To Whom This May Concern:
As Thousand Oaks begins to draft its municipal law for district elections, the drafters of the code need to carefully craft residency requirements and ongoing monitoring to account for unusual circumstances.
See the link to a VC Star article below about a problem that has developed in Ojai from a poorly crafted municipal law.

I don't generally write to the to City Hall on issues, and district elections for City Council members doesn't seem to be the worst idea that has been brought up recently. I attended the City Council meeting last week on the topic just to hear the conversation in person. I just grow weary of how the decision making process seems to be happening. I get it that there are Federal Guidelines regarding elections and the State in it's wisdom has written it's own version - but in the rush to not waste money on litigation and be in compliance according to some orchestrated timetable - when do we pause to say - does this make sense for us? Will we be getting the best qualified people in place to help run our City? Before the letter requesting this change arrived - was there a groundswell of angst on the part of the City Council - that they weren't doing all they could to represent the needs of the city? The State requirement seems inequitable - that one person - whether for their own political advancement or not - can make the request for this change - and the rest of the citizens must comply. I understand the school district and the park department have already gone down this path, so maybe it's inevitable that City Council seats follow suit. I just wonder how something that divides the city helps make us a better city. I would love to hear success stories of cities that have obeyed the State's idea - and wished they had done it sooner.
Change for the sake of change isn't necessarily progress. That the lawyers and the mapmakers are excited that every municipal entity in the state will have to comply eventually with this concept - doesn't confer any sense that we're on the right path. As one writer to the local paper who stated she was a member of a protected class, found it offensive that a districting attempt to group protected class people together assumes that protected class individuals all vote the same. I can see her point. Why only one letter making the request - if it's that big of an item within the city? Treat the people of the City fairly and justly, like you want to be treated yourself - and a lot of this takes care of itself.
Where those lines are drawn that will divide our city in this regard only really matter to those with a special interest.
I just don't want this initiative to take away from the good work that is being done and to the wonderful city that I call home.
Thank you,
Brian Duffy

RE: District Elections
May 22, 2023
Good Morning,
While I don't agree with the need to divide a city this size into smaller election zones, I understand the motive and support the decision-makers.
However, to have separate voting districts for each of school, park, and citywide elections is unnecessarily complicated and confusing. I urge the City Council and election officials to create one, fair, representative set of four or five neighborhoods for all elections. We need to make it easier for citizens to make good voting decisions, three sets of districts makes it harder. We all have a stake in citywide government, regardless of where we live.
Decisions that affect schools and parks in Sunset Hills and Westlake affect the people in Newbury Park and vice-versa.
Thank you for your consideration.

Dear Districting Team:
Please be advised that the proposed Orange, Yellow, and Green Maps published today (6/12/23) divide the TO Downtown Business District into separate districts which is problematic. We propose the following map which gives each current councilmember their own district, conforms to the allowable population per district, and keeps the Core Downtown Business District in one central district.

Good afternoon,
I am reaching out to express my disapproval for maps 101, 106, 108, 109, and 111. From my understanding these maps place the Borchard plot (the one being discussed for the general plan) in a different district than my district. I am less than a mile away from the plot, and will be directly affected by the development.
My children go to/ will be going to EARTh'S Elementary and the already busy morning drop off would become even more problematic if there was an influx of more than single family dwellings.
I feel the maps above directly remove my voice from voting for an individual who has my interests regarding this topic.
Please consider the voice of those who live directly next to the plot when choosing a map for district elections.
Thank you,
Stephanie

As a citizen, voter and taxpayer residing of Newbury Park, I have reviewed the maps being submitted/considered for redistricting. I find Maps 101, 106, 108, 109 & 111 as not acceptable as this, once again, marginalizes the residents of Newbury Park who will be most affected by development of the Borchard Parcel.
It seems quite obvious on some of these maps what is being attempted by those who do not reside in Newbury Park. Please stop the games and treat us with fairness and respect and allow our voices to be heard.

To whom it may concern,
As a resident of Newbury Park I would like to respond to re-districting maps stating proposed Maps 101, 106, 108, 109 & 111 are not acceptable as this marginalizes the residents of Newbury Park who will be most affected by any development of the borchard parcel.
These proposals seem to specifically alter the natural divide of the 101 freeway to incorporate this parcel into a different district than where Newbury Park residents live thus affecting our ability to provide input to the development of Newbury Park.

