1. Authorize staff to advertise the 2023 Sidewalk and Concrete Replacement Program (MI 2557) for construction bids.
2. Find that the Project is Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to 14 CCR 15301.
FINANCIAL IMPACT:
No Additional Funding Requested. Minimal staff time and costs to advertise for bids is included in the Adopted FY 2022-23 Gasoline Tax Fund Budget. $400,000 is included in the Adopted FY 2022-23 Streets Capital Improvement Budget (MI 2557). Estimated total project cost is $395,000.
BACKGROUND:
The Public Works Department maintains 600 miles of sidewalks, curbs, and gutters along 380 miles of public streets Citywide. Sidewalks, curbs, and gutters can be damaged by mature tree roots or poor subgrade conditions. Repair or replacement of concrete sidewalks, curbs, and gutters provides for safer pedestrian travel and improves street drainage. To minimize ongoing future damage to sidewalks from trees, root barriers are installed at the base of each tree when concrete repairs are completed.
To improve the efficiency of this program, the City has been divided into four quadrants, with sidewalk repair inspections performed in one quadrant of the City at a time (Attachment #1). Staff utilizes a three-point grading system that rates the

5 severity of defects and records the needs for asphalt, sidewalk, and curb and gutter repair and/or replacement. Priority is given to the areas with higher pedestrian traffic, schools, public facilities, and connecting walkways.
The City has completed the high-priority repair work in Quadrants 1 and 3, through the previous repair program in 2022. The 2023 Concrete Replacement and Sidewalk Repair Program (MI 2557) will cover the current high-priority repair work needed in Quadrants 2 and 4, near Erbes Road and La Granada Drive (Attachment #2).
This year’s project is expected to repair approximately 6,000 square feet of concrete sidewalk, six driveway approaches, and 500 linear feet of curb and gutter.
The work also includes reconstructing 3,000 square feet of cross gutter and spandrel at the intersections of Erbes Road and Hood Drive, La Granada Drive and Hood Drive, La Granada Drive and Drake Drive, and Hood Drive and Kent Court. The above reconstruction will accommodate residents’ access to the school and the park in the neighborhood.
