budget is finalized. Also shared that the City's summer programs, including Concerts in the Park, will begin soon.
12. UPDATE FROM CITY ATTORNEY - Addressed Council's question regarding helmet requirements for e-bike riders. He reported that, under the State Vehicle Code, minors are already required to wear helmets on all three classes of e-bikes.
He noted that a local helmet ordinance for minors would be preempted by state law and would not add enforceable requirements, emphasizing that the issue is enforcement of existing state law rather than the creation of a new one. He added that the City may, however, regulate where e-bikes can be operated-such as requiring riders to walk e-bikes in certain commercial areas or near schools—if supported by a clear safety rationale. Mayor Man requested that City Manager Cook explore potential local e-bike operating regulations and return with options for discussion at the next City and School District Standing Committee meeting.
