi Groundwater Basin adjudication, the City owns 1,976 acre-feet of water rights in the Tehachapi Groundwater Basin. Water production data and water planning information from the City indicates that annual groundwater pumping by the City for 2023, as well as projections for 2024 and 2025, are within the 1,976 acre-feet groundwater basin water rights. Therefore, the lands currently within Zone B can now be included within the areas served by the City's groundwater rights.

Groundwater pumped exceedingthisamount needsto be provided through the purchase and recharge of surface water supplies or through purchase of additional groundwater rights. The City has an agreement with the Tehachapi-Cummings County Water District to purchase surface water (from the State Water Project) for groundwater recharge. However, purchase of these supplies has become more difficult in recent years and the City has been pursuing purchase of additional groundwater rights. The City collects funding from new developments (water right mitigation fees)which is intended to cover costs associated with the acquisition of these additional water supplies. As a result, it is recommended that Zones A and B be combined into a single service area within the City since the justification for separate zones is no longer applicable. The need for additional revenue to cover purchase of supplemental water supplies should be re-evaluated in future water rate studies based on conditions applicable at that time.

Water System Expenditures
Each year the City prepares a budget that includes anticipated expenses and revenue associated with the ongoing operation of the City's water system. The current City water system budget includes a projection of future budgets for the following four years. Table 1 is a summary of the City water system budget projections for the budget years from 2024-25 through 2028-29 utilizing the City's budget line item numbering system. A fifth budget year projection (for 2029-30) has been provided in Table 1 assuming the same percentage increase in expenses as from 2027-28to 2028-29.

The various line items in Table t have each been categorized as fixed, mixed, or variable expenses. The purpose of assigning the expenses to these categories was to determine whether each item would be funded by way of a base Ready-to-Serve charge (monthly service charge) or by a Quantity charge based on water usage. lf an item is noted as fixed, then it has been determined by the City that those costs are not generally affected by how much water is delivered by the City. Variable costs (i.e., power, water purchases, and chemicals) are expenses that are directly related to the quantity of water delivered by the City. ltems in the mixed category have been determined to be partially fixed and partially variable based upon the quantity of water delivered by the City. lt has been estimated by the City that a reasonable factor for the assignment of the mixed expenses as variable expenses would be 6s%.

The annual capital outlay expenses shown in Table 1 for the next five fiscal years were developed from the City's Water Capital Spending Plan for the next ten years. Projected water right mitigation expenses are not included. Expenses in Table 1 also include funding to build the City's water system operating reserve account to about 5t.Z million at the end of the rate study period. 607 130t8 4
Final January 2025 COT Water Rate Study.doc
Miscellaneous Non-Operating Water System Revenues
Table 2 summarizes the budgeted miscellaneous non-operating water system revenues from the City's water system budget projections from 2024-25 through 2028-29, with the projected revenues for 2O29-3O assuming the same percentage increase in revenues as from 2027-28to2028-29. These revenues do not include the revenues raised through monthly service charges and quantity rate charges. Projected interest on water system reserve account funds is estimated at5o/o.

The difference between the projected water system expenses (Table 1) and the miscellaneous nonoperating revenues (Table 2) is the amount that must be collected through the monthly ready-to-serve charges and the quantity rate charges per unit of water delivered.

Meter Equivalent Calculations
Currently, the City has approximately 3,203 metered connections in service that generate revenue to offset water system expenses. Table 3 shows the approximate breakdown of meters by size and zone as estimated from data provided by the City for 2023. The vast majority of the meters within the City are for single family residential customers. ln the past, the typical meter size for single family residentialcustomers in the City was 518x% inches. Meters for new single family residentialcustomers are now required to be at least l-inch to meet fire protection guidelines. Since, absent the residential fire protection regulation changes, the 5/8 x%inch meter would still be the standard for single family residential meters, it was selected as the basis for calculating meter equivalents for the larger meter sizes. Allsingle-family residentialwater meters l-inch and smaller are therefore included in the SFR (1- inch and smaller) meter size category.
1-inch meters for commercial and other uses as well as larger meter sizes were converted to equivalent standard SFR meters based on the flow capacity of the various meter sizes from Table 5-3 of the American Waterworks Association Manual M6. The flow capacity of the single-family residential meters (l-inch and smaller)was assumed to be the capacity of the typical 5/8x% inch meter. The flow capacity of the various meters was used to weight the value of each meter as compared to the standard single family residential meter (l-inch and smaller) in terms of meter equivalents. The calculation of the approximate number of meter equivalents for fiscal year 2O23-24 is shown in Table

