Since 2019, the City has purchased tires, tubes, and services through the NASPO Cooperative Purchasing Contract No. 19101 established between the State of Iowa and Goodyear Tire & Rubber Company. Contract No. 19101 expired on June 30, 2024.
DISCUSSION/ANALYSIS:
On July 27, 2023, the State of Iowa issued a competitive Request for Proposals (RFP) (Attachment #1) for tires, tubes, and services in conjunction with NASPO.
Cooperative Purchasing Contract No. 24155 (Attachment #2) was established on July 1, 2024. Pursuant to Thousand Oaks Municipal Code Section 3-10.203(b), the City may “piggyback” onto, or join, an existing written purchase contract obtained through a competitive bidding process prepared and awarded by another local, state, or federal government agency.
Staff recommends approval of the participating addendum to NASPO Cooperative Master Agreement No. 24155 with Goodyear Tire & Rubber Company purchasing from the authorized dealer, Daniel’s Tire Service (Attachment #3), in a not-to- exceed amount of $200,000 annually through June 30, 2030. Utilizing the cooperative agreement for up to the next six years, in alignment with its full term, will facilitate continuity and maximize the benefits of this partnership.
