BACKGROUND:

The Council on Aging (COA) consists of nine members who serve two-year, staggered terms. The role of the COA is to serve as an advisory body to the City Council on matters concerning older adults.

An application period for four scheduled vacancies was opened March 12, 2024, and closed April 11, 2024 (April 2024 Recruitment). Public outreach took place in March and April 2024 and included news postings on the City’s website, social media channels, and the CityScene e-newsletter. Ads were run in the Acorn, Goebel Gazette, the Conejo Senior Volunteer Program Newsletter, and placed around the Goebel Adult Community Center. In addition, special announcements

were made to local community groups working with older adults, including the Conejo Senior Resource Network. Complete information can be found on the dedicated Older Adult Resources webpage ( www.toaks.gov/olderadults) on the City website.

Nine applications were received during the April 2024 Recruitment for the four scheduled vacancies. The interview panel consisted of then Mayor Pro Tem Newman (now Mayor) and Councilmember Engler. After reviewing applications and conducting interviews, one (1) reappointment and three (3) appointments were recommended. City Council approved these appointments on June 18, 2024.

On June 20, 2024, one commissioner resigned creating an unscheduled vacancy with a term to July 2026. Using the April 2024 Recruitment, the interview panel recommended one applicant who was appointed to the Council on Aging by City Council on August 27, 2024.

DISCUSSION/ANALYSIS:

In the fall of 2024, two additional commissioners resigned, creating one unscheduled vacancy with a term to July 2025 and one unscheduled vacancy with a term to July 2026.

The interview panel met on January 7, 2025, and again on February 10, 2025, to discuss applicants from the April 2024 Recruitment and to interview applicants who had not previously attended an interview. Multiple candidates declined the position.

The interview panel recommends the appointment of Daniel Twedt to fill the unscheduled vacancy with term ending July 2025, and appointment of Linda Bonilla to fill an unscheduled vacancy with term ending July 2026.

The recommended appointment applications are attached (Attachment #1). .