4. Table 5 shows the increase in meter equivalents over the analysis period based on a growth rate of

2.3% per City growth projections.

Proposed Ready-to-Serve Charges
Table 5 summarizes calculated and proposed Ready-to-Serve charges per meter equivalents. For the calculated Ready-to-Serve charge, the Ready-to-Serve revenue required (total fixed operating expenses from Table 1 less the miscellaneous non-operating revenue from Table 2) is divided by the number of meter equivalents for each fiscal year (from Table 5). The proposed Ready-to-Serve monthly charge for FiscalYear 2025-26 is set at a 4 percent increase over the current charge for Zone B. The proposed Ready-to-Serve monthly charges for subsequent fiscal years assumes an approximate annual increase of 9 percent to generally meet the calculated Ready-to-Serve charge in Fiscal Year 2029-30.

The City's Ready-to-Serve monthly charge includes a monthly water volume of 4,000 gallons (monthly allotment). According to the City's water use records for 2023, the monthly allotment of 4,000 gallons 607 I 30t8
Final January 2025 COT Water Rate Study.doc
5 is generally equivalent to the average amount of water used by SFR metered accounts in the winter months. No change to the monthly allotment is recommended.

Proposed Quantity Rates
The proposed quantity rates are developed based on the total water volume that is anticipated to be delivered in each year of the analysis. Table 7 summarizes metered water deliveries for 2023 (not including metered deliveries for City water accounts) and estimates the quantity of metered water deliveries for 2O24-25 and the next five fiscal years. Future use is assumed to increase at a rate of 1.0% per year based on the average increase in historic metered water deliveries for the period from 2Ol4 through 2021.

The annual volume of water included in the base monthly Ready-to-Serve charge (monthly allotment of 4,000 gallons) is estimated based on City provided meter data for 2023. This amount is subtracted from the total volume of metered water deliveries to determine the total metered volume of water that would be subject to the quantity rate. The quantity rate per 1000 gallons will apply to water deliveries exceeding the 4,000-ga llon monthly a llotment.

The total projected revenue amounts required to be collected by quantity rates are calculated in Table 8 by subtracting the total miscellaneous non-operating revenue (from Table 2) and the amount to be raised from Ready-to-Serve charges (from Table 5)from the total operating expenses (from Table 1). ln Table 9, the required quantity rate revenue required is divided by the estimated volume of water to be delivered above the monthly allotment of 4,000 gallons (from Table 7) to determine the calculated quantity rates. The proposed quantity rate for FiscalYear 2025-26 is a 4 percent increase overthe current rate for Zone B. The proposed quantity rates for subsequent fiscal years increase at an approximate rate of 5 percent per year.

Proposed Water Rates and Charges
The proposed water rates and charges including a quantity of 4,000 gallons per month are summarized in Table 10. The proposed Ready-to-Serve charge for each meter size is calculated by multiplying the monthly proposed Ready-to-Serve charge per meter equivalent values from Table 5 by the 5/88/ainch meter equivalent factors from Table 4. Values are rounded up to the nearest ten cents. For example, the meter equivalent factor of 2.7 is used to calculate the rates for a L-inch (non SFR) meter. ln Fiscal Year 2025-26, the SFR charge of 531.50 multiplied by 2.7 results in the l-inch (non SFR) charge of S85.10.

