Dear Sir/Madam:
Enclosed is the Notice of Exemption for the above referenced project. In addition, pursuant to Assembly Bill 3158 (Chapter 1706) the Applicant will pay for the County Administrative fee to enable the City to file the Notice of Exemption required under Public Resources Code Section 21152 and 14 California Code Regulations 1507. Under Public Resources Code Section 21152 and 14 California Code Regulations 1507, the County is entitled to receive a $25.00 filing fee.
Also, please email a stamped copy of the Notice of Exemption within five working days after the 30-day posting to the email listed below.

Item No. 17
CITY OF TEMECULA
AGENDA REPORT
TO: City Manager/City Council
FROM: Peter Thorson, City Attorney
Randi Johl, Director of Legislative Affairs/City Clerk
DATE: August 11, 2026
SUBJECT: Receive Status Update on the City's Efforts to Oppose the San Diego Gas & Electric Golden Pacific Powerlink Project and Provide Information About City Impacts to San Diego Gas & Electric, California Independent System Operator and California Public Utility Commission
PREPARED BY: Peter Thorson, City Attorney
Randi Johl, Director of Legislative Affairs/City Clerk
RECOMMENDATION: That the City Council:
1. Receive a status update on the City's efforts to oppose the San Diego Gas & Electric Golden Pacific Powerlink Project ("Project") and provide information about City impacts to San Diego Gas & Electric (SDG&E), California Independent System Operator (CAISO), and California Public Utility Commission (CPUC); and
2. Approve public outreach as needed; and
3. Provide general direction to the staff regarding the Project.
BACKGROUND: The California Independent System Operator (CAISO) and San Diego Gas & Electric Company (SDG&E) have proposed the Golden Pacific Powerlink Project, which includes construction of a new 500-kilovolt (W) extra -high -voltage transmission line and associated facilities. As currently proposed, the project would traverse the southern portion of the City of Temecula, including the Temecula Creek corridor, residential neighborhoods, schools, parks, businesses, agricultural lands, and Southern California Wine Country.
On May 26, 2026, the City Council held a publicly noticed meeting during which representatives from CAISO and SDG&E presented information regarding the project and responded to questions from the City Council and members of the public. The meeting was attended by hundreds of residents, many of whom expressed significant concerns regarding the proposed alignment.
Following public testimony, the City Council unanimously expressed its opposition to the project as currently routed through Temecula.
On June 4, 2026, the City submitted a detailed comment letter to SDG&E and CAISO outlining the City's concerns and requesting that those issues be fully evaluated during the environmental review process required under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).
On July 14, 2026, the City Council unanimously adopted a resolution of opposition formalizing the City's position and establishing legislative findings supporting its continued participation in the environmental and regulatory review processes. The resolution did not oppose electrical reliability improvements or modernization of California's electric grid. Rather, it expressed the City's opposition to the currently proposed alignment through Temecula and urged responsible agencies to evaluate feasible alternatives that avoid or substantially reduce impacts to established communities and sensitive environmental resources. The legislative findings contained in the resolution identified numerous concerns associated with the proposed alignment, including:
Potential impacts to public health, safety, and emergency response; Increased wildfire risks within the Temecula Creek corridor; Impacts to scenic resources, community character, and Southern California Wine Country; Potential effects on tourism, agriculture, and local businesses; Potential impacts to biological resources and wildlife corridors; Concerns regarding tribal cultural resources;
Potential reductions in residential and commercial property values; Lack of meaningful public participation during the early planning stages; and The need for a comprehensive analysis of feasible alternatives as required by CEQA and NEPA.
The resolution further authorized the City Manager, City Attorney, and appropriate staff to continue participating in environmental review, retain technical and legal experts as necessary, coordinate with public agencies and tribal governments, and undertake other lawful actions to protect the City's interests throughout the regulatory process.
Today, the City Council will receive an update on the above -referenced efforts to oppose the Project. It is also recommended that the City Council approve related public engagement efforts and provide general direction as desired.
FISCAL IMPACT: There is no direct fiscal impact to receive a status update on efforts related to the Project. Should additional environmental review, regulatory proceedings, technical analyses, or legal representation become necessary, any future expenditures will be presented to the City Council for consideration through the City's normal budgetary and contract approval processes.

