SUBJECT: Agenda Item 10A – FY 2024-25 Community Development Block Grant Action Plan

With the passing of the 2024 U.S. Department of Housing and Urban Development (HUD) budget into law on March 9, 2024, HUD published today on its website (https://www.hud.gov/program_offices/comm_planning/budget/fy24) the City of Thousand Oaks Community Development Block Grant (CDBG) FY 2024-25 entitlement grant amount as $ 607,042. The difference from the estimated $614,380 amount is a reduction of $7,338. The revised CDBG Resources figure is now $646,803.85 as shown in Table A below.

Re: Item 12A: Request for Proposals/Qualifications for Preliminary Design, Entitlement, and Environmental Services for the Campus Master Plan Project – Support

Dear Mayor Adam and Councilmembers,

On behalf of the 700+ members of the Greater Conejo Valley Chamber of Commerce representing over 40,000 local jobs, I am writing to support this next step of the Downtown Core Campus Master Plan.

The lack of a downtown space for Thousand Oaks has been the most significant talking point of the last ten years for our Chamber's membership, and creating one continues to be a top priority for our Board of Directors. The Downtown Core Campus Master Plan can build the keystone for the future of economic and cultural prosperity in Thousand Oaks and the Conejo Valley.

The proposal aligns with the city's goals to develop a pedestrian-oriented, viable, and self-sustaining "Downtown," sustaining a healthy business community, and to diversify the local economy with an emphasis on small businesses. Additionally, the proposal and its eventual completion will further support efforts to retain high-quality jobs and businesses in the community by continuing to make Thousand Oaks a desirable place to live and work.

We thank you for your thoughtful consideration and urge you to support the advertisement of the Request for Proposals/Qualifications for Preliminary Design, Entitlement, and Environmental Services of the Downtown Campus Master Plan.

Sincerely,

Danielle Borja, MBA

Re: Item 12A: Campus Master Plan: Request for Proposals/Qualifications Dear Mayor Adam and Councilmember:

As a 62-year resident and business owner in Thousand Oaks I am uniquely familiar with the history of our beautiful city and how it has changed from a small town to a midsize suburban community with incredible amenities for all of us to enjoy.

What has been missing is a downtown gathering place. We have a city hall. We have a Performing Arts Center. We have a hodge-podge of businesses, restaurants and a sprinkling of housing throughout Thousand Oaks Boulevard. But, it hasn’t been cohesively established and inviting. We now have the opportunity to create that place, that gathering space where the community gets together and connects.

What I have seen in this Master Plan is a true vision with pedestrian connectivity, interaction of business and community, living space with the arts, community rooms with retail opportunities, outdoor amphitheater space with a farmer market. The possibilities are endless. This investment is necessary and I would be so bold as to say please do not skimp. Let the design professionals use their imagination to do what they do best; consider crossing over the Boulevard and consider a wider swath if that makes sense. And, this is a Master Plan that will shape things to come for several decades, so let’s give the plan room for the future residents and leaders of our city to make their imprint as well.

I am fully in support of moving this project forward.

Respectfully,

Tom Cohen

Re: Campus Master Plan – Support

Dear Mayor Adam,

On behalf of Takeda, a major employer in Thousand Oaks, we are writing in strong support of the visioning plans to date for the Campus Master Plan. The project would appeal to a wide range of our current employees from young professionals through our executive team given the combination of gathering places, cultural arts experiences, public market offerings, centrally located housing and a Main Street designed to host community events.

As we work to recruit talent from throughout the nation, having a true “downtown” will be a compelling community asset for potential employees. This downtown area will create a unique experience that currently does not exist in our city and sets the stage for future reinvestment on Thousand Oaks Blvd.

Thank you for your consideration.

Sincerely,

Elizabeth Dritz

Jill Haney Westlake Village 12A - Ad Hoc City Council Campus Master Plan Committee - Plan Preliminary Design, Entitlement, and Environmental ServicesIn favor As a 65 year resident of the Conejo Valley I am in support of creating a downtown space that will support small businesses, create meeting space and be a place in the community that families can spend time with each other. It will also be a great place to meet clients or meet friends for dinner and a show. Im excited for the project.