Proposed Quantity Rates for water usage above 4,000 gallons per month are from Table 9. The Quantity Rates for construction water from a fire hydrant meter have been increased from the 2024-25 rate of SS.OS per 1,000 gallons in proportion to the proposed increases in Quantity Rates from Table 9.

The proposed minimum fire hydrant meter charges are based on the 6-inch meter monthly charge for each fiscal year (consistent with current City water rates). A monthly meter charge for hydrant meters has been added to cover the administrative costs associated with monthly meter reading and tracking of fire hydrant meters after the initial month. The proposed charge is S110 per month for Fiscal Year 2025-26 and increases in proportion to the proposed monthly meter charges for future fiscal years.

Figure 1 provides a comparison of estimated and projected expenses and revenues for the Fiscal Years for 2024-25 through 2029-30. As shown on Figure 1, the proposed monthly service charge revenue 607 130l,8
Final January 2025 COT Water Rate Study.doc
6 plus non-operating revenue are not adequate to fully cover the budgeted fixed expenses as itemized in Table 1 until Fiscal Year 2029-30. These budgeted expenses include a component to build up the City's water system reserve account and provide for capital improvements as shown in Table 1.

Comparison with Nearby Water System Rates
While inclusion of funding for the City's Water Capital Spending Plan and developing a water system reserve fund starting in fiscal year 2025-26 requires an increase in the City's water system rates and charges, the proposed water system charges for single family residential customers in the City are generally less than water rates for nearby water systems.

Existing City Water Rates (Zone A and Zone B), Proposed City Water Rates, and posted water rates for the Bear Valley CSD (BVCSD), Golden Hills CSD (GHCSD), and Stallion Springs CSD (SSCSD) for single family residential customers are summarized in the following table. Please note that the City's water usage is charged per 1,000 gallons while water usage for the other water systems is charged per hundred cubic feet (CCF). The City's rates from Table 10 are therefore multiplied by a factor of 0.748 to convert the water usage charges from 5/1,000 gallons to S/CCF. 607t30t8

25 California Water Code Compliance
Changes to the California Water Code effective January L,2024 require that the water demand analysis conducted by a public entity as part of a cost-of-service analysis to set fees and charges for water service identify the following (CA Water Code Section 390.1):
(1) The costs of water service for the highest users incurred by the public entity. (2) The annual volume of water delivered to high water users.

The terms are defined in the water code as follows:
r "Costs of water service for the highest users" means the difference in costs, including applicable capital costs and operation and maintenance costs, that the public entity incurs directly, or by 607 I 3018

contract, as a result of the increased water service required by its high water users. "Costs of water service for the highest users" may be reported by customer class, rate classification, or cumulatively.
o "High water users" means the top 10 percent of water, in terms of volume of water consumed. o "Water usage demand analysis" means an analysis conducted to determine water usage patterns and demands placed on a water system operated by a public entity.

A water usage demand analysis was conducted as a part of this Water Rate Study and the results were used to determine fees and charges in relation to the cost of service for the various user categories.

The quantity rates in Table 10 were established to cover variable costs (i.e., power, water purchases, and chemicals) that are directly related to the quantity of water delivered by the City.

The total volume of water supplied in 2023 through the City of Tehachapi water system totaled 448,009,000 gallons (see Table 7).

The required identifications perthe California Water Code are provided below:
o The volume of water used during 2023 on a cumulative basis by the "high water users" (top

1.O% of volume) totaled 43,646,000 gallons. This volume was used by six connections, or an average of 7,274,OO0 gallons per year per connection for the highest water users. o The costs of water service for the highest users are estimated based on the quantity rates determined for 2025-26 in Table 10 of S3.2a per 1000 gallons multiplied by a total water volume of 43,358,000 gallons (43,546,000 gallons less 4,000 gallon per month per connection included in the ready-to-serve charge) for a total of about S140,480.

The costs of water service for the highest users at 5140,480 is about LO% of the projected revenues required in FY 2025-26 from quantity rate charges of 51,368,377 as shown in Table 8.

