PUBLIC COMMENTS—AGENDA ITEMS
The following individual(s) addressed the Subcommittee:
• Richard Leigh (Item#2) • David Pinkerton (Item #2)
COMMITTEE BUSINESS
1. Frog Parking Data Analysis Demonstration (LR22-0857) - Presentation by City Staff on the Frog Parking analysis showed most Old Town visitors park for one hour or less (primarily at the Civic Center garage), though several areas exceeded 85% utilization during the month. Staff must analyze adjacent lot availability when a lot crosses the 85% threshold and include a weekend parking analysis in future updates. The subcommittee also requested that staff clarify that each garage sensor tracks up to six spaces (not a 1:1 ratio) and to consider turning off sensor lights for spaces reserved for city vehicles.
2. Old Town Private Paid Parking Lots (LR25-0295) - Staff presented the results of their engagement efforts with Old Town Temecula business and property owners, finding lingering concerns such as costly fines, rigid payment options, confusing signage and zero grace periods. They also noted a disagreement on the topic between some property owners and business operators. Two public speakers voiced support for keeping the paid parking system. The Subcommittee directed staff to draft a paid private parking ordinance based on recent community outreach, with added rules for facilities sharing access with public city lots. Staff was also directed to draft the ordinance and present it to the respective subcommittees for review..
3. Old Town Outdoor Live Entertainment Program (LR26-0350)- Staff proposed a one-year extension of the Outdoor Live Entertainment Pilot Program (LR26 0350) for the Old Town Downtown Core District. The program allows outdoor entertainment but bans DJs
and percussion instruments. The Subcommittee recommended extending the program's sunset date to September 22, 2027, to continue supporting local businesses and boosting economic activity. Additionally, staff was directed to update the program language to require businesses to resolve any outstanding code violations or fees to remain compliant.
