LEVINE ACT ITEM: No
FINANCIAL IMPACT:
No Additional Funding Requested. The Arboles (CI 5747), Sunset No. 1 (CI 5749), Sunset No. 2 (CI 5750), and Sunset No. 3 (CI 5751) Pump Station Improvements are new capital improvement projects not included in the current Adopted FY 2023-25 Capital Improvement Program (CIP) budget. The estimated construction costs are $279,700 for CI 5747, $302,500 for CI 5749, $570,000 for CI 5750, and $843,000 for CI 5751, with a total estimated construction cost for all four projects of $1,995,200. Appropriation from the Water Capital Fund Budget will be required at the time of construction award, based on the actual bids received.
BACKGROUND:
The City’s Public Works Department manages the City’s water storage and distribution facilities consisting of 16 pump stations, 16 reservoirs, two booster stations, four hydropneumatic pump stations, and 11 turnout connections to Calleguas Municipal Water District. Following the Woolsey and Thomas Fires in Ventura County, these sites were evaluated for needed improvements to address

enhanced wildfire resiliency, site drainage, accidental tank overflow containment, pump, and electrical equipment enclosures, fencing, and the addition of emergency generators and disinfection boosting stations.
AECOM was awarded a Professional Engineering Services Agreement by City Council on June 20, 2023, to complete the evaluation. The scope of work included a feasibility study, engineering design, and preparation of the contract documents for required improvements at all citywide reservoir and pump station sites under a single capital improvement project (CI 5520). The proposed improvements at the four pump stations (Attachment #1) will include the following:
•Arboles Pump Station (CI 5747)
oFire hardening enhancements, including replacement of the existing roof with fire-resistant roofing material
oRemoval of surge tank and installation of two air release valves •Sunset No. 1 Pump Station (CI 5749)
oFire hardening enhancements, including replacement of the existing roof with fire-resistant roofing material
oRemoval of surge tank and installation of two air release valves •Sunset No. 2 Pump Station (CI 5750)
oFire hardening enhancements, including replacement of the existing roof with fire-resistant roofing material
oInstallation of new canopy
•Sunset No. 3 Pump Station (CI 5751)
oFire hardening enhancements, including replacement of the existing roof with fire-resistant roofing material
oInstallation of new canopy
oReconstruction of concrete v-ditch on the hillside to address current deficiencies, reduce erosion and damage from stormwater runoff.
This will improve drainage and the long-term durability and stability of the slopes surrounding the pump station
DISCUSSION/ANALYSIS:
The fire hardening improvements at the Arboles, Sunset No. 1, Sunset No. 2, and Sunset No. 3 Pump Stations will protect these critical infrastructure assets and improve their overall performance during wildfires. Adding canopies at Sunset No. 2 and Sunset No. 3 will shield the existing electric motors from the elements, extending their lifespan and reducing the need for repairs and maintenance. The site drainage improvements at Sunset No. 3 are needed to resolve existing deficiencies, improve slope stability, and prevent further erosion and surface runoff Improvements at Pump Stations

damages at the pump station. To achieve economies of scale and due to similar types of proposed improvements, all four pump station sites have been combined under a single construction contract.
The project plans and specifications for Arboles, Sunset No. 1, Sunset No. 2, and Sunset No. 3 Pump Station sites have been completed and are available for review upon request to the Public Works Department by e-mail at [email protected] or by phone at (805) 449-2400, but the construction phase has been separated into individual CI numbers to better track capital costs, ensuring accurate financial capitalization and reporting.
Once bids are received, staff will make a recommendation for award of the construction contract at a future City Council meeting. The estimated construction costs are as follows:
