November 9, 2023
The Honorable Kevin McNamee
Andrew P. Fox City Council Chambers
2100 E. Thousand Oaks Boulevard
Thousand Oaks, CA 91362
Dear Mayor McNamee:
As you are aware, there was recently an altercation during a rally at the corner of Thousand Oaks Boulevard and Westlake Village Boulevard resulting in the tragic death of a protester.
I am hopeful that the Thousand Oaks City Council will formally discuss this unfortunate event during the Council's next meeting, on November 14, 2023, and include a report-back from Sheriff Frye so that concerned citizens might receive an accurate update on the matter.
I started a thread on the Next Door App asking that witnesses to the event contact the Sheriff. There was an outpouring of concern so profound and numerous that it was clear that residents care deeply about this issue.
However, unless elected officials take meaningful steps to ensure that going forward the fundamental right to rally in support of a cause is coupled with meaningful and constitutionally appropriate safety protocols more unhappy results may occur.
Accordingly, I hope that you, in tandem with the Council, will:
• Ask all appropriate City and law enforcement Departments to report back with their thoughts on how to manage these situations going forward.
• Ask the appropriate city agency to research and prepare a report on alternatives to having law enforcement shoulder the responsibility for managing rallies. The reason for this ask is not a lack of confidence in local law enforcement but rather a recognition that their mandate is to investigate and deter crime, not monitor gatherings of concerned citizens. • Once department report-backs occur, determine what the budgetary needs would be for each of the viable proposals.
• Immediately determine if the recent event would require additional funding to fully investigate, and promptly provide additional resources if needed.
• Take any other actions reasonable and necessary to address the current situation, as well as deter future tragedies; while still preserving the Constitutional Rights of assembly and free speech.
Thank you for your consideration of the items above.
Sincerely,
Sarah Armstrong JD

Trish Manzanedo Thousand Oaks 8 - Public Comments (fo N/A SEIU 121RN is requesting Thousand Oaks City Council strike support for an unfair labor practice strike at Los Robles Regional Medical Center. Nurses and Licensed Medical Professionals represented by SEIU 121RN plan to strike from Wednesday, November 22, through Sunday, November 26. Their return to work is set for 7 a.m. on Monday, November 27, 2023. SEIU 121RN represents over 800 nurses and licensed medical professionals at the facility. The nurses and professionals have been at the bargaining table since May, and they are eager to settle with management on a contract that makes improvements on staffing and retention, as well as patient and staff satety.
Sadly, negotiators for HCA-the large, for-profit healthcare corporation that owns Los Robles Regional Medical Center-have chosen to focus solely on the corporation's bottom line.
The hospital is rife with problems which threaten the safety of these healthcare workers and the patients in their care.
• Nurses and professionals have spoken out at the bargaining table and publicly about workplace violence and HA's refusal to provide additional security officers and hands-on training for dealing with combative individuals to make them feel safe. • The hospital routinely staffs its units with skeleton crews, forcing nurses to take on more patients than they can safely, and legally care for.
• HCA has cut corners by outsourcing call center operators to an out of state call center, resulting in delayed responses to urgent medical situations including codes called by medical professionals. Responses to codes have at times been responded to for the wrong hospital entirely.
Instead of engaging with their common-sense solutions to these problems, management has responded with an egregious campaign of Union busting and intimidation. Union representatives and bargaining team members have been barred from the hospital, they've torn down Union literature and buttons have been confiscated. Hospital management has also retaliated against active Union Stewards and Bargaining Team members. These acts are an assault on the rights of our members, and an affront to Union members everywhere.
We greatly appreciate your support