This is blatant discrimination by the city council. This doesn't seem like something that would happen here, maybe Texas, Florida, Alabama, Mississippi, yes, but not here in Thousand Oaks, California. Newbury Park is a lovely community. I realize you want to sell the parcel of land at Borchard to developers and have them build a 1,000 + apartment complex which would increase the amount of traffic and congestion in the connected neighborhoods. I realize you look at Newbury Park as an unwanted stepchild, but this is home for us and our neighborhoods that you want to congest with thousands of additional automobiles at that intersection. You'll lower our property values, and change what we love about the community we live in. Let's make Newbury Park better not worse. There are other options and open areas in Thousand Oaks, maybe closer to one or more of you that sit on the city council. Put yourself in our shoes, I don't think you would want it to happen in your neighborhood. Knowing we don't want this done, someone has convinced you to redraw our districts and change voting rights. Hopefully, you'll be strong enough to say NO to developers, stop redrawing the district map and changing voting laws to benefit the developers and those that sit on the city council. You were hired to do a job that's best for all the residents of your community not for big corporations. You should be ashamed of yourselves.
Kind Regards,

I am extremely concerned about the various redistricting map proposals.
Maps #101, #106, # 108, #109, and #111 are not acceptable because they marginalize the very people who are most affected by the development of this parcel. The people affected deserve fairness, something these maps take away.

Dear City Council Members,
Maps 101, 105, 106, 107, 108, 109 & 111 are not acceptable as they marginalize the residents of Newbury Park who will be most affected by the proposed development of the Borchard parcel.
The new Newbury Park District should include this property.

Hello City Council Folks,
Maps 101, 105, 106, 107, 108, 109 & 111 are not acceptable to me and likely most other residents of Newbury Park.
Why has that little triangle been delineated outside of the rest of Newbury Park on the south side of Hwy 101? What sense does that make, especially in Maps 106 & 111 while the rest of that 857 population zone is included in Area 1?

Maps 102, 103, 104, 110 and all the NDC maps are acceptable to me.
Thanks & Regards,

I must say Maps 101, 106, 108, 109, and 111 are unacceptable for redistricting. More specifically, the upcoming elections will have a strong impact on the future revisions to the general plan. Revisions of that general plan will have a massive impact into the vision of Newbury Park, which unfortunately, as the mentioned maps are drawn, will not be a vision that Newbury Park residents will have much input into.
Borchard Park and Rancho Conejo are indeed part of Newbury Park and need to be included in any maps that are drawn. Deer Ridge also considers itself part of Newbury Park. Who the heck drew these very, incredibly slanted bizarre maps? It’s actually quite strange that the properties around Newbury Park that even say “Newbury Park” on the map are not included in that district. This needs to be corrected so it is not so blatantly dishonest.
I live off of Los Vientos in Casa Conejo – we are most definitely Newbury Park—our kids went to NPHS and our zip code is 91320 – NP.
Very truly yours,
Wynter Barker,

Good Morning
I am very disappointed in several maps. Maps 102,106,108,109, and 111 carve out the vacant lot off of Borchard and Michael. This area should be included with surrounding areas on the south side of the 101 freeway Anything built at this site will have relation to the surrounding areas on the south side. The freeway cuts this area off from the north side and issues that arise will be associated with the south side.
There are two reasons:
1. Looking to when this area is developed, future relationships will be enhanced with residents and businesses.
Please do not separate the future.
2. Today, separating this area from the residents most impacted by this area. When this area is developed it would be best to hear from the ones who have to live with this every day.
Thank you,
Kathy Wagner

To Who It May Concern:
As a concerned citizen of Newbury Park I am submitting this mail to let the city know that Public Maps provided on your website (Maps 101, 106, 108, 109, 111) are unacceptable. These maps marginalize the residents of Newbury Park whom would be the most impacted by the proposed development of the Borchard Parcel.
The proposed district boundaries of these maps clearly show that the Borchard Parcel resides in Newbury Park and should therefore be mapped within the boundaries of Newbury Park district.
Once the parcel is reassigned to the Newbury Park district the maps would be acceptable.
Also the proposed Map 108 was submitted by Nat Fara whom I know is the spouse of Shawn Moradian. This seems to be a conflict of interest and understandably be most conducive to her husband's project.
Also Map 106 submitted by Josh Wright seems suspiciously close to the writing of Nat Fara's Map 108 proposal.
That in itself seems a bit illegal regardless even if she has permission....why wouldn't Josh submit his own proposal.
Regards,
Maria Shaw

-Map 104 seems fairest.
-Any map which removes the Borchard Parcel from Newbury Park south of the 101 is unacceptable to me.
-The Borchard Parcel & NP south of the 101 are in the same “community of interest” & the voting rights act requires that communities of interest remain together.
-Splitting out the Borchard Parcel disenfranchises the residents of NP who will be most affected by development of that property.

19 Opposition to Unfair Redistricting
Sent: Tuesday, June 20, 2023 at 2:16 p.m.
My husband and I purchased a home in Casa Conejo two summers ago and we love the quaint small-town feel and safe community. We look forward to raising our two kids here (ages 1 and 3.)
I am deeply concerned about some redistricting maps that members of our community have recently brought to my attention. It appears that the Borchard parcel which is the subject of a potential new development may be removed from the district that would be most affected by the drastic change. This is unacceptable.
Please do not allow Newbury Park to be disenfranchised in this very important regard. My husband and I are both attorneys for the County of Ventura (I took a year break but am starting back in August) and we are very invested in this community and hope to stay here for decades to come.
I support proposed map 104 and strongly oppose all maps that exclude the Borchard wetland parcel. Please adopt a fair voting map.

