SUBJECT: Supervisory Control and Data Acquisition Maintenance & Repair Services Agreement for Hill Canyon Treatment Plant RECOMMENDATION:

1. Approve General Services Agreement to Technical Systems, Inc. (TSI) (Oceanside, CA) for a three-year term beginning February 1, 2024, through January 31, 2027, for maintenance and repair services of Hill Canyon Treatment Plant’s (HCTP) Supervisory Control and Data Acquisition (SCADA) for an amount not-to-exceed $150,000.

2. Approve single-source designation to TSI.

3. Authorize expenditure in the amount of $150,000 from A/C #621-8250-682-5699 for FY 2023-24 and FY 2024-25.

4. Find that services are categorically exempt from the California Environmental Quality Act (CEQA) pursuant to 14 CCR 15301.

FINANCIAL IMPACT:

BACKGROUND:

HCTP treats wastewater generated by residents and businesses in the City.

Constructed in the 1960s with major improvements over the years, HCTP provides advanced tertiary level wastewater treatment.

The SCADA system is the backbone of operations at the HCTP. It plays a pivotal role in monitoring, controlling, and optimizing various processes critical to the safe and efficient treatment of wastewater. The SCADA system also produces monthly

5 data reports required by the City’s National Pollutant Discharge Elimination System (NPDES) permit. As HCTP undergoes significant improvements and expansions, ongoing maintenance and timely repair services of the SCADA system are paramount to ensure its seamless integration with the new infrastructure.

HCTP has several critical components that rely on a SCADA system to operate valves, pumps, monitor flows and treatment levels, Programmable Logic Controllers (PLCs), as well as to notify HCTP staff if there is a failure in process, a power outage, or plant equipment failure. The SCADA system operates on computer-based hardware and software and monitors the process 24 hours per day.

On February 8, 2022, City Council awarded a construction contract to TSI as part of the SCADA Migration/Upgrade Project (CI 5632). The project included the replacement and setup of six workstations, setup of two main computer servers and associated virtual servers, and setup and replacement of four touchscreen PCs. Software improvements included the upgrade of all Rockwell SCADA software and the reconfiguration and reprogramming of existing PLCs for improved operational efficiency and control, data monitoring, and collection.

DISCUSSION/ANALYSIS:

The decision to enter into the proposed General Services Agreement with TSI was based on their extensive experience and proven track record in setting up the current SCADA system at HCTP. TSI’s familiarity with the unique requirements of the City’s wastewater treatment facility and its SCADA system positions them as the ideal partner for addressing the evolving needs of that system. Their expertise extends beyond routine maintenance tasks to include configuration, updates, modifications, and Human-Machine Interface (HMI) graphics, ensuring that the system remains adaptable to emerging technological advancements.

The addition of new facilities at HCTP, such as the current construction of the FOG facility, the boiler upgrade project, and the recent acquisition of the cogeneration system, necessitates the integration of the SCADA system to accommodate these changes in assets seamlessly. TSI’s involvement is not only a matter of continuity but also an assurance of a streamlined integration process. Moreover, TSI is qualified to provide emergency repair services and troubleshoot unforeseen issues of HCTP’s critical technical system. This proactive approach is a key component in maintaining operational continuity and averting potential disruptions that could otherwise compromise environmental compliance and public safety.

Staff recommends City Council approve a single-source designation and a three- year services agreement (Attachment #1) to TSI for an amount not to exceed $150,000. This decision ensures continued SCADA support of HCTP’s expanding SCADA Maintenance & Repair Services Agreement for HCTP