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.
Dear Members of the Temecula City Council,
I am writing in advance of the August 11th meeting to submit public comment on the City's herbicide and pesticide practices, as I am unable to attend and speak in person.
I respectfully ask the Council to consider and vote on the following:
1 Subcommittee appointment — Council member: Appoint Brenden Kalfus to the subcommittee, given his sustained involvement in this issue since 2025.
2 Subcommittee appointment — Resident members: Appoint Mariane Konstantaras and Ryan Trachman as the Temecula resident representatives on the subcommittee.
3 Public notification requirement: Adopt a requirement of 48-hour advance public notice prior to any herbicide application on City property, including the specific herbicide name, with the notice remaining posted for 24 hours following application.
4 Pilot program confirmation: Confirm that a pilot program for organically maintained turf will be implemented, with one park designated in each district.
Many residents — including families with young children who use these parks daily — are asking for greater transparency and safer alternatives. I appreciate the Council's consideration of these requests and hope to see them reflected in the City's policy going forward.
Thank you for your time and continued service to our community.

Dear Members of the Temecula City Council,
I’m writing ahead of tomorrow’s City Council meeting because this issue is incredibly important to me, both as a mother and as someone who cares deeply about the families in our community.
Over the past several weeks, I have been following and supporting the conversations surrounding the use of glyphosate, herbicides, and pesticides in our public spaces. I am grateful that these concerns are being heard and that we are now at a point where meaningful changes can be considered.
For tomorrow’s meeting, I am asking the Council to support the appointment of Brenden Kalfus to the subcommittee. He has been involved with this issue since 2025, and I believe that history and understanding are important as this work moves forward.
I also support the appointment of Mariane Konstantaras and Ryan Trachman as the Temecula resident representatives on the subcommittee.
One of the things that matters most to me is transparency for families. I strongly support requiring at least 48 hours of public notice before herbicides are applied on City property. That notice should tell residents exactly what product is being used and should remain posted for at least 24 hours after the application. Parents should be able to make informed decisions about when their children play at a park or use a public space.
I also strongly support moving forward with the organic turf pilot program and having one participating park in each district. Giving our community the opportunity to see how these alternatives work in practice is an important step forward.
I appreciate the work that has already gone into addressing these concerns. I hope the Council continues listening to the families who are asking for transparency, thoughtful change, and the exploration of safer alternatives in the places where our children live and play.
Thank you for your time and consideration.
Respectfully,
2 Jodi Wallace