Recommendations
It is recommended that the City adopt the proposed water rates and charges as summarized in Table

10. The proposed monthly ready-to-serve charges and the quantity rates for the next five fiscal years were based on the City's estimated budget expenses and other available revenues for those years. The City should periodically review its water rates and charges so that adjustments can be made based on the applicable conditions at that time.

Oral comments at the public hearing will not be counted in the determination of a majority protest. lf the Proposed Rate Adjustments are adopted, the Proposed Rate Adjustments will be effective on July 1, 2025, with annual rate adjustments as set forth herein to be effective on July 1,2026, and July 1 of each subsequent year through 2029.

Why are Rate Adjustments Needed?
The City provides water services to more than 9,000 residents through its Water Department. The Water Department provides reliable water to the customers in a cost-effective manner while protecting the City's water resources and public health. While the Water Department strives to keep costs low, the costs have increased (beyond the City's control) for operations (such as rising power costs), maintenance, capital improvements, and environmental and regulatory compliance. Because service charges paid by the customers are the primary source of revenue for providing water services, the Proposed Rate Adjustments are necessary to ensure water services are provided reliably and in compliance with local, state and federal regulations.

Because the Water Department is not supported by the City's General Fund, the service charges for water services must account for the full cost of providing those services.

How did the City Determine the Proposed Rate Adjustments? With the exception of annual consumer price index increases, water rates have not been adjusted for nearly 10 years. The City hired AECOM, a consulting firm with expertise in water rate studies, to evaluate the City's costs of providing water services. The Study evaluated and determined the appropriate level of revenue required to fund the cost of providing water services to customers and the consultant proposed water services rate adjustments to meet the projected amount of needed revenue. The study found that if the City's water rates remain unchanged, there will not be enough revenue to provide necessary water services during fiscal years 2025 through 2030. The Proposed Rate Adjustments are based on a simple concept--recovering the costs needed to operate and maintain the water system. Adjusted water rates were developed so that the charges recover the projected costs to serve our customers, including costs for operations and maintenance, capital improvements and reserves. The Study contains the financial analyses and rate models with supporting data for how the Proposed Rate Adjustments were developed.

Proposed Rate Adjustment for Water
The City obtains its water supply from groundwater pumped by City wells (i.e., locally produced water) and it also can purchase water. Currently, the City has two water service zones. Zone A represents areas with ground water rights and Zone B represents areas where the City has to purchase imported surface water supplies for demands from new development that would exceed the City's right to pump groundwater. A monthly service charge applies depending upon meter type and size and varies by zone. This is the monthly "ready to serve" charge and includes a customer's first 4,000 gallons of water for use each month ("Monthly Service Charge").

There is also a "quantity" charge for a customer's usage based on each 1,000 gallons over the allotment of water provided as part of the Monthly Service Charge. The 2024 Water Rate Study determined the City can now supply water to both Zone A and Zone B from the local groundwater supply pumped by City wells within the City's ground water rights in the Tehachapi Groundwater Basin. Therefore, it is proposed that all properties currently within Zone B will be included within the area served by the City's groundwater rights and beginning on July 1,2025, all properties will be charged the Monthly Service Charge without any reference to zones. lf the Proposed Rate Adjustments to the water service charges are adopted, the Monthly Service Charge will continue to be based on meter type and size and include an allotment of 4,000 gallons of water each month. The City proposes a series of annual increases over the next five years, as shown in the table CITY OF 1 1 5 South Robinson Street

below. The increase each year is based on each year's budgeted expenses and the forecasted revenue needed to fund increased costs for operations, maintenance, capital improvements and environmental and regulatory compliance. The quantity and fire hydrant meter charges are increased in the same manner. The quantity charge is per 1,000 gallons of water above the Monthly Service Charge allotment of 4,000 gallons. As for the proposed minimum fire hydrant meter charge, the charge is based on the 6-inch meter Monthly Service Charge along with a quantity rate per 1,000 gallons of water above the Monthly Service Charge allotment. ln addition, there is a new monthly meter charge to cover administrative costs associated with meter reading and tracking of fire hydrant meters after the initial month with increases in proportion to the proposed monthly meter charge for future fiscal years. The table below shows the current and proposed Monthly Service Charge (labeled monthly ready-to-serve charge") by meter size over the next five years along with the quantity and fire hydrant meter charges.

