Why Study
Transit
Integration?
• Initiated by Commission in
summer 2020
• Impact of pandemic on transit
and ridership falling previously
• Challenges facing transit have
only increased
3 TIES Background & Process
• Similar study previously in 2010-2012
• Some changes followed, including formation of GCTD and ECTA • Current study began in 2021
• Examined data about every transit service in Ventura County • Held operator working group sessions
• Interviewed Commissioners
• Interviewed staff and city managers
• Collaborated with "Coordinated Services Plan"
• Focus group outreach for critical rider groups

What are
the Issues?
M
161
161
• 9 different operators that do
not form a strong regional
network - hard to get from
city to city
• Differing policies
• Increased costs, driver
retention issues
5 Recommended Actions/Strategies
• Improve financial resilience by coordinating administrative functions
• Centralize demand-response call-taking and scheduling • Align rider policies, fares, and eligibility
• Standardize surveying, marketing, and online presence Ventura Transit Integration & Efficiency Study N
3 4/25/2023
Approach to Alternatives
• Created three scenarios ranging from
• Mostly collaborative - Alternative 1
• Partial consolidation along functional boundaries - Alternative 2 • Full consolidation to a county-level agency - Alternative 3 • Comparison:
• Alt 1 - least benefit for cost efficiency, protects city revenues for transit and roads
• Alt 2 - most balanced, potentially expensive (creation of 1-2 new agencies), protects some city revenues for transit and roads • Alt 3 - greatest potential for administrative cost etticiency and increases revenue to transit through TDA, but has negative effect for some city budgets
Ventura Transit Integration & Efficiency Study GN
Issues and
Concerns
• Funding - uncertainty, loss of
funds
• Potentially harder to respond
to community needs
• Don't want any service to be
reduced
4/25/2023
Next Steps
• Present to agencies
• Solicit public input
• VCTC to conduct regional Short Range Transit Plan, which will include TIES strategies
Future Steps
• Collaborate with represented groups
• Staff begin implementing "low-hanging fruit" actions
• Stakeholders develop working groups (finance, operations, etc.) and legal counsel to proceed based on adopted alternative