Dear Members of the Temecula City Council,
I am writing not only as a mother and resident of this community, but also as the owner of Elise Co Family Farms, an organically managed coffee and avocado farm here in the Temecula area.
As a grower, I understand that weeds, insects, mites, disease, and other pests cannot simply be ignored.
Managing them is part of growing healthy plants and maintaining land. But I also know from experience that reaching for a chemical treatment does not have to be the first or only answer.
There is an entire science behind Integrated Pest Management, or IPM, that looks first at what is actually causing a problem, why that problem is occurring, whether it has reached a level that requires intervention, and which intervention will solve it with the least unnecessary impact.
That distinction is incredibly important.
On a farm, seeing an insect does not automatically mean we spray an insecticide. Seeing a weed does not automatically mean we spray an herbicide. We identify what we are dealing with first.
Sometimes the answer is biological.
For example, predatory mites can be purchased and released to control destructive spider mites.
Phytoseiulus persimilis is a predatory mite that feeds on spider mites and their eggs. UC Integrated Pest Management reports that an adult can consume approximately 5 to 20 spider mites or eggs per day.
Other beneficial predators include lacewings, lady beetles, minute pirate bugs, predatory thrips, and other naturally occurring insects.
These are not fringe gardening practices. Biological control is an established component of modern Integrated Pest Management.
Sometimes the answer is cultural.
Improper irrigation can weaken turf, create conditions favorable to disease, and allow weeds to establish. Soil compaction, incorrect mowing height, poor drainage, excessive thatch, nutrient deficiencies, and choosing a turf species poorly adapted to a particular location can all contribute to weed and pest pressure.
A healthier and denser stand of turf is itself a form of weed suppression.
2 Sometimes the answer is mechanical: mowing, cultivation, aeration, hand removal, mulching, pruning, or removing a localized problem before it becomes a larger one.
Sometimes the answer is habitat. Beneficial insects need places to live and food sources when pest populations are low. Flowering plants that provide nectar and pollen can help support populations of beneficial predators and parasitoids rather than creating landscapes that depend continually on outside chemical inputs.
And sometimes treatment is warranted.
But even then, IPM asks us to identify the pest, monitor its population, establish an action threshold, and choose the most targeted and least disruptive effective intervention rather than treating an entire area simply because a pest might be present.
That is why I believe it is extremely important that this advisory subcommittee include someone with professional horticultural and Integrated Pest Management expertise.
If the City is serious about reducing its dependence on conventional herbicides and pesticides, it needs someone at the table who understands how to make the alternative succeed.
That person should be able to look at a park and ask: What turf species is growing here? Is it appropriate for Temecula’s climate and this particular site? What is the soil composition? Is the irrigation schedule contributing to the weed problem? Is the turf being mowed at the appropriate height? Is the soil compacted? What pest are we actually treating? What is its life cycle? What beneficial organisms already exist there? What is the action threshold? Can biological, cultural, or mechanical controls solve the problem before chemical treatment is considered?
Those questions matter because simply removing one product without changing the management system underneath it can set an organic pilot program up to fail.
As a farmer, I would not expect someone without agricultural knowledge to walk onto my property, eliminate a tool I currently use, and then leave me without a scientifically sound replacement strategy.
The City should approach its parks with the same level of care.
There are costs associated with biological controls, additional monitoring, labor, soil improvement, aeration, irrigation adjustments, and other IPM practices. Those costs should absolutely be evaluated.
But they should be evaluated against the complete cost of the current system, including chemical purchasing and application, labor, repeat treatments, notification and closure requirements, environmental considerations, and long-term turf and soil health.
This is exactly why having horticultural expertise on the advisory body is so important. Someone needs to be capable of comparing these options scientifically and economically, not ideologically.
The City’s organic turf pilot program is an opportunity to collect real local data. Each pilot park could document baseline soil conditions, turf species, irrigation use, weed pressure, pest pressure, labor hours, material costs, biological-control costs, turf quality, and total annual maintenance cost. Those measurements could then be compared against conventionally managed parks.
We do not have to speculate about whether another system can work. We can design a good pilot, measure it, and find out.
As growers, we learn very quickly that healthy plants begin with healthy systems. You cannot continually treat symptoms while ignoring soil, water, biology, plant selection, and growing conditions.
3 I strongly support moving forward with the organic turf pilot program, increased public notification and transparency, and the appointments currently being considered. I also respectfully ask the Council to ensure that professional horticultural and IPM expertise is represented on the advisory subcommittee.
If we are going to ask Temecula to do something differently, then we should also give the City the expertise necessary to do it successfully.
Thank you for your consideration and for allowing residents, parents, growers, and professionals to contribute to this conversation.
Respectfully,
Jodi Wallace