COUNCIL REPORTS
MEETING DATE: MAY 5, 2025 AGENDA SECTION: PUBLIC WORKS

DEPARTMENT

CIW MANAGER

APPROVED
TO HONORABLE MAYOR POGON.CORD AND COUNCIL MEMBERS

DON MARSH, PUBLIC WORKS DIRECTOR
May 5, 2025
SUBJECT: WASTEWATER SERVICE RATES
FROM:

DATE:

The City currently provides wastewater service to approximately 3,000 residential, commercial institutional, and industrial customers. Over the past five years, the Public Works Department, Wastewater Division, has encountered a number of large maintenance expenses which has drawn down the wastewater fund strategic reserves. ln addition, the Wastewater Division has several large maintenance projects and system improvement projects planned for the next five to ten years. ln response to this and in preparation for the future maintenance expenses, City staff initiated a review of the existing wastewater service rates.

The City last conducted a wastewater rate study in 1993 at which time the current rate structure with new rates had been adopted. Annual Consumer Price lndex increases have been incorporated since the 1993 rates were instituted. The current wastewater service rates are based on the type of land use and their estimated contribution to wastewater flows. The rate structure includes a flat rate for single family and multi-family dwelling units and flat monthly rates with a surcharge based on water usage for commercial and school connections.
ln 2024, the City contracted with AECOM to review the existing wastewater service rates in relation to the expected expenses and revenues over the next five fiscal years. Factors contributing to the need to reevaluate the City's wastewater rates include the following:
o The length of time since the City last reviewed wastewater rates o Changes in water usage over time resulting in changes to wastewater flows o Unfunded regulatory requirements have contributed to additional operational costs o lncreasing operations, maintenance and replacement costs, and o The need to provide for planned Capital lmprovement Projects BACKGROUND:

STUDY RESULTS
The study prepared by AECOM concludes that current wastewater service revenues are insufficient to support the anticipated expenses associated with the ongoing operation and improvements of the City's wastewater infrastructu re.

The conclusions of the 2024 service rate study include the following:
o The current rate structure does not need to be changed; o lmplement additional program charges for administration of the Fats, Oils & Grease Program for food service accounts, and
o lncremental rate increases for all customers over the next 5 years A table showing current and future wastewater service rates is shown below:
' Current Commercial base rates inctude up to galtons of $rater used & quantity rates are lor water usage over 7 gattons. NewRate Schedule base rate includes up to 5,000 gattons of water us€d and quantity rates are for usage over 5,000 gattons.

The process for increasing service rates is set out in Proposition 218 and requires noticing all customers of a hearing scheduled no less than 45 days after the notice is sent. lf more than 50% protest the increase, the increase cannot be adopted. Public noticing was sent by US Mail with the monthly utility billing on March 7, 2025 to every utility customer. The public notice is included as an attachment to this staff report.

FISCAL IMPACT:

Wastewater Operating Fund (4a4) revenues will increase incrementally over the next five years. Revenue projections are shown in the table below:

10 Purpose and Need
The purpose of this report is to review the existing sewer service rates for the City of Tehachapi (City) and to propose new rates based upon the anticipated budget expenditures. Revised sewer service charges have been recommended based on the City's projected budget expenditures and assumptions relative to future growth and water usage in the City.

The City's currently adopted sewer service rates allow for an annual increase in accordance with changes in the Consumer Price lndex (CPl). The most recent sewer service rates have an effective date of January L,2024. The City's current sewer service rates were initially adopted by Resolutions 14-93 and 35-93 based on findings in the Final Revenue Program for the State Revolving Fund prepared in May 1993.