The future of the “Borchard Property” is the utmost concern of those citizens living contiguous to the property in the Casa Conejo and Cameo Tracts.
So how can it be that at least five of the proposed district plans do not include those citizens?! This is a travesty plain and simple. These plans need to be rejected and it’s imperative in the name of fairness the only plans that should be considered must include those most impacted by proposed changes- those citizens in Cameo and Casa Conejo tracts.
We will be watching this carefully as the citizens in this area are not going to roll over.

The Borchard Parcel & NP south of the 101 are in the same “community of interest” & the voting rights act requires that communities of interest remain together.
Splitting out the Borchard Parcel disenfranchises the residents of NP who will be most affected by development of that property. The voting rights act seeks to prevent this.
Anything that happens to this parcel of property will directly effect my neighborhood which has 2 of 2 streets leading into it directly. How could this be separated from a street that is connected to it? There are no other neighborhoods that are connected directly to it.
After looking at all of them, I am supporting map 104. It seems to be the fairest.

This area is a proven wetlands and any development would be problematic for future generations D. Sullivan Newbury Park 8A - Transition to Distric tN/A i support map #104 Betsy Connolly Unincorporated Lynn Ra 8A - Transition to Distric tN/A I’ve spent quite a few hours pouring over proposed maps and discussing pros and cons. As a former school board member, I was on the dais when CVUSD made the change from at-large elections. Last year, when CRPD chose their map, I worked closely with community groups to advocate for maps that focused on communities of interest, keeping them together whenever possible. Please make respect for the principles of the Voting Rights Act your highest priority by choosing a map that keeps important, and often overlooked, voices in our community together.
Over the decades, the city placed the majority of multifamily housing along the 101 corridor. This is where affordable housing properties were built. By doing this, we created a significant Community of Interest made up of lower income residents who trend younger. These residents are more likely to be Latino or Black, more likely to rent instead of own, more likely to live in multi-family housing, and more likely to speak a language other than English at home. When the new General Plan Housing Element was crafted, the council made a commitment to “protect” single-family-home neighborhoods and keep future density along the 101. This community of interest is permanent.
The map making process provides an opportunity, and an obligation, to concentrate the voices of this community of interest, providing them greater influence over civic decisions. Don’t be afraid. These are hardworking, future focused people who bring great value to our community. As more properties are developed along the downtown corridor, this will become the vibrant, multicultural, center of our city. This community of interest will have different ideas about transportation, work, city services, recreation, and community activities. Keep them together so that their voices are heard. Maps 104, 106, and 111 do this best. These maps should be your focus as you move toward creating the final map.

Removing that property from the NP district disenfranchises NP voters and violates the whole point of the Voting Rights Act. Even the maps submitted by consultants hired by the city leave that parcel in NP. It’s absurd to remove it and is clearly manipulation on the part of the property owner.

Betsy Connolly Unincorporated Lynn Ra 8A - Transition to Distric tN/A When looking at maps, it's easy to like the ones where each district has approximately the same physical footprint. Don't be fooled! What this means is that each district is a mix of high and low density housing. You know the city. Ask yourselves, what do the apartments along Los Feliz near Conejo Elementary have in common with North Ranch? Other than "occupied by humans" it's impossible to come up with anything.
That's a bad map. Reject it. (See: Green, Yellow, 102, 103) Orange, 110 and 108 fail for similar reasons. You created a zone of higher density housing along Thousand Oaks Boulevard that is only going to get more populated. Respect their voices by keeping them together. If the map doesn't have a narrow dog-leg along TO Boulevard, don't consider it. Focus on the maps that respect the community you created.
Kristen Mello Newbury Park 8A - Transition to Distric
tN/A The large parcel of property off Borchard Road is an important part of Newbury Park. To remove this parcel from Newbury Park would be a disservice to our community and would remove fair representation of land use by the people that live, work, and play here.
Rick Schroeder Thousand Oaks 8B - Proposed 333-Unit
MIn Favor We support the proposed mixed-use development at 2150 W. Hillcrest Drive. The City needs more housing and we need more affordable housing. We are impressed that the developer will provide 33 affordable housing units, including 30 at the Very-Low Income level, in a mixture of 1B, 2B, and 3B. It is our understanding that all affordable housing units will be spread among the complex. It is a beautiful design.
Our only suggestion is that there be a dedicated place (library, community space) to allow for afterschool educational programs (e.g. tutoring, computer access, summer camp, etc.) for the youth, especially those from the low-income households.