Dear Members of the Temecula City Council,
I am writing in advance of the August 11th meeting to submit public comment regarding the City's herbicide and pesticide practices, as I am unable to attend and speak in person.
I respectfully ask the Council to consider and vote on the following:
1. Subcommittee appointments — Resident Members: Appoint Mariane Konstantaras and Ryan Trachman as the Temecula resident representatives on the subcommittee, ensuring that residents and families who regularly use City parks have a meaningful voice in the process.
2. Public notification requirement: Adopt a requirement for at least 48 hours' advance public notice prior to any herbicide application on City property, including the specific location, date and approximate time of application, herbicide/product name, and purpose of the application. Notice should remain posted for at least 24 hours following application.
3. Pilot program confirmation: Confirm that a pilot program for organically maintained turf will be implemented, with at least one park designated in each Council district, and establish a clear timeline for implementation.
4. Pilot program evaluation and public reporting: Establish clear criteria for evaluating the pilot, including maintenance requirements, costs, turf quality, water use, effectiveness, and resident feedback, with the results reported publicly to the City Council following the pilot period.
5. Prevention and reduced-chemical alternatives: As part of the pilot and ongoing parks maintenance practices, evaluate integrated pest-management strategies and non-chemical alternatives that can reduce the need for herbicide and pesticide applications wherever reasonably feasible.
Many residents, including families with young children who use these parks and playgrounds daily, are asking for greater transparency, meaningful resident participation, and a thoughtful evaluation of alternatives that can reduce reliance on chemical applications.
These requests are intended to establish a transparent and measurable process that allows the City and residents to evaluate what works best for our parks and community, while also considering responsible maintenance practices and the City's operational needs.
I truly appreciate the Council's consideration of these requests and hope to see them reflected in the City's policies and practices going forward.

Thank you kindly for adding my comment to the record for this item Item 18: Consider Creation of Ad Hoc Subcommittee Related to Citywide Herbicide/Pesticide Application and Appoint Two Subcommittee Members to the Same 8/11/26
Honorable Mayor Alexander and City Council and Staff,
I wanted to encourage you to not be daunted by the task ahead.
Many states and cities have already paved the way for implementing successful Integrated Pest Management systems with elimination or marked reductions in synthetic herbicides/pesticides.
15 states have enacted some form of changes to their use of synthetic herbicides.
New Jersey is the only state with ordinance to reduce or eliminate all pesticides.
Miami has banned all use of glyphosate.
Reno has started a pilot program for eliminating pesticides.
Even where I lived in Tucson, AZ, I was surprised to learn has required all products to be organic for weed control within the city property.
2 I am very impressed with Irvine’s pioneer IPM program impacting all city parks which includes a comprehensive organic landscaping policy that was proposed in 2016 and has won recognition by the CA Dept. of Pesticide Regulation.
They have annual audits and publish their findings which is very detailed including they used less than 1600 oz. of 2 types of Round Up for emergency purposes only. This is a wonderful level of accountability and transparency I would like Temecula to have.
The Irvine Landscape Maintenance Division can be reached directly at 949-724-7600 And their 2025 Integrated Pest Management Program Annual Report is published in the city website https://cityofirvine.gov/sites/default/files/legacy-documents/ipm- report-2025.pdf
They even have published where to drop off hazardous pesticides drop off accessible through a private waste management company through OC Waste & Recycling City collection center.
In terms of a proposed structure to the program I recommend 5 components:
Findings & Definitions:
Establishes the environmental, public health, and legal rationale for the policy. It explicitly defines organic standards using
USDA National Organic Program (NOP)
and Organic Materials Review Institute (OMRI)
guidelines.
3
Set Core Policy & Application Hierarchy:
Restricts synthetic inputs and establishes a mandatory choice hierarchy. It ensures workers prioritize design and mechanics over simply swapping synthetics for organic bio-herbicides.
Draft a plan such as Three-Year Phased Implementation:
Prevents operational failure by splitting the rollout. It focuses first on high- exposure child areas, then expands to athletic turf, and finishes with open-space right-of-ways.
Add an Emergency Exemption Protocol:
Protects public safety by leaving a strict, transparent escape hatch for severe fire-fuel build-ups or structural threats.
Vendor Compliance & Public Oversight:
Mandates that future municipal landscaping RFPs legally bind contractors to these rules. It also creates a staff IPM Coordinator role to file public accountability reports annually.
Although it will cost more up front, it will ultimately benefit the quality of life for the residents of Temecula and set us on a path for the enjoyment of public spaces without worry for future generations! I am delighted to hear you will be making the first major steps today into designating an ad hoc committee on this issue.
I want to leave you with a powerful quote from Rachel Carson, the starter of the environmental movement and author of Silent Spring:
“Man is a part of nature, and his war against nature is an inevitable war against himself”
4 Thank you very much for moving forward and doing right by the community!