The City has authorized AECOM to review the existing sewer service rates in relation to the expected expenses and revenues over the next five fiscal years. Factors contributing to the need to re-evaluate the City's sewer service rates include the following:
o The length of time since the City last reviewed sewer rates, o Changes in water usage over time resulting in changes to sewer flows, o lncreasing operations, maintenance, and replacement costs, and o The need to provide for planned Capital lmprovement projects.

Existing Sewer Service Rates
The City currently provides sewer service to approximately 3,000 residential, commercial, institutional, and industrial customers. Sewer service charges are billed through the same invoicing system as water service charges. The City's existing sewer service rates are based on the type of land use and their estimated contribution to sewer flows as shown in Table 1.

1993 Revenue Program - Estimated Sewage Flows
The City's existing sewer rate structure was developed based on sewage flow estimates by connection type in the 1993 Revenue Program using the following assumptions:
o Sewage flows for residential uses were estimated to be 70% of average water use for the December to February period.
60736892
January 2025 Sewer Serrice Rate Study
2 . Commercial sewage flows were estimated to be 90% of monthly water use. o School sewage flows were estimated based on 7 gpd of ADA, plus 5 gpd of ADA for cafeteria, plus 5 gpd of ADA for gymnasium.

The total estimated sewage flows by connection type per the 1993 Revenue Program are summarized in Table 2.

The total flow 0.304 MGD for 1,647 SFDs equates to an average estimated sewage flow of 185 gpd per SFD. Note that the number of MFD users is not the same as the number of multiple family dwelling units since a MFD user may include more than one unit. Resolution No. 35-93 sets the monthly rate for MFDs at approximately 81 percent of the monthly rate for SFDs based on the estimated sewage flows by each dwelling unit type at that time. Resolution No. 35-93 sets rates for commercial and school users in a similar manner based on their estimated sewage flows in relation to that of a SFD user.

Sewer System Expenditures
Each year the City prepares a budget that includes anticipated expenses and revenue associated with the ongoing operation of the City's sewer system. The current City sewer system budget includes a projection of future budgets for the following four years. Table 3 provides a summary of the City sewer system budget projections for the fiscal years (FY) from 2024-25 through 2028-29 utilizing the City's budget line item numbering system. A fifth year projection (for FY 2029-30) has been provided in Table 3 assuming the same percentage increase in expenses as from FY 2027-28 to FY 2028-29. lncluded in the City's budget projections is the addition of two full-time employees starting in FY 2025- 26 f or the implementation of a permanent sewer main cleaning program.

Miscellaneous Non-Operating Sewer System Revenues
Table 4 summarizes the budgeted miscellaneous non-operating sewer system revenues from the City's sewer system budget projections from FY 2024-25 through FY 2028-29, with the projected revenues for FY 2O29-3O assuming the same percentage increase in revenues as from FY 2027-28 to FY 2028-29.

These revenues do not include the revenues raised through monthly service charges. Projected interest on sewer system reserve account funds is estimated at5%.

The difference between the projected sewer system expenses (Table 3) and the miscellaneous nonoperating revenues (Table 4) is the amount proposed to be collected through the monthly sewer cha rges.

5 Sewer Service Connections and Estimated Sewage Flows
Currently, the City has approximately 2,899 sewer service connections that generate revenue to offset sewer system expenses. Table 5 shows the approximate breakdown of sewer connections from data provided by the City for 2023. The vast majority of the sewer connections within the City are for single and multiple family residential customers.

The estimated sewage flow by sewer connection type is also provided in Table 5. Average daily flows at the Wastewater Treatment Plant were approximately 0.65 MGD during 2023. The breakdown by customer type for this Rate Study is estimated as follows:
a Since little residential irrigation (outdoor) water use occurs during the months of December through February, the sewer flow per single family residential connection is estimated from the average water usage during those months of 4,000 gallons per month. Dividing this by 30 days per month results in an estimated sewer flow per single family dwelling (SFD) of 133 gallons per day (gpd).

