6. Affordable Housing
Development
1) Maintain a list of interested affordable housing developers and conduct a developer workshop every other year or when sites become available. Provide information on opportunity sites (available for sale or partnership with owners) to interested developers.
2) Explore available County, State, and Federal housing funds and pursue funding as appropriate to further the City’s affordable housing goals. 3) A PLHA grant was provided to the Housing Trust Fund of Ventura County for the State's Local Housing Trust Fund match in FY 2021-22. The City will pursue applicable future funding whenever available to contribute to the Housing Trust Fund.
4) Conduct a Financial Feasibility Analysis and Nexus Study in order to update the inclusionary housing ordinance with the goal of facilitating construction of affordable housing as part of projects, evaluate possible incentives and present an evaluation of updated in-lieu fee and linkage fee by 2023. Two significant Requests for Proposals (RFP) to develop affordable housing and one RFP for a homeless navigation center with modular homes in Thousand Oaks occurred in 2022.
City purchased a propoerty located at 384 North Erbes Road in 2021 for $10 million. On 11/1/2022, City selected a non-profit affordable housing developer, People's Self-Help Housing through an RFP process to develop the property with a 78-unit for-sale townhome project, together with a housing land trust to condition the units as affordable housing in perpetuity.
On 9/8/2022, the City in partnership with the County of Ventura, affordable developer Shangri-La, and Step Up on Second was awarded a $27 million State HCD HomeKey grant to acquire, rehabilitate, and convert a motel to create 77 extremely low income permanent supportive housing units. City contributing $1.8 million from its Housing Successor Fund budget and waiving multiple permitting fees estimated at an additional $25,000. The County of Ventura has committed a total of $6.6 million from multiple funding resources. Conejo Valley Recreation and Park District has agreed to waive $952,875 in Quimby Fees in support of the project.
On 12/6/2022 City Council selected development team: Dignity Moves, Hope of the Valley Rescue Mission, and Many Mansions to develop, lease, and operate a Navigation Center with 30 modular non-congregate year-round emergency shelter on City owned property located at 1205 Lawrence Drive.
The County of Ventura continues to administer the for the City of Thousand Oaks the HOME and PLHA funding programs. City expects in 2023 developers will be requesting funding to assist with the affordable housing developments in Thousand Oaks.
In April 2022, through and RFP process the City selected Keyser Marston and Associated to conduct a Financial Feasibility Analysis and Nexus Study in order to update the inclusionary housing ordinance and non-residential linkage fee.
7. Zoning Code

1) Complete Zoning Code amendments outlined above to expand the variety of housing types and remove governmental constraints by December 2023. 2) Each June, annually review the Zoning Code for compliance with State law and identify potential constraints and amend the Zoning Code as necessary.

Interagency Task Force to

Homelessness
1) Assist 50 homeless/at-risk homeless persons over eight years, with the goal to assist six persons annually.
Assess annually in June. County of Ventura is constructing 70 new affordable housing rental units and rehabbing 27 rental units to meet habitability standards for those experiencing homelessness or at risk of homelessness.

1) Assist 4,000 special needs and homeless/at-risk persons over eight years, with the goal to assist 500 persons annually.
Assess annually in June. CDBG funds provided shelter or services to 186 persons who were homeless and provided supported services to 78 persons at risk of homeless. 2,152 non-homeless lower-income City residents were also provided supportive serves.
Ventura County Behavioral Health and the Health Care Agency’s Whole Person Care team is expanding supportive services to 22 additional PSH clients in Thousand Oaks.
10. Residential Resale

1) As funding permits, consider reinstating inspections on resale properties. Ongoing The Residential Resale Housing Program is currently being restructured and the City will provide a program update in next year’s report.

1) Continue to provide assistance to mobile home owners for rehabilitation with the goal of assisting 80 lower income households over eight years. 10 households annually CDBG grants provided rehabilitation assistance to 16 lower income seniors owner- occupied mobile home units.