Michelle Menzel 12A - Ad Hoc City Council Campus Master Plan Committee - Plan Preliminary Design, Entitlement, and Environmental ServicesIn favor As a 28-year resident of Moorpark and long-time local business owner servicing Thousand Oaks and the neighboring cities, I am in favor of the Downtown Core Campus Master Plan for the following reasons: First, Thousand Oaks lacks a true "downtown," with large pedestrian-oriented space where people can assemble to enjoy a meal, entertainment or shopping, all in one. As one of the largest city near our home, Thousand Oaks is where our family drives to for shopping, dining and entertainment. Second, this project when completed, will also provide much-needed additional housing to the community, as well as commercial space for businesses and retail.

Third, as an owner of a local roofing company, we utilize the existing parking structure and buildings to obtain permits. Unfortunately, the layout and location of the offices and parking are difficult to navigate, so a new parking structure and layout of the city offices would be very beneficial. Lastly, the current footprint surrounding the Civic Arts Plaza and city offices is wasted space. The proposed Downtown Campus Master Plan, as presented, will provide a large, beautiful space that will benefit local residence and businesses of TO by bringing additional new jobs, adding more commercial and retail space, and providing additional housing, as well as a fun place to visit. Of course all of this will bring more tax dollars to the city, which I know is very beneficial.

Thank you very much for your time and consideration.

Sincerely,
Michelle Menzel

12A - Ad Hoc City Council Campus Master Plan Committee - Plan Preliminary Design, Entitlement, and Environmental ServicesIn favor With plans to grow in Conejo Valley, a space for families to develop culturally and a healthy business community are the keystone for the future of economic and cultural prosperity in Thousand Oaks and Conejo Valley.

Edmond "Ed" Sahakian Newbury Park 12A - Ad Hoc City Council Campus Master Plan Committee - Plan Preliminary Design, Entitlement, and Environmental ServicesIn favor The City of Thousand Oaks can take the opportunity to progress further towards the goal of becoming a more "walkable" city. The plan to redesign the areas around our current City Hall and create a true downtown district should be applauded and has my full support. The Downtown Core Campus Master Plan exemplifies the thoughtful and careful planning that took place and shows why our city has become synonymous with progressive planning. I urge the Council to take bold steps to maintain our relevance as growing and beautiful community to live work and go to school. This project will continue us along that path.

Mike Dutra Newbury Park 12A - Ad Hoc City Council Campus Master Plan Committee - Plan Preliminary Design, Entitlement, and Environmental ServicesIn favor As a 34 year resident of Conejo Valley and a former business owner there are some thoughts I have on the Campus Master Plan.

1.Our area is missing a “downtown” gathering area for the community to gather, enjoy a meal, have a beverage, listen to music and shop. The shopping malls offer some of these items but not the same vibe as other downtowns like Ventura or Santa Barbara. So, my wife and I go there and spend our money for that experience.

2.As a family of 5 children between 32-35, the affordability of purchasing a house or townhome is limited, not because of the mortgage but because of the down payment. We have kids that live in the Marina del Rey and San Francisco and can handle the rents, just not the upfront costs.

They also love their areas because they can walk to restaurants, cafes, bars, and entertainment.

We do not have that here.

3.We need more housing for the local businesses to aƩract labor. More and more young professionals do not want to drive long distances for work. I know for my business we could attract people from Camarillo, Ventura, and the West Valley before covid. We are no longer able to do so.

The area in question has been vacant for some time and is only used for selling Pumpkins and Christmas Trees, so why not utilize it to help our community stay strong by offering alternative housing other than the traditional house. Regarding having to lose some of our oak trees from the site, I am sure we can plant more oaks around the city. And just think about the additional tax revenue for our city.

Please vote in favor of the Campus Master Plan.

The resulting CEAP is coordinated with the General Plan and will help guide our city to be resilient in facing future challenges.
