CALL TO ORDER at 3:05 PM: Council Member Zak Schwank
ROLL CALL: Council Member Jessica Alexander and Council Member Zak Schwank PUBLIC COMMENTS—None

COMMITTEE BUSINESS

1. Quarterly Event Review (at the request of Council Member Schwank) — Staff proposed an event application process and detailed proposal from private businesses or nonprofit organizations seeking independent event space at a city park or facility to apply through Community Services Special Events. This process would be available to any private business or nonprofit not eligible or irrelevant for the City's Economic Development Sponsorship process.

Special events staff will develop a proposal template for applicants with support from the city attorney, review submitted applications and present them to the Parks, Recreation and Community Services Subcommittee quarterly. The subcommittee agreed for staff to draft a template, to consider fairness of opportunity for applicants, and include location limitations. In addition to this process, the subcommittee would take the selected event proposals to council for final approval.

2. New Year's Eve Grape Drop — Staff shared the event itinerary, proposed to add a drone show and shared a potential layout to implement with the approval of a drone show. Staff took feedback from the subcommittee to consider additional event activities, drone logistics, and agreed to follow up with drone show samples and activity ideas.

3. Long Canyon Creek Skate Park Update — Staff reported that groundbreaking for the skatepark is scheduled for Wednesday, September 11 and the ribbon cutting is anticipated for November, an event date is to be determined. Staff also reported that public art is a feature to be added to the park in the future.

4. Pickleball Update — The pickleball complex is scheduled to be completed in January 2025.

Staff will monitor appropriate use of courts and provide surveillance during late hours of operation.

5. Ronald Reagan Sports Park Trails Update— Staff redefined and reissued the project description for consultants to begin submitting proposals on the City's planet bids. The request for proposal on this project will close on October 16.
