3. Public Bid dollar threshold lncreased from 570,000 to 5150,000 Purchases exceeding S150,000 must be presented for public bid as prescribed in the bidding procedures. The City Council's approval is required for purchases in this range.
4. Contract Purchase Orders dollar threshold increased from 530,000 to 5100,000 Contract Purchase Orders exceeding S100,000 per year shall be approved by City Council

AUTHORIZING THE FILING OF APPLICATIONS FOR 2025 REGIONAL SURFACE
TRANSPORTATION PROGRAM FUNDING AND COMMITTING THE NECESSARY LOCAL
MATCH AND STATING THE ASSURANCE TO COMPLETE UP TO FOUR PROJECTS FROM:
DATE:
SUBJECT:
BACKGROUND:
Every two years (on average) the City of Tehachapi, as a member agency of the Kern Council of Governments (Kern COG), is given an allocation of Regional Surface Transportation Program (RSTP) funds. This money descends from the federal highway transportation funds allocated by Congress on a periodic basis. A recent example of the use of these funds is the contract award to repave the Capital Hills area of Tehachapi. This funding program now encourages contingency projects. We are submitting four projects, ranked one through four, in order to advance projects to take advantage of funding in year two not used by other agencies. One of the requirements of the program is that the City adopt a resolution committing to an 1,7.47% matching fund and implement these projects.
PROJECT DESCRIPTIONS:
The first project proposes to rehabilitate approximately .44 miles of E St. between Snyder Rd. and Robinson St., which will complete much-needed renovation to vehicle facilities. Our initial estimate of this work is 5S6Z,0+1.09. the proposed resolution commits the City to support this project including the associated matching funds above the City's grant funding allocation of about 5478,900 (match of approximately S88,141.68) as currently estimated.
The second project proposes to rehabilitate approximately .46 miles of Elm St./Applewood Dr. between Cherry Ln. and Pinon St. and Cherry Ln. from Elm St. to Oakwood St. Our initialestimate of this work is 5568,398.10. The proposed resolution commits the City to support this project including the associated matching funds above the City's grant funding allocation of about 5478,900 (match of approximately S89,498.10) as currently estimated. As a contingency project, if not chosen for the coming fiscal year, this will be a project we advance in a future fiscal year.
The third project proposes to rehabilitate approximately .19 miles of Mulberry St. from Tehachapi Blvd. to D St. Our initial estimate of this work is 5526,635.83. The proposed resolution commits the City to support this project including the associated matching funds above the City's grant funding allocation of up to 5478,900 (match of a
approximately $60,405.63) as currently estimated. As a contingency project, if not chosen for the coming fiscal year, this will be a project we advance in a future fiscal year.
The fourth project proposes to rehabilitate approximalely .27 miles of Tehachapi Blvd from Walmart Dr to Mountain View Ave. Our initial estimate of this work is 5S6Z,SZ6.SS. The proposed resolution commits the City to support this project including the associated matching funds above the City's grant funding allocation of 5478,900 (match of approximately 588,676.55) as currently estimated. As a contingency project, if not chosen for the coming fiscal year, this will be a project we advance in a future fiscal year.

CALIFORNIA
COUNCIL REPORTS
MEETING DATE: JUNE 2, 2025 AGENDA SECTION: PUBLIC WORKS TO: HONORABLE MAYOR POGON.CORD AND COUNCIL MEMBERS
FROM: TYLER NAPIER, DEPUTY PUBLIC WORKS D!RECTOR
DATE: MAY 15,2025
SUBJECT: ON-CALL AGREEMENT FOR F.O.G. AND INDUSTRIAL WASTE SUPPORT BACKGROUND:
On March 7,2022, the City Council approved an agreement with Wallace Group to initiate Phase 1of the update to the Fats, Oils, and Grease (FOG) and lndustrial Waste Discharge (lWD) Programs and Ordinances.
Phase 1 focused on evaluating existing conditions, regulatory requirements, and outlining program needs. On August 27,2023, the City Council approved Phase 2, which involved the development of program materials, implementation strategies, and the initial identification of food service establishments and industrial users.
Both phases of the program have now been successfully completed.
To support the continued implementation and enforcement of the FOG and IWD Programs, staff recommends approval of a three-year on-call professional services agreement with Wallace Group. Under this agreement, services will be provided on a Time and Materials basis, as defined in the agreement, and may include plan check reviews, permitting support, inspections, staff training, and other essentialtasks required for effective program management. This on-call structure provides the City with timely technical assistance without the need for separate agreements for individual tasks. Fees for services will follow the approved Fee Schedule, which may be adjusted on an annual basis by the Consultant, subject to City approval, including changes related to prevailing wage requirements.
FISCAL IMPACT:
All services performed under this on-call agreement with Wallace Group will be billed on a time and materials basis in accordance with the "standard Billing Rates" provided in Exhibit A. These rates will remain fixed for the duration of the two-year agreement.
To support these services, the City has budgeted a not-to-exceed amount of 55,000 within the Wastewater Fund. lt is important to note that the sewer rate structure adopted by the City Council on May 5,2025, includes provisions to recover costs associated with the administration and enforcement of the FOG and lndustrial Waste Discharge Programs. As such, funding for this agreement is aligned with the long-term financial planning established in the recently approved rate structure.
RECOMMENDAT!ON:
Staff recommends the City Council approve the three-year on-call professional services agreement with Wallace Groupto assistwith the implementation and administration of the City's Fats, Oils, and Grease (FOG) and lndustrial Waste Discharge (lWD) Programs. Services will include plan check review, permitting, inspections, training, and general program support on an as-needed basis. The agreement will be billed on a time and materials basis in accordance with the rates outlined in Exhibit A, not to exceed SS,OOO over the term of the agreement.