The City continues to monitor the affordability on 1,030 apartments units and 50 single family units. There are 537 HUD Section 8 vouchers in Thousand Oaks managed by the Area Housing Authority of the County of Ventura. The 40 at-risk affordable units at Arroyo Villas has 40 HUD Section 8 tenant vouchers and units continue to remain affordable.
Information on ADU grants posted on the City’s dedicated ADU web page. About 30 flyers are printed monthly and available at the Planning public counter.
CDBG grants accomplished rehabilitation of 43 affordable rental units at Los Arboles apartments and 100 affordable rental units at Shadow Hills apartments.
14. Fair Housing Outreach
and Enforcement
1) Coordinate with County regarding the 2020 AI recommendation to expand scope of contract services for fair housing services and testing. 2) Host an annual fair housing seminar to increase public awareness of fair housing laws and services, conducting increased outreach to neighborhoods that are impacted by low and moderate income concentration, displacement risks, and disproportionate housing needs.
3) Ensure HRC icnludes outreach and education of the State's new laws for Source of Income Protection.

16. New Opportunity in
High Resource Areas
1) Adopt Zoning Code update to implement General Plan 2045. Specifically, ensure a variety of housing types can be accommodated, including but not limited to cohousing, live/work, senior housing, and assisted living, among others.
2) Update the City’s inclusionary housing and linkage programs. If in-lieu fee is collected, consider establishing priority for funding to address extremely low income and special housing needs and first right of return for displaced residents.
3) Adopt objective standards that define all housing types. 4) Support funding applications by developers for projects with 20% affordable housing in the lower income categories citywide by deferall of processing and certian impact fees until project occupancy.
5) Promote housing mobility and housing access to areas of high resources by:
a) Adopting the Land Use Element Plan which creats a new category of Mixed- Use; and b) Allocating lower income RHNA units in mixed-income developments using the Mixed-Use designation in areas with high resources; c) Exploring options for incentivizing housing development for all income levels at the Oaks Mall site by Fall 2025.

In April 2022, through an RFP process the City selected Keyser Marston and Associated to conduct a Financial Feasibility Analysis and Nexus Study to update the inclusionary housing ordinance and non-residential linkage fee. The Inclusionary Housing Ordinance program is anticipated to be completed in 2023.
Objective standards that define all housing types were adopted in 2022.
Program updates for the additional program objectives will be provided in 2024 upon adoption of the new General Plan and in 2026 upon completion of the comprehensive zoning code update.

Improvement Program
1) Encourage residents from low and moderate income neighborhoods and areas impacted by disproportionate needs and displacement risks to participate in the decision-making process through appropriate boards and commissions.
Continue to expand outreach through social media posting and communicating directly with various groups, such as the City's Youth Commission, to encourage participation in the decision-making process.
2) Coordinate with the City's Public Work's Department to prioritize areas identified as low resource an sensitive communities in the implementation of the Active Transportation Plan, Local Road Safety Plan, ADA Transition Plan, and capital improvement projects.
3) Update the General Plan Mobility Element to include policy direction towards multimodal improvements/Complete Streets standards for Mixed Use Areas. 4) Adopt objective standards that include open space amenities for younger children in projects of 25 units or more, and general use/open space amenities for teenagers and younger childres in projects of 100 units or more. 5) Prioritize projects in low and moderate resource areas for affordable housing by non-profit developers.
6) Continue to partner with the County of Ventura on financial resources for homeless supportive services and affordable housing development.

To assess the community needs of lower-income Thousand Oaks residents and households, the City conducted an assessment from November 2022 to January 2023.
Affordable apartment managers distributed notices to over 1,000 households in Thousand Oaks. City provided notices via announcements on the City’s website and social media, through a legal notice published in the Ventura County Star newspaper, and through a prominent display ad in the Thousand Oaks Acorn free newspaper.
The General Plan Mobility Element is being prepared and will be released for public review in Spring 2023, with adoption of the new General Plan anticipated for Fall 2023.
The adopted objective standards are being used to evaluate all new residential projects of two or more units.
Additional updates for this program will be provided in 2024.
18. Tenant Protection and
Anti-Displacement
1) Establish a requirement for developers to create an Affirmative Marketing Plan for affordable units.
2) Explore feasibility of linkage fee exceptions for mixed-use projets if project does not increase square footage as an anti-displacement strategy (would apply to redevelopment of sites with existing commercial or for any mixed use development).
3) Continue supporting businesses located within the Thousand Oaks Boulevard Specific Plan.
4) Promote the City's Economic Development Division through newsletters and social media as the point of contact for small businesses to get assistance and provide resources.
5) Increase visibility of the jurisdiction's small business assistance programs through the City's monthly economic development newsletter and social media platforms.
