3. Find that this action is not a project as defined under the California Environmental Quality Act.
FINANCIAL IMPACT:
$121,340 Increase to Adopted FY 2022-23 Wastewater Fund Budget. $121,340 increase to the Adopted FY 2022-23 Wastewater Fund Budget is requested for purchase of trailer mounted jetter equipment.
BACKGROUND:
The City’s Municipal Service Center (MSC) provides regular maintenance and repairs to the City’s wastewater infrastructure and requires essential equipment to conduct these important maintenance services. The MSC currently utilizes two combination hydro trucks to maintain wastewater sewer lines and respond to various types of emergency calls to remove blockages within the City’s right-of- way. Work typically includes removal of debris, roots, and grease from wastewater lines and the clearing of clogged lines. The width and overall large size of the hydro trucks limit their use in the canyon areas.

1 A trailer mounted jetter will allow staff to maintain wastewater sewer lines in limited access and hard-to-reach areas around the City’s wastewater service area, including several mainline and lateral easements between properties, as well as at golf courses and other similar areas. The purchase and use of this specialized equipment will assist the Wastewater Division to augment the cleaning and maintenance practices on infrastructure that is aging and address deferred maintenance in these locations.
DISCUSSION/ANALYSIS:
Pursuant to Thousand Oaks Municipal Code (TOMC) Section 3-10.203(b), the City may “piggyback” onto, or join an existing written purchase contract obtained through a competitive bidding process prepared and awarded by another local, state, or federal government agency. The City partners with Sourcewell, which provides public sector procurement services nationwide and streamlines the required purchasing process to assist government agencies in obtaining compliant competitive bids on supplies and materials. All cooperative purchasing contracts from Sourcewell were competitively solicited and publicly awarded by a government entity acting as the lead agency. On October 12, 2021, Sourcewell published a Request for Proposals/Qualifications (RFP/Q) for Sewer Vacuum, Hydro-Excavation, and Municipal Pumping Equipment with Related Accessories and Supplies, which allows other agencies to award a contract at the same prices, terms, and conditions. On November 24, 2021, Sourcewell awarded the contract to Sewer Equipment Co. of America (Dixon, IL) for a contract term of four years, ending on November 29, 2025 (Attachment #1). Nixon-Egli Equipment Co. is the local authorized distributer for Sewer Equipment Co. of America.
Piggybacking on a larger contract generally affords better pricing based on their aggregate purchasing volume. Under the Sourcewell contract, the City will receive a discount of three percent off the published list price that will equate to a total savings of $2,971.26 (Attachment #2).
This action is not a project as defined under the California Environmental Quality Act because this action will not result in a direct or foreseeable indirect physical change in the environment.
The efficient upkeep of the City’s sewer system is essential to public safety and the protection of infrastructure. For these reasons, staff recommends the purchase of one Mongoose Trailer Mounted Jetter.
