APPROVED
TO HONORABTE MAYOR POGON-CORD AND COUNCIL MEMBERS
FROM: ASHLEY WHITMORE, GENERAL SERVICES DIRECTOR
DATE: JUNE 11,2026
SUBJECT: 2026 CONFLICT-OF-INTEREST CODE UPDATE
BACKGROUND
Under the Political Reform Act, all public agencies are required to adopt a conflict-of-interest code. A code designates positions required to file Statements of Economic lnterests (Form 700) and assigns disclosure categories specifying the types of interests to be reported. A designated employee is an officer, employee, member, or consultant of an agency whose position is designated in the code because the position entails the making or participation in the making of governmental decisions that may have a material effect on his or her financial interest. The Form 700 is a public document intended to alert public officials and members of the public to the types of financial interests that may create conflicts of interest. 2026 Revisions:
- Addition of Lieutenant, Senior Building Official, Code Enforcement Officer I & ll, Records Coord inator/Deputy City Clerk, Community EngaBement Director, and Technology Support Sp ecia list.
- Removal of Assistant City Engineer (title does not exist) - Added Finance Director and City Treasurer to list ofthose who file directly with the FPPC

TO City Council, City Manager DArf,: JUNE 15,2026
Thomas F. Schroeter, City Attorney
SUBJECT: League of California Cities Annual Conference
The League of Califomia Cities Annual Conference will be held on September 23- 25,2026 in Anaheim. The registration fee is $675.00 and a two-night stay in the hotel is 5219.00 per night. During the conference, there will be three days ofpresentations devoted solely to legal issues facing cities and updates on cases recently decided. This is a critical leaming session for city attomeys and reduces the time and effort needed by the City Attorney to research these matters on his or her own.
My other city is being asked to contribute equally to the cost for the registration fee and one night's lodging. The City's share of the expenses would be $556.50. I would request permission to represent the City of Tehachapi at the Annual League Conference and for the City to pay up to $556.50 for my expenses.