Sewer flows from multiple family dwelling units (MFD) are estimated at 81 percent of SFD flows or 108 gpd consistent with estimates from the 1993 Revenue Program.

Sewage flows from school accounts are estimated based on ADA1 per the existing rate structure.

Sewage flows from commercial accounts are estimated based on 75% of total annual water use to balance projected WWTP flows. Note that commercial accounts with significant landscaping have separate water meters and are not billed for sewer service.

Proposed Sewer Rates
Table 5 provides an estimate of the cost per 1000 gallons of sewage flow based on the sewer expenses to be collected through sewer service charges (from Table 4) and projections of wastewater flow assuming a growth rate of 1.25% per year per City projections.

I ADA for 2023-24 from http: suw.cd-clata.org for Tompkins Elementary = 658 (with cafeteria), Jacobsen Middle : 936 (with cafeteria and rym), Tehachapi High School = 1,262 (with cafeteria and rym). ADA for Cerro Coso estimated from City billing records at 580.

Table 7 shows the calculation of sewer service charges by user group using the current rate structure for FY 2024-25 and proposed charges for FY 2025-26 through FY 2029-30 to provide the funds required to meet the City's budget obligations. As shown in Table 7, the equivalent charges for SFD and MFD accounts in FY 2024-25 (S12.31/1000 gallons) are greater than the estimated average cost of sewer service from Table 5 (S10.98/1000 gallons)while the equivalent charges for school and commercial accounts (Sg.aZ and 54.10/1000 gallons respectively) are less than the estimated average cost of sewer service.

Projected charges for each future fiscal year are calculated using the estimated cost of sewer service for that year from Table 6. ln addition, the calculations for future fiscal years assume the surcharge for commercial accounts applies to water usage in excess of 5,000 gallons per month (a reduction from 7,000 gallons per month) to account for the estimated 28Yo decrease in sewer flows for typical residential customers from the L993 Revenue Program analysis.

m Revenue from Monthly Charges I Revenue from Flow Based Charges +pevenue Target The proposed sewerservice chargesforSFD, MFD, and commercialaccounts using lessthan 5,000 gallons of water per month result in a LL% increase for FY 2025-26 and an approximately 3% increase in future years. ln order to bring the sewer service charges for commercial and school accounts in line with the estimated cost of providing sewer service, the increase in sewer service charges for the school and large water using commercial accounts will be considerably larger depending on the quantity of water used. The increase in these larger accounts is anticipated to average about 44%for FY 2025-26 and then increase at approximately 3% annually in future years.

FOG Program Charges
The City has a number of accounts that must comply with its Fats, Oil, and Grease (FOG) Program.

There are currently about 80 accounts that participate in the FOG Program which includes schools, restaurants, and churches that provide large scale food preparation services. The City estimates its costs for implementation of the FOG Program for FY 2024-25 as follows:
60736892
January 2025 Sewer Semice Rate Study
9 . Four hours per customer per year to generate letters, schedule appointments, conduct inspections, and issue permits.
o Average fully burdened rate of 555.50 per hour for City staff administering the program . S55.50/hour x 4hours/t2 months = $18.50/month
o Total estimated cost of FOG Program for 80 accounts = $L7,76O/year.

Since the FOG Program costs represent less than 1% of the total amount to be generated through sewer service charges, the projected sewer service charges calculated in Table 7 are not changed.

Projected FOG Program charges are proposed to increase at the same percentage rate as SFD monthly charges.

Recommendations
It is recommended that the City adopt the proposed sewer rates and charges as summarized in Table

8. The proposed sewer service charges for the next five fiscal years were determined in order to provide the required revenues to meet estimated budget expenses for those years. The City should periodically review its sewer rates and charges so that adjustments can be made based on the applicable conditions at that time.

