Thousand Oaks 9K Opposed I support and applaud the council for getting moving on the ATP. However the current plan does not engage with the city’s own Bicycle Advisory Team early enough in the process. It’s critical that the consulting firm work with the BAT in identifying the 10 high priority projects. The BAT is made up of bicycle commuters and recreational cyclists who have a better understanding of what should be a priority than a group of consultants from Irvine.
Tony Reed Newbury Park 9K Opposed Item K. 2025 Active Transportation Plan Update.
I am opposed to the approval of this item as it stands. I am a member of the Bicycle Advocacy Team (BAT) for the City of Thousand Oaks, and our mandate is to consult on any upcoming projects wrt transportation in the city that might affect cycling/cyclists (& pedestrians). The current agreement up for approval does not allow for our input until the Draft Plan has already been prepared and little could be done to change the scope of the Plan.
I request that the BAT be added as a consulting group to the preparation of the Draft Plan and to meet with the Consultant (during the planning stages and before the Draft has been prepared) to express our view of what should be included.
Kathy Naoum Thousand Oaks 9K Opposed Although I support the updating of the 2019 ATP I am opposed to the approval of this item in its current form. The Scope of Work does not provide for input from the Bicycle Advisory Team until the Draft Plan is prepared. The BAT members can participate during the public outreach task (Task 4) but this task follows the development of the 10 project recommendations in Task 3.
Additionally, the scope of work does not specify if the top 10 projects are all bicycle, pedestrian, and/or transit projects. The scope of work should specify at least the majority of recommended projects be bicycle projects.
Another concern I have with the Scope of Services is Section 4.2.2 d. “Community Survey:
Consultant shall prepare a community survey focused on gathering insights about the public’s active transportation needs and concerns to be posted on the City’s website. Consultant shall tabulate and analyze the results and incorporate the information in the ATP Update.” A statistically correct Community Survey can be VERY expensive. It appears from the task description that it will be an online survey. (Although it’s unclear how much of the project budget is tied to this task) The survey data collected by this technique will be very biased and not represent the walking, biking, and transit needs of the City. More detail should be provided in the description of this task and how that data will be incorporated into the Plan.
I recommend the item be revised and brought back to the City Council at a later date.
Due to a prior commitment, I am unable to attend the meeting or I would have provided my comments in person.

Michael Bass Thousand Oaks 9K In favor I would like to comment on Item K on the Consent Calendar. I am in favor of the agreement to update the 2019 Active Transportation Plan. After reading the associated documents, I am surprised that the City's Bicycle Advisory Team (BAT) is not consulted until very late in the process at a point in where all of the priorities have been decided. The BAT was instrumental in previous incarnations of the City's Active Transportation Plan and Bicycle Master Plan. It seems a shame that this group is not involved earlier given their breadth of knowledge about bicycling in Thousand Oaks.
