1. CALL TO ORDER: Mayor Kevin McNamee calle d the Reorganization Meeting of the City Council to order at 6:00 p. m. in Council Chambers, 2100 Thousand Oaks Boulevard, Thousand Oaks, California.
2. ROLL CALL:
Present: Councilmembers Engler, Newman, Ta ylor, Adam, and Mayor McNamee present in chambers.
Also present: City Manager Andrew P. Powers , City Attorney Tracy M. Noonan, Assistant City Manager Ingrid Hardy, Deputy City M anager Akbar Alikhan, City Clerk Laura B.
Maguire, Finance Director Jaime Boscarino, Community Development Director Kelvin Parker, Public Works Director Cliff Finley, Cu ltural Affairs Director Jonathan Serret, Human Resources Director Tim Giles, Library Services Director Jennifer Patterson, Strategic Communications/Public Affairs Director Alexandra South, Police Chief Jeremy Paris, Fire Chief Jeff Shea, Assistant to the City Manager Melissa Hurtado, Deputy City Clerk Sandra Delgado, Information Technology Supervisor Atanas Beltchev, Cable Operations Supervisor Carl Jarecky, Senior Video Production Specialist Richard Swingler, Senior Video Production Specialist Ryan Palmer, Assistant Analyst Ch risty Glaubke, Office Supervisor Alina Savulescu, Records Management Speciali st Judy Freeman, and Senior Recording Secretary Dominga Zambrano.
3. PLEDGE OF ALLEGIANCE: Mayor McNamee led the pledge of allegiance.
4. INTRODUCTIONS:
Mayor McNamee acknowledged State, Count y, and City elected officials and their representatives, and former Mayors, and board, commission, and committee members in attendance.
5. SPECIAL PRESENTATIONS AND ANNOUNCEMENTS:
A. Forum Theatre Council Seat Dedications
Mayor McNamee presented Forum Theatre Council Seat Dedication to Rick Lemmo (P10) acknowledging many y ears of service and extraordinary commitment to the community.
B. Presentations to Outgoing Mayor McNamee
Mayor Pro Tem Adam introduced individuals with special presentations/remarks in honor of outgoing Mayor McNam ee: Anthony Avila representing Congressperson Brownley; Jeannette Sanchez-Palacios representing Assemblymember Jacqui Irwin; Vent ura County Supervisor Jeff Gorrell; President/CEO Danielle Borja, represent ing Greater Conejo Valley Chamber of Commerce; Association President S hawn Moradian representing Thousand Oaks Boulevard Association; Board Chair George Lange, representing Conejo Recreation and Park District; and Chuck Cohen, representing former Mayors.
City Manager Powers presented gifts on behalf of Executive Team.
Mayor Pro Tem Adam and Councilmember E ngler presented gifts on behalf of City Council.

C. Remarks by Councilmembers and Outgoing Mayor McNamee
Mayor Pro Tem Adam, Councilmembers Newman, Engler, and Taylor congratulated Mayor McNamee on a successf ul year and thanked him for his service to the community.
6. PUBLIC COMMENTS:

7. COUNCIL REORGANIZATION:
A. Nominations Opened by City Clerk Maguire.
B. Nomination and Selection of Mayor: Councilmember Newman nominated Mayor Pro Tem Adam for Mayor.
City Clerk Maguire closed nominations.
Passed 5-0 by the following vote:
Ayes – Engler, Newman, Taylor, Adam, McNamee
Noes – None
C. Nomination and Selection of Mayor Pro Tem: Councilmember McNamee nominated Councilmember Newman for Mayor Pro Tem.
City Clerk Maguire closed nominations.
Passed 5-0 by the following vote:
Ayes – Engler, Newman, Taylor, Adam, McNamee
Noes – None
D. Remarks by Incoming Mayor Adam , Mayor Pro Tem Newman, and Councilmembers Taylor, McNamee, and Engler.
8. ADJOURNMENT: City Council adjourned at 7:12 p. m. to a reception and next regular City Council meeting, January 16, 2024.
