Subject: Los Robles Golf Course Solar Panel Canopy Repair - Public Emergency Declaration
On October 28, 2024, a vehicle collided with the edge of one of the girders of a steel solar panel canopy, leading to a significant displacement of structural components , ultimately causing its collapse at around 10am on October 30. The impact of the collision by the truck on the canopy structure created a lateral displacement of approximately 12 inches at the tip of a primary girder.

This displacement caused progressive failure of bolts and screws connecting the structural components, resulting in the gradual separation of these elements. As these connections failed under the increased stress, the structural load shifted, culminating in the full collapse of the affected portion of the canopy.

F
acilities Staff were on site following a call at 10:54am from the Golf Course General M anager reporting the condition of the solar panel canopy in the parking lot. The solar panel contractor currently on contract to construct solar panels on various City properties, Staten Solar, was contacted and the project manager met with Facilities staff on site shortly thereafter. Immediate safety measures were taken, and power to the canopy was shut off . Vehicle owners were identified, and all vehicles were safely removed from the under the affected canopy. A local fencing company was contacted, and a fence was erected, establishing a safety perimeter around the affected canopy. A visual assessment and damage analysis was conducted whereby structural components were designated as needing repair or replacement to restore the canopy’s integrity.

S
taff requests City Manager to declare a public emergency pursuant to Thousand Oaks Municipal Code Section 3- 10.308, which allows for such a declaration, “ when repair or replacements are necessary to permit the continued conduct of the operation of services of the City, or to avoid danger to life or property.” Such declaration allows for immediate repair or replacement of a public facility “without adopting plans, specification, or working details, or giv[ing] notice for bids to let a contracts (sic).” Section 3-10.308 delegates the authority to the City Manager to declare such an emergency subject to City Council confirmation at its next meeting. Staff also requests approval of a separate contract for repairs with Staten Solar which may include scope of work not present under the existing construction contract (13195- 2023), and which is anticipated to exceed $75,000 after a full cost analysis. Staff will bring an item to City Council at its November 19, 2024, meeting to confirm this declaration.
