3 BACKGROUND:
The HCTP treats approximately eight million gallons per day generated by the City’s 34,000 wastewater customers. (Attachment #1). Originally constructed in the 1960s, the HCTP has had major improvements and upgrades over the following decades to continue to effectively treat the community’s wastewater and meet all environmental standards. The bioreactor basins and other significant treatment processes are supplied power from two motor control centers (MCC 14-1 and MCC 14-2). MCC 14-1 is the original equipment installed in 1987. Upgrades have been performed over time, but the equipment has generally met its design life. MCC 14-2 is newer and was installed in 2003.
The improvements associated with this project include the installation of a replacement MCC (14-1) in a new location, installation of new conduits from the existing switchboard SWBD-4 to MCC 14-1 and 14-2, modification of the existing mezzanine structure to enclose the area where the new electrical equipment is located, and modification of the existing HVAC equipment to provide a conditioned space for the electrical equipment. Only minor modifications to MCC 14-2 will be made as part of the upgrade project.
The project was originally bid in June 2023, and two bids were received on August 2, 2023. City Council rejected all bids and authorized re-bidding of the project on September 12, 2023, due to the low bid being non-responsive and the second bid at $1,815,800 being significantly higher than the project’s construction contract budget. As such, staff re-advertised the project with additional design clarifications, and also increased the amount of marketing of the project to prospective bidders to obtain a stronger bid pool.
DISCUSSION/ANALYSIS:
City Council authorized re-bidding of the project on September 12, 2023, and the Notice Inviting Bids was publicly advertised in the Thousand Oaks Acorn newspaper and posted on the City’s procurement website on September 15, 2023, per Public Contract Code Section 22037 and Thousand Oaks Municipal Code (TOMC) 3-10.306. Four bids were received and publicly opened on October 25, 2023. The bid results are as follows:
Bidder Bid
1. Taft Electric Company (Ventura, CA) $ 1,426,200
2. R2BUILD (Laguna Hills, CA) $ 1,472,000
3. Metro Builders (Newport Beach, CA) $ 1,888,577
4. Oilfield Electric (Newport Beach, CA) $ 1,972,246

3 The low bid from Taft Electric Company of $1,426,200 is lower than the engineer’s estimate of $1,900,000. The bid package submitted by Taft Electric Company was found to be in order and Taft Electric Company is the lowest, responsive, responsible bidder for the work. The bid package submitted by Taft Electric Company has been reviewed and found to be in order and the bid protest period has elapsed with no formal protests received. Staff recommends award of the construction contract to Taft Electric Company.
The estimated project construction cost breakdown is as follows:
MCC Bioreactor Contract (this action) $1,426,200
MCC Bioreactor Contingency (this action) $ 142,620
Construction Phase Support & Inspection Services (estimate) $ 130,000 Total Estimated Cost $1,698,820
This construction phase is anticipated to start by January 2024 and be fully completed by Summer 2025. The project design, specifications, and Addenda Nos. 1 and 2 are available for review upon request to the Public Works Department by e-mail at [email protected] or by phone at (805) 449-2400.
The project is categorically exempt from CEQA per Section 15302 (replacement/reconstruction of an existing facility).
Community Outreach: This project will be limited to work at the HCTP and is not expected to impact any neighboring residences. The work will be at the north end of the plant and will have a limited impact on plant operations. Construction- related impacts to hiking trail users will be minimal.
This project meets City Council’s Top Ten Priorities #6 “Public Works + Infrastructure Investments”.
CIP PROJECT PRIORITY (as outlined in FY 2023-24 and FY 2024-25 CIP Program Budget)
Priority Two – Necessary, but not essential, and there could be consequences if deferred.
