The Commission on Peace Officer Standards and Training (POST) is a voluntary program that provides benefits like the development of new training courses, leadership training programs, and professional certificates to recognize peace officer achievement and proficiency.
One of those achievements is the POST Executive Certificate. This honor signifies a high level of commitment to leadership within the law enforcement field. lt indicates that an individual has met specific educational and experience requirements, including completing the POST Executive Development Course, and is prepared to take on the challenges of executive-level positions within law enforcement agencies.
Today we want to recognize Tehachapi Police Chief Richard Standridge who recently received his POST Executive Certificate. A member of POST is joining us to share some more information on this significant achievement.

SUBJECT: GFOA CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING The City of Tehachapi's Finance Department received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) for the City's annual comprehensive financial report for the fiscal year that ended June 30, 2024.
This award represents the Finance Department's commitment to the "spirit of full disclosure" to clearly communicate the City's financial story and motivate potential users to read the report.
According to the Government Finance Officers Association, the Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.
At this time, l'd like to invite Hamed Jones, Finance Director, to make a few comments and ask the council to join us in recognizing this great achievement.

SUBJECT: NATIONAL FARMERS MARKET WEEK
FROM:
DATE
Now in its 26th year, National Farmers Market Week (NFMW) celebrates the vital role farmers markets play in our country's food system. This year, NFMW will be observed from August 3-9. The goal of the week is to boost market attendance and visibility while showcasing the value markets bring to their communities.
Farmers markets are essential to local food systems and provide opportunities for residents to connect, support small businesses, and engage with their community. Each week at the Tehachapi Farmers Market, we welcome hundreds of individuals and dozens of families who come to enjoy fresh, local produce, unique artisan goods, live music, and great food.
The Community Engagement Department is proud that our market serves as a catalyst for so many positive things happening in Tehachapi. The market introduces residents to new businesses, provides a safe and free environment for families, and fosters social interaction among community members.
NFMW was first proclaimed in 1999 by the United States Department of Agriculture. lt offers a valuable opportunity for market leaders to engage with the community and build relationships with local officials and media.
At this time, I ask the council to proclaim August 3-9, 2025, as National Farmers Market Week and to recognize our Market Manager, Jessica Garner, for her leadership and dedication. a

SUBJECT: APPROVAL OF BILLBOARD TICENSE AGREEMENT
FROM:
DATE:
BACKGROUND
The City of Tehachapi owns billboards located on airport property described in Exhibit "A" of the attached agreement. The billboards present an opportunity for local businesses to advertise and a revenue stream for the Tehachapi Airport.
The attached License Agreement grants Vital Signs of Bakersfield permission to install advertisements on the City's billboards, contingent on prior approval and permitting by the City. The agreement ensures that all advertisement installations will meet safety and legal standards, be approved on a case-by-case basis, and be covered by appropriate liability insurance.
The City has been in need of alternate billboard installers due to availability and scheduling limitations with previous vendors. This agreement helps address that need by establishing a formal process with a qualified party. Additionally, the Licensee is responsible for indemnifying the City against all claims arising from use of the billboards and assumes all risks associated with installation. The City retains the right to revoke the license at any time and to deny any requested advertisements.
FISCAL IMPACT
There is no direct cost to the City associated with this agreement. Advertisers will contract directly with Vital Signs for the design, fabrication, and installation of billboard advertisements.