Oral comments at the public hearing will not be counted in the determination of a majority protest. lf the Proposed Rate Adjustments are adopted, the Proposed Rate Adjustments will be effective on July 1,2025, with annual rate adjustments as set forth herein to be effective on July 1, 2026 and July 1 of each subsequent year through 2029.

Why are Rate Adjustments Needed?
The City provides sewer services to more than 9,000 residents through its Wastewater Department. The Wastewater Department operates the City's sewer system, including a citywide collections system, a wastewater treatment plant that is capable of treating 1.25 million gallons per day of wastewater and a wastewater effluent disposal system that collectively provides sewer service to the City's residents. While the Wastewater Department strives to keep costs low, the costs have increased (beyond the City's control) for operations (such as rising power costs), maintenance, capital improvements, and environmental and regulatory compliance. Because service charges paid by the customers are the primary source of revenue for providing sewer services, the Proposed Rate Adjustments are necessary to ensure sewer services are provided reliably and in compliance with local, state and federal regulations. Because the Wastewater Department is not supported by the City's General Fund, the service charges for sewer services must account for the full cost of providing those services.

How did the City Determine the Proposed Rate Adjustments? With the exception of annual consumer price index increases, sewer rates have not been adjusted since 1993. ln 2024, the City hired AECOM, a consulting firm with expertise in wastewater rate studies, to evaluate the City's costs of providing sewer services. The Study evaluated and determined the appropriate level of revenue required to fund the cost of providing sewer services to customers and the consultant proposed sewer service rate adjustments to meet the projected amount of needed revenue. The study found that if the City's sewer rates remain unchanged, there will not be enough revenue to provide necessary sewer services during fiscal years2025 through 2030. The Proposed Rate Adjustments are based on a simple concept--recovering the costs needed to operate and maintain the sewer system. Adjusted sewer rates were developed so that the charges recover the projected costs to serve our customers, including costs for operations and maintenance, capital improvements and reserves. The Study contains the financial analyses and rate models with supporting data for how the Proposed Rate Adjustments were developed.

Proposed Rate Adjustment for Sarver
The City's existing sewer rates are based on the types of land use and their estimated contribution to sewer flows. Since the last rate increase in 1993, there have been changes in water usage resulting in changes to sewer flows. The City currently provides sewer services to approximately 3,000 residential, commercial, institutional and industrial accounts. The existing rates for the sewer service charges are based on the type of land use and their estimated contribution to sewer flows. There is no change in the methodology of these rates. With respect to the Proposed Rate Adjustments for sewer, the City proposes a series of annual increases over the next five years, as shown in the table below. The increase each year is based on each year's budgeted expenses and the forecasted revenue needed to fund increased costs for operations, maintenance, capital improvements and environmental and regulatory compliance. Single family and multifamily dwellings will continue to have a fixed rate. Note that the charge for multiple family dwellings is a "per dwelling unit" charge each month, meaning that if a multiple family dwelling has 4 units, the monthly charge of $44.92in fiscal year 2025-26 is multiplied by 4 to account for the 4 units. Commercial and school rates are based on l,000gallonsof usage. Withrespecttotheschool account, theusageisbasedonacalculationofTgallons CITY OF 1 1 5 South Robinson Street

per student based on average daily attendance rates plus 5 gallons per student if there is a cafeteria and 5 gallons per student if there is a gymnasium. Commercial accounts continue to have a monthly fixed rate with a minimum charge for up to 5,000 gallons used (a reduction from 7,000 gallons per month) and a surcharge that applies to water usage in excess of that number. Estimated sewage flows and number of units are assumed to increase annually by 1.25o/o.

The table below shows the current and monthly sewer services rates for the connection type. lt should also be noted that the table includes a monthly charge on food service accounts that are required to comply with the Fats, Oil and Grease ("FOG) program. The monthly charge is based on the estimated staff hours per customer related to the implementation of the FOG program at the average hourly burdened rate for City staff that administers the program.