Respectfully,
Amy

Dear Members of the Temecula City Council,
I have been a resident for 18 years in Redhawk. My father passed away from cancer and I am advocating for a pesticide free community for Temecula. At my own home, I do not spray chemicals for weed abatement or pests that is not natural and organic based. We have alternatives for a safer Temecula. A pilot program is a great start.

Dear Members of the Temecula City Council,
My name is Kristen Stratton and my husband, three children, and I have been residents of Temecula since 2014. We love this community and proudly support it through our community service and advocacy efforts on behalf of the families with children with disabilities. The city of Temecula and the entire Temecula Valley, largely based on its history of affordability and educational programs, has attracted many families with children and adults with disabilities over the decades and become a thriving community within the city.
This means that any threats to the sustainability, stability of infrastructure, and safety of our community will heavily and significantly impact those most vulnerable in our community. I ask you to consider the needs of these individuals when you vote as I do not believe they receive enough time, attention, and representation from our elected representatives.
I am writing in advance of the August 11th meeting to submit public comment on the City's herbicide and pesticide practices, as I am unable to attend and speak in person.

Subject:Public Comment for August 11, 2026 City Council Meeting — Support for Pesticide/Herbicide Subcommittee with Deferred Appointments CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.
Dear Mayor and Members of the Temecula City Council,
I am writing to submit public comment regarding the proposed subcommittee addressing herbicide and pesticide practices in Temecula.
I strongly support the creation of a subcommittee to examine the City’s current practices, increase transparency and accountability, evaluate opportunities to reduce unnecessary chemical use, and determine whether safer and effective alternatives can be implemented.
However, I respectfully ask the Council to separate the vote establishing the subcommittee from the appointment of its resident members.
I appreciate the significant amount of time, advocacy, and community engagement that members of Toxin Free Temecula, including those currently being recommended for appointment, have contributed to bringing this issue before the City. My concern is not with their right to participate or with their commitment to the issue. Rather, I believe that establishing a formal City advisory body warrants a transparent selection process that considers the qualifications, perspectives, and expertise necessary for the subcommittee to succeed.
For that reason, I recommend that the Council:
1. Vote to establish the subcommittee now, while postponing resident appointments to a subsequent meeting.
2. Place a City Council member in a leadership role on the subcommittee to provide governmental accountability, continuity, and a direct connection between the subcommittee’s recommendations and the Council.
3. Open the resident positions to nominations or applications, allowing the Council to evaluate prospective members before appointments are made.
4. Include or formally consult a qualified scientific or technical subject matter expert.
Ideally, this would be someone with relevant expertise in areas such as toxicology, environmental health, pesticide science, horticulture, agronomy, soil science, or a closely related discipline.
Community advocates provide an important perspective, but advocacy should be complemented by technical expertise capable of evaluating the complete body of
2 evidence. Questions involving pesticide exposure, toxicity, environmental persistence, turf management, recycled water, soil health, public health, efficacy, and viable alternatives are complex. The subcommittee will be considerably stronger if its recommendations are grounded in both community concerns and rigorous scientific evaluation.
I would also encourage the Council to structure the subcommittee so that evidence can be considered even when it challenges the assumptions of either side of this issue. The objective should not be to assemble a body designed to reach a predetermined conclusion. It should be to determine, based on the best available evidence, what practices produce the safest and most effective outcomes for Temecula residents and the environment.
I support examining advance notification requirements for herbicide applications, greater disclosure regarding products being used on City property, and pilot programs evaluating alternative landscape-management practices. These are reasonable issues for the proposed subcommittee to investigate and develop recommendations around.
I want this effort to succeed. Establishing a transparent selection process, maintaining Council oversight, and incorporating relevant scientific expertise would give the resulting recommendations substantially greater credibility and help ensure that whatever policies Temecula ultimately adopts are defensible, evidence-based, and sustainable.
Thank you for your consideration and for your service to our community.
Respectfully,
Dr. Jessie Virga
Temecula Resident
